Twenty-Second Annual Conference of the Southern Association for
Information Systems September 11-12, 2020, Virtual Conference
The annual Southern Association for Information Systems (SAIS), an
official chapter of the Association for Information Systems (AIS), will
hold its 23rd SAIS conference online from September 11-12, 2020. We
invite submissions of abstracts, papers, panels, tutorials, and
workshops, from academia, business, or government on current topics in
all areas of information systems. Accepted abstracts and papers will be
included in the conference proceedings and published in the AIS eLibrary.
Papers submitted by student authors are eligible for one of three award
categories: Best Undergraduate Student Paper, Best Graduate Student
Paper, Best Ph.D. Student Paper. The Best Graduate and Ph.D. Student
Paper selection(s) are eligible for cash prizes up to $200. The other
submitted papers are eligible for the Best Conference Paper Award. The
author(s) of the selected Best Conference Paper will be invited to
submit an extended version of the submitted paper to be fast-tracked for
publication in the Journal of the Southern Association for Information
Systems (JSAIS).

Overview of Special Issue
Digital technology has been transforming how individuals, organizations,
and societies use information to improve their decision making on their
daily lives and daily operations. In recent years, the healthcare industry
has also actively engaged in the adoption of digital technology and enabled
the formation of digital health. The digital health covers lots of advanced
technologies, such as mobile health (mHealth), health information
technology (HIT), wearable devices, telehealth and telemedicine, health
data analytics and personalized medicine (Lupton 2018). These technologies
offer new exciting opportunities to improve medical outcomes, enhance
efficiency and balance health resources.
In particular, digital health can better collect, process and analyze
health-related information, and provide decision support for patients,
doctors, healthcare organizations, public health management and medical
research (Guha and Kumar 2018). There are many positive and negative issues
associated with the use of digital health by these stakeholders. On the one
hand, digital health can empower patients to make better decisions about
their own health and provide new options for facilitating prevention, early
diagnosis, surveillance, management and prediction of chronic conditions
outside traditional healthcare settings (Lin et al. 2017). Doctors can also
get a more holistic view of patient health through access to data and
improve quality of care (Lin et al. 2019). Pharmaceutical companies and
digital health companies can also benefit from patient-generated knowledge
for the advancement of medical research (Kallinikos and Tempini 2014) and
the design of personalized healthcare interventions (Bernardi 2019). On the
other hand, the integration of digital technology in the healthcare
industry presents risks such as the spread of misinformation (e.g. anti-vax
communities, Doty 2015), the disclosure of patients' privacy that could be
used by health insurance companies to make discriminatory pricing (McFall
and Moor 2018), increased doctors' technical anxiety and slow acceptance of
digital health innovation (Bernardi and Exworthy 2019), and health
inequalities due to the digital exclusion of patients (Latulippe et al.
2017; Halford and Savage 2010).
The healthcare industry is one of the largest and also one of the most
important industries for citizens’ wellbeing. Addressing the complexities
of today’s various negative and positive healthcare issues requires more
than one perspective and needs more interdisciplinary collaboration and
research. The rapid development of advanced technologies and methodologies
such as social media, Internet of things (IoT) data analytics, machine
learning, artificial intelligence (AI) brings lots of opportunities to
handle the complicated problems in the healthcare industry. It makes it
possible to improve people’s health conditions smartly and comfortably.
However, the adoption of digital technology in health care usually lags
behind other industries, as some major technological and managerial
obstacles still remain (Bunduchi et al. 2015). Obstacles include the lack
of health data integration, data overload issues, data privacy and
security, and limited or inefficient data visualization (Agarwal et al.
2010). At the same time, academics need to address the issues related to
the dark side and potential risks of digital health. This special issue
aims to serve as a forum in which healthcare, computer science, management
and social science scholars can come together to discuss new emerging
issues related to the bright side and the dark side of digital health. It
invites submissions from a variety of methodological, theoretical, and
multidisciplinary perspectives. Theoretical work that engages critically
with the debate about the bright and dark sides of digital health is also
welcome. In bringing technical, behavioral, clinical, and managerial
perspectives together, this special issue hopes to generate new insights
into the design, adoption, utilization, and management of digital health as
well as an understanding of its risks and adverse consequences for
individuals, organizations, and societies.

