With the adoption of e-learning in mainstream education, use of emerging
and innovative instructional technologies is
gaining importance in academia. This is particularly true for engineering
education where the learning process lends
itself to variety of multi-sensory approaches.
This special issue aims to focus on the emerging and innovative design,
development and implementation of instructional
technologies in engineering education. With the advent of Web 2.0 and 3.0
technologies and changing educational
paradigms due to changing needs of the society, both technological
advancements and instructional pedagogies have
influenced the way instruction takes place. New ways of learning has
resulted as a consequence,
giving rise to mobile learning technologies, collaborative learning
technologies, social networking technologies, to
name a few.
This special issue is intended to collate realisable ideas, inspirations,
as well as outreach approaches which have been
implemented and tested in engineering education. Examples of topics of
interest include, but are not limited to:
* Technological advancements
* Theories and paradigms for use of instructional technologies
* Web 2.0 and Web 3.0 technologies for instruction
* Non-traditional instructional technologies
* Collaborative and social technologies
* Synchronous and asynchronous technologies

Contributions are invited to a special issue of the International Journal
of Interactive Mobile Technologies (iJIM) conforming to the theme of
Adaptive Approaches to Mobile Learning. The exponential growth of wireless
technology in recent years, increasing availability of high bandwidth
network infrastructures, advances in mobile technologies and the
popularity of handheld devices have opened up new accessibility
opportunities for education. The true potential of e-learning as "anytime,
anywhere" has finally begun to be realized in the form of m-learning, not
only for those with disabilities or those living in remote communities,
but also for those who have been attending traditional academia but could
benefit from improved collaboration possibilities, situated learning
opportunities and contextual learning.
Adaptive scenarios such as the use of multimedia-rich content, design of
appropriate learning tasks, and use of collaborative paradigm, have
potential to take mobile learning to a level where it can deliver
education, at a higher quality than is presently available in a classroom
environment, surpassing that by incorporating contextual problem scenarios
from learners' working and social environments, thereby, enabling
collaborative problem-solving in authentic environmental contexts, such as
problem themes based on the real entities in the learners' immediate
environment.
This special issue aims to focus on the emerging and innovative design,
development and implementation of adaptive approaches to mobile learning.
This special issue is intended to collate realisable ideas, inspirations,
as well as outreach approaches which have been implemented and tested in
mobile environment. Examples of topics of interest include, but are not
limited to:

Building upon past successes of the pre-ICIS HCI/MIS workshops as well as the tremendous interest in broad HCI issues exhibited by MIS colleagues, the AIS SIGHCI will hold its seventh annual pre-ICIS HCI/MIS research workshop prior to ICIS 2008 in Paris, France on December 13, 2008.
WORKSHOP OBJECTIVE:
The objective of the workshop is to provide an open and constructive discussion forum of important HCI research in Information Systems that addresses the ways humans interact with information, technologies, and tasks - especially in business, managerial, organizational, social and/or cultural contexts. HCI in MIS is concerned with the macro level (versus the micro level) of Human-Computer Interaction analysis.
SPECIAL THEME PAPERS OF JAIS:
The best, completed research papers from the workshop will be fast-tracked for publication consideration in the Journal of the Association for Information Systems (JAIS) - http://jais.isworld.org <http://jais.isworld.org/>.
SUBMISSION:
The workshop will be accepting high quality research papers (completed research or research-in-progress papers) and posters that describe novel, early, and creative research ideas. The submissions should not be currently under review elsewhere and the papers/posters should have not appeared elsewhere.
Maximum length: Completed research papers, research-in-progress papers, and posters must not exceed 14, 7, and 3 single-spaced pages, respectively. The page limit includes all text, figures, and tables, but does not include the cover page, abstract, keywords, and references.
File Formats: Only Word file formats will be accepted. All submissions must be formatted for 8.5 x 11 inch paper (1 inch = 2.5 cm) and have
1 inch margins all around. Please use Times New Roman 12-point font with single spacing for the body of the paper. The first page of the manuscript should have a title, the type of the submission (complete research, research in progress, or poster), total word count of the submission, an abstract of 150 words or less, and a list of 5-6 keywords.
Submissions will undergo a double-blind review process. Authors should agree to provide timely reviews of at most two other submissions, if requested. Manuscripts should be in MS Word format and be submitted as email attachments to the workshop program co-chairs (see below) with the subject heading "HCI/MIS workshop submission." Authors can use the body of the email as the cover letter for the submission and should ensure that their identities do not appear in any part of the manuscript.

