: ===============
: ECIS 2000 Track
:
: Banking
:
: Electronic Money, Payment Systems and Security
:
:
: Objectives
:
: Communication technologies are maturing and communication is becoming a
: commodity product. Neither the technical aspects nor the components, nor the
: communication network itself are at the centre of interest for generating
: future wealth.
: Economic exchange activity will increasingly be based upon low cost electronic
: transactions. The use of communications to provide a presence anywhere,
: anytime for
: access to any goods and services will be the driving force for development.
: To exploit
: this challenge and opportunity for banking and global financial services
: the present
: communication systems, namely the Internet, will have to answer to
: questions on security
: and trust, presently still guaranteed either by governments or by law and
: customs.
: Centralised security will have to be substituted by decentralised security
: policies and
: methods. The borderless nature of the Internet makes accountability of
: particularly
: financial transactions, guarantee of copyright and the protection of
: property as well as
: the privacy of people a real threat to the realisation of electronic
: commerce.
:
: The issues of free-banking and competition of currencies are opposed to a
: central
: banking system with guaranteed value and stability of money. Electronic
: payment
: systems are already rationalising existing physical or cashless systems,
: and in this way
: raise questions of "fairness of access", "security of information and business
: relationships", "tamper-proof hardware", and "control of money flow". The
: changes
: which have occurred in customer and internal relationships and
: organisations are
: relevant. Systems offering electronic money are a quantum jump ahead of plain
: electronic payment systems. Cash cards in use today can be loaded by an
: individual
: bank or with cash, and represent access to a free-banking environment,
: whe-re money
: is represented by a bitstring. How can this bitstring be protected, who
: guarantees its
: value, and should there be interest payments on the stored value? How will
: the tax
: system work, and what customs do customers develop regarding their transaction
: money? Is there a portefeuille of payment systems for the actual
: application? Are
: micropayments treated in the same way as macropayments? Will the anonymity
: of cash
: be a property of the past? Technologies enabling transborder push and pull
: systems,
: globally accepted signature systems guaranteed by trustworthy third
: parties, taxation of
: transborder business and banking transactions, and new businesses for
: financial
: institutions in an information economy are necessary for trust to become
: the major
: competitive factor for payment and electronic money.
:
:
: Track Theme and Suggested Topics
:
: The general theme of the track on banking will focus on Electronic Payment
: Systems
: and electronic money. In the first case, the convergence of the many
: existing standards
: and functionality will be particularly focused on. Of special importance
: are security
: issues, particularly whether secure hardware will be the final tradeoff.
: With regards to the
: second topic the functions of money as a unit of measurement, of transfer
: of value and
: storage of value and the subsequent security requirements are of importance.
:
: Issues to be covered are:
:
: Transborder push and pull payment instruments and remote
: banking-systems,
: including systems for brokerage
:
: Stored value systems, in particular progress in tamper-resistance and
: in the
: efficiency of signature-based systems
:
: Requirements and solutions for secure authentication, non-repudiation
: and
: privacy in national and international finance and banking systems
:
: Integration of banking and other third party services for electronic
: commerce
: and financing, such as certification and notary services, security,
: portability and
: transparency in the handling of signature keys
:
: Issues in Internet- and multi-channel banking, including
: point-of-sale, and
: electronic commerce systems
:
: Experiences with fieldtest, prototype systems, and new services and
: sy-stems.

:
: Workflow systems have become both more widely deployed and
: more adaptable in the last decade of the 20th century.
: Workflow systems traditionally were monolithic and required
: the installation of client software on the desktop. With the
: advent of Java, commercial software quickly moved towards
: applet-based clients and to more distributed systems.
:
: More radically, workflow systems are increasingly taking
: advantage of Internet technologies to become more open. One
: example is the Workflow Management Coalition
: (http://www.aiim.org/wfmc/mainframe.htm) initiative to
: promote XML-based interoperability among workflow systems,
: which builds on earlier work on the draft Simple Workflow
: Access Protocol (SWAP) initiative. At a higher-level of
: abstraction are efforts to develop adaptable agent-based
: workflow systems
: (http://www.aiai.ed.ac.uk/~paj/ijcai-wflow-wshop/).
:
: We solicit papers on workflow and process management systems
: that leverage the technologies and openness of the Internet.
