Technical papers will be refereed by an International Program Committee, and the proceedings
published by Elsevier Science B.V. Submitted papers should present original reports of substantive
new work in areas that can be theoretical (models, analyses, techniques, semantics), empirical
(experiments, case studies), or implementation-oriented (new systems, tools, methodologies, user
interfaces). Papers should properly place the work within the field, cite related work, and clearly
indicate the innovative aspects of the work and its contribution to the development of the World
Wide Web. Best Paper and Best Presentation awards will be presented at the conference.

: one of the underlying disciplines. Economics theory has made many

: understanding of information systems. Some examples include theories of

: (decision theory, team theory, and game theory all provide concepts),

: implementation and use of information systems. Economic theory also
: gives rise to empirical and
: normative questions concerning information systems; how much is invested

: Presumably, organisations invest in information systems in order to

: OBJECTIVES
: IS development is considered a complex engineering process that
: encompasses various stages, including planning, analysis, design,
: construction, and implementation. IS development methodologies are aimed
: at improving the management and control of the development process,
: structure it, reduce its complexity, and standardize both the process and
: resulting product. Hundreds of diverse development methodologies have been
: developed over the years, some from practice and some from theory.
: Variations among methodologies are manifested in their underlying
: ontology, the life-cycle development stages they cover, modes of
: presentation, supported environments, techniques and application domains,
: degree of formality, and the managerial and control mechanism they
: provide.
:
: In spite of promises and expectations, difficulties of various sources
: hinder effective use of IS development methodologies and their supporting
: CASE tools, and their contribution to achieving the above mentioned
: objectives is hardly evident. In fact, many organizations are not able to
: utilize, and avoid adopting development methodologies. A major source of
: difficulties in using methodologies is rapid changes in software
: technology. For example, the transition that took place in the last decade
: from structured, process-oriented to object-oriented programming languages
: has caused an analogous shift in the orientation of analysis and design
: methodologies. This transition is not complete, and most emerging
: methodologies are not yet mature.
:
: There is no consensus regarding the usefulness of existing methodologies
: in today's environments. Past research focused on the development of new
: methodologies and frameworks for their selection and evaluation, not on
: their evaluation or use in practice. The bottom line in practice and
: research is that there is no generally accepted theory of IS development,
: nor a systematic investigation of advantages and shortcomings of
: methodologies in use. More research is needed in the field in order to
: provide a sound foundation for IS development methodologies of the next
: century.

: The objective of the track on Information Systems Development is to
: provide an active forum for researchers, practitioners and students from
: the IS discipline, who are interested in exploring issues relate to IS
: development. This track will enable participants to present and exchange
: knowledge, research results and practical experience on state-of-the-art
: IS development methodologies and tools, with emphasis on research and
: practice in IS development in Europe.