International Journal of Pattern Recognition and Artificial Intelligence
is seeking original high-quality manuscripts for a Special Issue on
Video Analysis and Understanding for Surveillance Applications,
scheduled for publication in 2009.
With the ubiquitous presence of low-cost cameras, video-based smart
surveillance has been one of the most popular topics in the computer
vision, pattern recognition and image understanding communities. The
significance of this research is strongly driven by the immediate
demands of real-world security monitoring systems for commercial,
industrial and military applications. Visual surveillance has played a
leading role in reducing the personal and financial costs of preventing
crimes and terrorism, while automatic video understanding enables
intelligent, real-time, and precise solution to smart surveillance systems.
In recent years, video analysis and understanding has been featured in
leading international journals and conferences. Although there has been
great progress over past few years, there are a number of significant
challenges involving the understanding, designing, building, and
evaluating the complex video analysis systems. These challenges include
robust segmentation and tracking objects in complex scenes, the ability
to characterize a threat event, semantic linkage between camera networks
and other sensors, unconstrained activity recognition and behavioural
profiling, view-invariance of motion features, abnormal event detection,
etc. Therefore, more advanced solutions to these challenging problems
need to be exploited for meeting emerging application needs.
This special issue is particularly interested in new advances in video
analysis and understanding techniques for surveillance applications. We
are soliciting original contributions of researchers and practitioners
from academia as well as industry, which address a wide range of
theoretical and application issues. The topics of interest include, but
are not limited to:
o Background and environment modelling
o Moving object segmentation and classification
o Tracking of object motion and interaction
o Motion feature extraction and representation
o Activity modelling and recognition
o Behaviour analysis and understanding
o Abnormal event detection and recognition

Submission procedure:
Manuscript should conform to the standard guidelines of the
International Journal of Pattern Recognition and Artificial Intelligence
(IJPRAI). Instructions for formatting papers can be found in the
Guidelines for Contributors. Prospective authors should submit an
electronic copy of their complete manuscript via IJPRAI online
submission system by Jun 1, 2008. The submissions must not have been
previously published and must not be currently submitted for publication
elsewhere. All submitted papers will be reviewed by at least two
independent reviewers.

Barely more than ten years after the birth of the World Wide Web, the
Global Information Infrastructure is daily reality. In spite of the many
applications in all domains of our societies: e-business, e-commerce,
e-learning, e-science, and e-government, for instance, and in spite of the
tremendous advances by engineers and scientists, the seamless integration
of information and services remains a major challenge. The current shared
vision for the future is one of semantically-rich information and service
oriented architecture for global information systems. This vision is at
the convergence of progress in technologies such as XML, Web services,
RDF, OWL, of multimedia, multimodal, and multilingual information
retrieval, and of distributed, mobile and ubiquitous computing.
The goal of iiWAS'2008 is to provide an international forum for
scientists, engineers, and managers in academia, industry, and government
to address recent research results and to present and discuss their ideas,
theories, technologies, systems, tools, applications, work in progress and
experiences on all theoretical and practical issues arising in information
and service integration.

SUBMISSION GUIDELINES
Papers must be submitted electronically in Postscript, PDF, or RTF/DOC
format at ((http://www.iiwas.org/conferences/iiwas2008/submission.html)
Submitted papers must not substantially overlap with papers that have been
published or that are simultaneously submitted to a journal or a
conference with proceedings. Submitted papers will be blindly peer
reviewed by at least three members of the international program committee
and carefully evaluated based on originality, significance, technical
soundness, and clarity of exposition. Accepted papers will appear in the
conference proceedings to be published by the Austrian Computer Society in
books@ocg book series.
The submitted papers should not exceed 10 pages and must follow the OCG
guidelines (http://www.iiwas.org/conferences/iiwas2008/cfp.htm).