: We distinguish workflow and process management systems from
: collaborative systems in that the latter supports the sharing
: of information whereas the former also facilitate and
: automate the coordination and execution of processes. Novel
: approaches, technical evaluations, and case studies of
: commercial deployments are invited especially. All papers will
: be peer-reviewed.
:
: Authors should read carefully the IEEE Internet Computing
: guidelines at
: http://computer.org/internet/edguide.htm
: Papers must be in a standard non-proprietary format such as
: HTML, PostScript, or PDF. Authors should send an email to
: either of the Guest Editors with a URL pointing to the paper
: submission. If this is not possible, submissions may be
: an HTML, PostScript, or PDF email attachment.
:
: In general, industrial papers (describing technologies
: and/or case histories) should be sent to Sarin
: and research papers to Petrie.

: Call for papers for the track
:
: HEALTH CARE AND IS
:
: at the 8th European Conference on Information Systems
: Vienna, Austria, July 3-5, 2000
:
: Conference Web Page: http://ecis2000.wu-wien.ac.at
:
: PAPER SUBMISSION DEADLINE: November 15, 1999
:
: GOALS AND SUGGESTED TOPICS OF THE HEALTH CARE AND IS TRACK
: The track will look into IS and the transformation of health care: How is IS
: used in response to the crisis in health care, does it facilitate and enable
: improved relationships among the different players in the industry? How is
: IS used to improve the quality of (everyday) health care provision on the
: one hand and the development of treatments on the other?
:
: PAPERS are expected in the following areas which represent different
: players' perspectives:
: IS AND THE CHANGING MARKET PLACE FOR HEALTH CARE: DEREGULATION,
: INTERNATIONAL HARMONIZATION, EMERGING GOVERNANCE SYSTEMS AND COMPETITION
: Two forces are driving changes in the industry:
: * Market
: The diffusion of market mechanisms, controls and a stronger influence of
: economic benchmarks are increasingly shaping the development of the
: industry. In Europe, deregulation, the single market and increasing
: harmonization are affecting a hitherto fragmented industry, with huge
: regional and national differences. New (electronic) markets for medical
: products might emerge. Mail order and over the counter sales are likely to
: increase throughout Europe.
: On a different level, roles and linkages among the players in the industry
: are changing, e.g. focus strategy in hospitals, outsourcing of warehousing
: and logistics etc. (for a theoretical framework see Kambil 1992).
: * Information technology
: The leverage of Internet and Intranet technology, i.e. standardized,
: cost-efficient information management and communication oriented technology,
: is driving the diffusion of IS in the healthcare sector. Furthermore,
: document orientation and progress in related standardization, such as SGML,
: XML, EDIFACT, HTML and DOM, are facilitating innovative in healthcare IS.
: CLINICAL DECISION SUPPORT SYSTEMS: INFORMATION TOOLS FOR DRUG DEVELOPMENT,
: MARKETING AND APPLICATION.
: Information management improves the efficiency throughout the pharmaceutical
: life cycle: drug development, retrieval and allocation of information,
: logistical coordination, patient oriented accounting, shelf-life management.
: The representation of pharmaceutical information and expert knowledge in
: Decision Support Systems is likely to change the roles of pharmacists,
: medical doctors and patients.
: INFORMATION AND KNOWLEDGE MANAGEMENT FOR THE MEDICAL STAFF
: Information overload and the simultaneous lack of specific information is
: characteristics for the situation of medical staff. IS, in particular
: distributed hypermedia systems, are portrayed as a likely remedy. Properly
: designed and implemented, they can combine the built-up of huge, decentrally
: maintained, data collections and customized profiles and link collections
: for the individual knowledge management (cf. the vision of Vannevar Bush
: 1948).
: PATIENT RECORDS: STANDARDIZATION, DATA PROTECTION, MEDIA AND COMMUNICATION
: INFRASTRUCTURES
: A comprehensive documentation of individual patients records is a
: prerequisite for efficiency improvements in a fragmented medical value
: chain. Moreover it is crucial in case of emergencies to have access to the
: patient record. Anonymous analysis of patient records will benefit the
: advancement of medical knowledge.
: However, despite obvious advantages of electronic representations of
: comprehensive patient records, standardization as well as the quality and
: reach of the representation of patient information are still limited.
: Furthermore, patients are concerned about the protection of sensitive
: personal data.