AI, analytics, and ICT in general, create opportunities and unintended
or negative consequences for individuals and society (cf. Ransbotham et
al., 2016; Majchrzak et al., 2016). These opportunities and consequences
have not been evenly distributed.
Despite the many personal, economic, and societal benefits offered by AI
and analytics, its use raises a variety of ethical concerns. Ethics
permeates the entire analytics process, from what data to use, to how to
represent the extracted knowledge and exploit the insights to create
economic and social value. Ethical concerns (i.e. illegitimate
surveillance, invasion of privacy, unemployment, malicious use etc.) are
frequently used to portray AI and analytics as ‘a danger to humanity’.
These concerns warrant the attention of the academic community who are
in a privileged position within society to raise awareness about the
responsible design, implementation and use of AI, analytics, and ICT.
At the same time, AI and analytics has opened new domains of exclusion
and privilege for some, leaving some individuals and communities
excluded from the digitised society. For example, digital exclusion is
part of the overall challenge of exclusion, a growing phenomenon which
carries with it a series of deteriorations in life paths (i.e. poor
lifelong earnings and an increased risk of marginalisation). There are
many who are currently excluded for reasons of low income and education,
location, culture, trust and confidence levels or various disabilities
(European Commission).
Success in the increasingly digitised society requires a comprehensive
approach to fostering an ethical and inclusive society. The 20th IFIP
Conference on e-Business, e-Services, and e-Society aims to bring
together contributions from a variety of perspectives, disciplines and
communities for the advancement of knowledge regarding Responsible AI
and Analytics for an Ethical and Inclusive Digitised Society.
To this end, we invite scholars, practitioners and research students to
submit and present their papers and findings to the 20th IFIP Conference
on e-Business, e-Services, and e-Society to be held in September 2021 at
NUI Galway, Galway, Ireland. Theoretical and empirical papers employing
quantitative, qualitative, and/or critical methods are welcomed.
Submission Guidelines
Authors should submit original, unpublished research papers. All papers
must not simultaneously be submitted to another journal or conference.
All accepted papers will be published in the conference proceedings.
Submissions should not be under consideration for any other conference
or journal outlet.
Special Issues
Authors of selected papers will be invited to submit an extended and
revised version of their paper for fast track review and publication

Information Systems Development (ISD) has been part of the intellectual
core of information systems for over 40 years (Obrand et al., 2018;
Sidorova et al., 2008). Its chequered history of successes and failures
has, however, been an ongoing concern of the IS research community
(Dwivedi et al., 2015; Hassan & Mathiassen, 2017). Despite efforts to
improve the management of ISD projects, these efforts have not had the
desired effect (Lim et al., 2011). There is anecdotal evidence that
business analytics can help project managers to (i) understand the
dynamics and collective state of complex projects, (ii) detect and
forecast trends, (iii) improve the effectiveness of risk models, (iv)
evaluate the effectiveness of a change to the development process, and
(v) distinguish questions of ‘information’ from questions of ‘insight’
(Davenport et al., 2010).
Business analytics are frequently referred to as ‘the techniques,
technologies, systems, practices, methodologies, and applications that
analyse critical business data to help an enterprise better understand
its business and market and make timely decisions’ (Chen et al., 2012,
p.1166). Yet, much of the research conducted to date has focused on the
technologies of business analytics and not enough on the people and
their organisational context in which such technologies are intended to
be used (Abbasi et al, 2017; Conboy et al., 2018; Mikalef et al., 2019).
This is a significant limitation given that the ISD environment is a
highly metric oriented, complex, and socially embedded activity that is
continuously changing (Conboy, 2009; Kudaravalli et al., 2017; Windeler
et al., 2017).
This special issue seeks to collect contemporary research on the latest
developments and challenges of how organisations exploit business
analytics to support project/portfolio managers, project teams, and
other project stakeholders.
Indicative List of Anticipated Themes
This special issue seeks a wide range of articles that draw on diverse
project settings, theories, and approaches to understand the different
aspects of business analytics as applied to the context of ISD. The
following questions are of interest for the special issue:
• How can business analytics be used to better understand and manage ISD
projects?
• What value does business analytics provide to ISD management and
development teams?
• What tensions arise from the integration of business analytics with
traditional and agile methods and practices?
• What are the emerging best practices that enable business analytics to
be embedded within the ISD process and the wider organisation?
• Does the deployment of business analytics make existing agile methods
and practices less valuable or even obsolete?
• What new metrics and standards can business analytics provide to
manage and control ISD projects more effectively?
• How can business analytics enable organisational learning and
innovation in the context of ISD?
• How are business analytics being applied in various types
(distributed, large scale) of ISD projects?
• How can business analytics support the scaling of ISD projects?
• What are the change management and organisational cultural issues that
need to be considered when developing analytical capabilities?
• How can business analytics provide new ways of working in ISD projects?
• What ethical issues stem from the use of business analytics in ISD
projects?
• How can business analytics be used to support more effective decision
making?
• What are the new theories and theoretical developments to explain the
implementation and use of business analytics in ISD projects?
These questions are not intended to be exhaustive. Rather they are
intended to stimulate thinking about the role of business analytics in
the management of ISD projects across various levels of analysis - from
participants in individual projects through projects, programs,
portfolios, organisations, and the wider society. We welcome submissions
that address questions pertaining to all aspects of the intersection of
business analytics and ISD project management.