Inter-organizational disaster response requires collaboration among geographically distributed public and private organizations to enable a rapid and effective response to an unexpected event. In order to ensure coherent coordination among the responding organizations, relevant information needs to be collected from multiple sources, verified for accuracy, and shared with appropriate responding organizations, all within a short time frame. As a disaster situation unfolds, multiple aspects of disaster response continuously change, including urgency, scope, impact, the types of appropriate responders, and the responders' needs for information and communication. These changes add to the complexity and uncertainty.
Unfortunately, recent response experiences and evaluations of disaster responders suggest that many disaster management systems often fall short of the capability to cope with the complexity and uncertainty. The majority of current information systems for disaster response have been designed based on probable scenarios, and optimized for intra-organizational response and routine processes. Therefore, such systems cannot adequately adapt to a constantly changing situation that often deviates from the design-time scenario by far.
Due to scarce resources, it is infeasible to develop information systems for each and every conceivable disaster situation. Consequently, recent interdisciplinary research efforts have focused on developing the ability to facilitate the ever-changing information needs under the complex and unpredictable environments. Within the area of disaster and crisis management, a large number of technological innovations have realized over the last couple of years.
Often these technologies have been developed in isolation of the other developments and have not been integrated into the daily routine operations of first responders, which might prevent effective use of the technologies during an emergency. Many cultural, organizational, jurisdictional and legal barriers also hamper or prevent necessary and proper coordination of relevant public and private organizations during unexpected events. Nevertheless, all these technologies and advances together provide the foundations of a unique platform that becomes a key to our ability to effectively respond to unpredictable and complex situations.
This special issue of ISF aims to compile the advances surrounding the emerging issues of inter-organizational disaster management and contribute to the creation of a common body of knowledge to the multi-disciplinary field of study.
Topics
We solicit for papers showing innovative solutions, theoretical developments, or insightful experiences that can contribute to the foundations for the interdisciplinary research area. The topics include, but are not limited to:

TRACK DESCRIPTION
Tourism and Cultural Heritage (Track chair: Marianna Sigala Jamie Murphy
and Oleg Missikof)
Mediterranean countries rely on tourism and travel, which represented
the 3rd largest (7.3%) worldwide export of goods and services in 2002
(World Tourism Organization). The distinction is the willingness of
governments to
base this tourism on cultural heritage, especially city tourism. According
to the European Commission (2001), Europe's cultural
heritage is a "unique public asset" that provides a foundation for "the
development of our content industry in a sustainable knowledge society".
European cultural tourism is an important industry commanding a larger
market share of international tourism arrivals than North America. However,
Europe's revenue per arrival lag North America's. Even though France, Spain
and Italy were the world's 1st, 2d and 4th cultural tourism destinations in
2003, their tourism receipts also lag the USA (World Tourism Organization,
2004). Have Americans emphasized interpretive services versus Europeans who
emphasized academic functions of museums and other cultural assets? Will new
information technologies such as broadband and always-on wireless IT be an
enabler for reaping the benefits -- economic, political and cultural -- of
Europe's cultural heritage as a tourism and historical-socio-political
asset?
Networks of SMEs (Track chairs: Barbara Pernici and Alice Guilhon du Hellen)
European and Mediterranean countries rely extensively on networks of SMEs.
This is the basis of the theory of "industrial district" especially
developed in the UK and in Italy. The challenges of managing Networks of
SMEs require the development of inter-organizational information systems
such as EDI over the Internet (EOI), Extranet with their B2B electronic
marketplaces and any information systems that are developed to ensure
visibility, integration and synchronization of the supply chain. Major
issues: 1) Role of IT in connecting people, isolated SMEs and universities
research groups to form networks and foster entrepreneurship and innovation;
2) Development of websites to develop weak ties networks among Mediterranean
countries that are useful for entrepreneurship and innovation; 3)
Information Technology and changes in information and physical flows, cost
structures and market forces that IT causes throughout the traditional value
chain of SMEs particularly in developing countries; and finally 4) Open
Innovation & IT Based Entrepreneurship.
Creativity and Innovation (Track chairs: Joan Rodon and Feliciano Sese)
Information and Communication Technologies (ICT) bring new opportunities
for creativity and innovation in the limits of human interaction and
social enterprise. Some practitioners have emphasized the need to invest
in business innovation rather than simply on ICT. On the other hand,
others have emphasized that the implementation of rationalized systems,
the case of ERP and CRM, quite often reduces the opportunity of end
users to innovate. This track encourages both theoretical and empirical
papers that 1) explore the use of ICT in processes of innovation and
creativity in teams, organizations and business networks, 2) explore the
limits of creativity and innovation that new rationalized ICT systems
pose to social actors, 3) examine different forms of innovation in the
adoption and use of ICT applications, as well as papers that 4)
conceptualize the concepts of creativity and innovation in the context
of organizations and business networks from the perspective of
information systems.
Strategic planning and requirements engineering in eGovernment (Track

What are the consequences of the fact that European and Mediterranean
countries have active public sectors for e-Government, e-Health Care,
and e-Learning? What are the consequences of the European policies on IS
management in our countries, especially the European requests for
proposals, like the Information Society technologies? Furthermore, what
is the impact on IS development? What are the existing methodology for
the planning and design of value added eGovernment initiatives? As
software development has a relevant role in enabling the change enacted
by eGovernment in the public sector, requirements engineering is
strategic for the development of Information Systems that aims to
understand and translate users' needs into effective solutions; in
particular, requirements have to reflect cultures and languages and
local needs in the context of Mediterranean Countries. On the basis of
requirements that align social and IT perspectives, the planning of
value added initiatives and the development of sustainable solutions
becomes a collaborative activity across different countries.
Global Software Development (Track chairs: Samir Tata and Faiez Gargouri)
Mediterranean countries include Developing Countries are facing the
globalization and the commoditization phenomenon. This track will be
devoted to study the consequences of these phenomenon on IS management
in the Mediterranean countries. Particularly the track will focus on the
impacts of Global Software Development (GSD), IS Risk Management and
Cross-National IS Project Management. Major issues: 1) cultural and
communication differences and challenges of managing functionality,
cost, duration and risk of GSD; 2) commoditization of hardware,
bandwidth and software and migration of value to proprietary
applications on commodity systems; 3) approaches, methods,
tools, best practices and GSD; 4) the role of Free and Open Software in
GSD; 5) Open and non-organizational software development; 6) artifact,
use, global software development and reality construction; and finally
7) how does global software development may benefit Mediterranean
developing countries?
Flexible IS development (Track chairs: Jolita Ralyte)
Information systems engineering situations vary considerably from
project to project. Application domain, project objectives (e.g. IS
evolution, interoperability), product features (e.g. web-based, mobile,
service-oriented), licence form (open source v. proprietary),
stakeholders involved, team structure (distributed v. co-located), and
various technological conditions and constraints all have a significant
impact on the IS development process. To deal with such a variability of
situations ISD methods are evolving from rigid and monolithic to
flexible, modular and configurable ones. Besides, it is recognized
within the area of situational method engineering that each ISD project
requires tailored or specific methods and tools. This track will be
dedicated to study flexibility of ISD processes, methods and tools and
their adaptability to the characteristics of ISD projects in the
European and Mediterranean countries. Major issues: 1) Requirements for
flexibility in ISD projects, 2) ISD project situation assessment and
modelling, 3) Method engineering techniques for situation-specific ISD
method construction, 3) Domain-specific ISD processes, 4) Agile methods
for ISD, 5) Experience and case studies of building and tailoring ISD
methods, techniques and tools.
General track (Track chair: Mohkthar Amami)
We invite you to submit completed research papers, exploratory research
papers, panel proposals, and workshops, about IS, especially
Mediterranean IS, and about philosophy and epistemology in IS. Although
you are welcome on relying on the distinctions noted above, we also
encourage you to challenge them. Papers or panels allowing comparative
points of view about IS research or with other social and design
sciences will be especially welcome, particularly if they allow us to
make progress in the quest for a European possibly Mediterranean -
identity in IS research.

The purpose of this special issue is to feature recent
advances in data mining and statistical analysis within the
challenging new area of data analytics for decision
support.Current decision makers rely upon a variety of
heterogeneous data and information fragments, to make
well-informed and productive decisions. Advanced methods of
data mining, machine learning and statistical analysis are
utilized to enable them to deal with massive data volumes,
which arrive from different sources, in different formats or
granularities, and with possibly incomplete or unreliable
content. Methodological foundations are also needed to
guarantee the delivery of desired decision support within
predefined narrow time frames, as required for significant
applications such as crisis management or emergency surgery.
The area of data analytics for decision support covers
business applications ranging from strategic or tactical
management, through resource or process management, to
marketing or distribution, and the collaborations they
require. It also involves a large variety of other
stakeholders, including government authorities responsible
for defense, environmental protection, homeland security,
infrastructure, public health, medicine, robotics and many
more.In this special issue, we are soliciting papers
describing methodologies, tools and successful solutions to
facilitate decision support. We also welcome potential data
analytic responses to challenging decision support issues.