After a successful minitrack in HICSS-53, we are organizing this
minitrack again. As part of the Organisational systems and technology
track
(http://hicss.hawaii.edu/tracks-54/organizational-systems-and-technology/),
we seek new research describing different issues and solutions in
integrating to digital platforms. The submissions can be research
papers, case studies, novel designs, or practitioner reports on topics
including:
* Strategic choices in joining infrastructures
* Technology choices in joining infrastructures
* Methods for assessing infrastructures when planning either to join or
to leave them
* Risks of being too dependent of a closed infrastructure
* Risks of open infrastructures
* Risks of declining or dying infrastructures
* Empirical studies and experiences on benefits, risks, challenges or
practices in joining or being connected to infrastructures
* Systems and software development and development practices when
joining infrastructures
* IT management practices in the context of digital infrastructures
* Organizational consequences of using external infrastructures
Evolving digital platforms, or infrastructures, (such as the smart grid,
Google services, cloud platforms, Amazon, Facebook, e-health, Internet
of Things platforms, etc.) are deeply intertwined to the everyday life
of businesses and citizens. We claim that in the future the success of
businesses and public sector organizations is dependent on their ability
to harness both new technology and its social capacities. These digital
capabilities are afforded by the platforms. The platforms are often
global, remote, and nearly invisible, and thus they cannot be controlled
by people utilizing them. In addition, digital infrastructures may
change or evolve, and include unknown security risks and strategic
threads. Managing these changes, risks and opportunities is challenging
for any local developer, or user, of different kinds of digital products
and services. At the same time readily, available global platforms (e.g.
Amazon AWS, Google apps, Facebook APIs to name a few) offer enormous power
for even the smallest developer and user organizations.
The minitrack focuses on actors that do not own or are not able to
establish their own infrastructures or platforms. They are often
referred to as non-focal actors (Selander et al. 2013). A non-focal
actor is at the periphery of a digital platform. The objective is to
understand and demonstrate how these local actors can benefit from the
strategic use of existing and coming digital infrastructures .The
platform is not dependent on a single non-focal actor and, in principle,
a non-focal actor may choose to which platforms it connects. However, to
survive and succeed in their business, non-focal actors need to
integrate to platforms owned and managed by others. Often there are no
alternatives, as global platforms have a tendency to form monopolies
because of the winner-takes-it-all economics. From the non-focal
perspective, the process of development and integration is reactive
where most development is done against the changes in the capabilities
of the infrastructure, or to provide a
match between the infrastructure and the business need (Henfridsson &
Bygstad 2013).

Large-scale systems of all types, such as data centres, cloud computing
environments, edge clouds, IoT and embedded environments, are becoming
more and more complex. Managing such systems only with human resources
puts an enormous burden on the operators and scales poorly from an
economic perspective. To mitigate this issue IT operators increasingly
rely on tools from artificial intelligence for assistance.
Artificial Intelligence for IT Operations (AIOps) is an emerging field
arising in the intersection between the research areas of machine
learning, big data and streaming analytics, and the management of IT
operations. The main aim is to analyze system information of different
kinds (metrics, logs, customer input, etc) to support administrators by
optimizing various objectives like prevention of SLA violation, early
anomaly detection and auto-remediation, energy-efficient system
operation, providing optimal QoE for customers, predictive maintenance
and many more. In this field, a constantly growing interest can be
observed, and thus, practical tools are developed from both the academy
and industry sectors.
As a result, AIOps progress towards a future standard for IT operation
management. However, the combination of previously separate research
fields brings many challenges. Novel modeling techniques are needed that
help to understand the dynamics of different systems, laying out the
basis for assessing time horizons and uncertainty for imminent SLA
violations, the early detection of emerging problems, autonomous
remediation, decision making, and support, and various optimization
objectives. Furthermore, a good understanding and interpretability of
these aiding models are especially important for building trust between
the employed tools and the domain experts. This will result in faster
adoption of AIOps and further increase the interest in this research field.
The main aim of this workshop is to bring together researchers from both
academia and industry to present their experiences, results, and work in
progress in this field. We want to strengthen the community and unite it
towards the goal of joining the efforts for solving the main challenges
the field is currently facing. A consensus and adoption of the
principles of openness and reproducibility will boost the research in
this emerging area significantly.

This workshop is part of the International Conference of Logic Programming
(ICLP) 2020. In keeping with the main conference, the workshop will be held
as a fully virtual event this year.
AIMS AND SCOPE
Several successful logic programming languages, evidenced by the availability
of a multitude of solvers, industrial applications, and an active research
community, have been proposed in the literature. Researchers have long
recognized the need for epistemic operators in these languages. This led to a
flurry of research on this topic, and renewed interest in recent years. A
central question is that of the definition of a rigorous and intuitive
semantics for such epistemic operators, which is still subject of ongoing
research. Notions of equivalence, structural properties, and the
inter-relationships between logic programming languages and established logics
are all subjects being actively investigated. Another important topic is that
of practical solvers to compute answers to logic programs that contain
epistemic operators. Several solvers are actively developed, building on
established solvers, or using rewriting-based approaches. For practical
applications, additional language features are actively explored in order to
be able to apply epistemic extensions of logic programming langauges to
practical problems. The goal of this workshop is to facilitate discussions
regarding these topics and a productive exchange of ideas.
Topics of interests include (but are not limited to):
- Semantics of epistemic operators in logic programming
- New methods for solving epistemic extensions of logic programs
- Computational properties of epistemic extensions of logic programs
- Relating epistemic extensions of logic programs with other logic-based
formalisms
- Practical applications of logic programming extended with epistemic
extensions
- Additional language features
- Multi-paradigm problem solving involving epistemic extensions of logic
programming
- Evaluation and comparison of logic programs with epistemic extensions to
other paradigms
- Grounding of non-ground logic programs programs with epistemic extensions
SUBMISSION GUIDELINES
We welcome two categories of submissions:
- Full Papers, that is, original, unpublished research (at most 15 pages), and
- Extended Abstracts of already published research (at most 2 pages).
All submissions should be in the Springer LNCS format.
Paper submission will be handled electronically by means of the Easychair
system. All submissions will be peer-reviewed. The submission page is

EELP is a non-archival venue and there will be no published proceedings.
However, informal proceedings will be provided and the papers will be posted
informally on the workshop website. Submissions to other conferences and
journals both in parallel and subsequent to EELP 2020 are allowed.

Digitizing healthcare services can provide many new benefits and
opportunities. However, it can also introduce new research challenges in
terms of protecting the security and privacy security of patient data and
electronic health records. Furthermore, as security incidents and breaches
continue to impact healthcare providers and organizations, patient
information continues to be at risk and such organizations are under
pressure to enhance the credibility and reliability of the health
facilities that they provide.
The Security and Privacy Challenges in Healthcare mini-track encourages
research in emerging problems and opportunities for security and privacy in
healthcare. Further, it addresses new approaches and strategies to improve
the capabilities for protecting healthcare information. Research may focus
on specific areas related to themes and issues, tools and techniques,
Mobile Health (mHealth) security and privacy, securing electronic health
