Transformation birgt so das Potential, gesellschaftliche
Herausforderungen zu adressieren, stellt für Verwaltungen aber
gleichzeitig eine enorme Herausforderung dar. Die andauernde
Corona-Krise verdeutlicht die Stärken und Schwächen im
Digitalisierungsfortschritt besonders eindrucksvoll. Gleichzeitig könnte
sie als der Katalysator wirken, nach dem jahrelang gesucht wurde –
besonders mit Blick auf die interne Verwaltungstätigkeit, die andere
Treiber wie das Onlinezugangsgesetz nicht adressieren.
Die Krise verstärkt auch die Debatte um Potentiale und Anwendungen
digitaler Trends wie Data-Driven Governance, Blockchain und KI im
öffentlichen Sektor. Monitoring, Analyse und Entscheidung basieren auf
umfangreichen, integrierten Daten aus vielfältigen Quellen. Die
Zusammenarbeit verschiedener Akteure – lokal und übergreifend – ist
Voraussetzung für einen zügigen E-Government-Fortschritt. Open
Government schließt dabei auch externe Akteure mit vielfältigem
Hintergrund mit ein. Co-Production, Co-Creation und Kollaborationen

CALL FOR PAPERS

The 1st ITalian forum on Business Process Management (ITBPM) is co-located
with the
19th International Conference on Business Process Management, and will take
place in
Rome (Italy) at the Department of Computer, Control and Management
Engineering,
Sapienza Università di Roma, Rome, Italy, in September 10th, 2021.
The forum is the 1st Italian event on the subject with an open call for
contributions,
after a successful kick-off event by invitation only held in Bologna in
September 2019,
which gathered more than 40 BPM researchers. The goal of these events is to
provide a
reference discussion forum for the Italian BPM community. The forum aims to
foster
discussion among researchers as well as their interaction with industry and
public administration
about recent trends, experiences, applications and opportunities of
cooperation.
ITBPM 2021 welcomes the submission of research, industry and application
contributions.
Submission of regular papers presenting original work is encouraged as well
as contributions
in the form of extended abstracts describing results reported in papers
already accepted for
publication elsewhere.

Submission Instructions

There are two submission formats:
- Regular papers (at least 10 pages, and up to 12 pages, including
references): Original research works
- Extended abstracts (5 or 6 pages, including references): Results and
ideas of interest to
the BPM audience, including extended abstracts of recent own
publications, position papers,
system and application descriptions, and presentations of preliminary
results.
Papers must be written in English. Selection will be based on originality
(for regular papers, only),
clarity, and technical quality. Submissions must be in electronic form in
PDF format.
Papers must be formatted using the Lecture Notes in Computer Science style,
and must be submitted electronically via the EasyChair submission system,
available at:
https://easychair.org/conferences/?conf=bpm2021
after selecting the right track.
All accepted papers will be included in the CEUR Workshop Proceedings
series, with Extended Abstracts
clearly marked as such. After acceptance, authors are required to re-submit
the final PDF.
No different format is allowed. All accepted papers are expected to be

The core perspectives and theories on technology adoption have been
developed when computers were new to the world, the Internet was still
in its infancy and not yet a commercial network. Most organizational
processes were conducted manually and only a small proportion of people
had a personal computer at home. Since then, the world has changed a
lot. Nowadays, we live in a world deeply infused and shaped by the use
of information systems (IS) and strongly influenced by the ongoing
digital transformation. New technologies have been developed, such as
smartphones, social media, wearable devices, IoT, and conversational
agents, and are used in many organizational and private contexts. The
COVID-19 pandemic has even served as a catalyst for implementing,
adopting, and using IS in a short period. Videoconference systems like
MS Teams help employees to perform their job and stay connected to their
colleagues, while also affording school kids to participate in classes
in times of social distancing. At the same time IS-related services,
such as social media or media-streaming services are used or even reused
by a large number of individuals.
The leading question of research in the field of IS adoption, diffusion
and use – why people accept or reject computers? – has been extended to
the whole life cycle of IS. Accordingly, researchers not only focus on
post-adoption by investigating what leads users to either continually
using an IS or to stop using it but also what makes them to resume the
use of a previously used IS. Besides the great potentials that IS use
offers, such as richer information for decision-making or innovations
that better serve customers and society, individuals and organizations
are also challenged by new kinds of digital threats and vulnerabilities,
such as cyber-mobbing, stress, addiction, etc.
This track invites research that brings fresh theoretical,
methodological, and practical insights concerning the IS use lifecycle
in a fast-changing world (including the COVID-19 pandemic) at the
individual, organizational, industry, and societal, and level. The track
welcomes papers grounded in a broad range of theories and perspectives
addressing real-world problems. We welcome papers that use multiple and
mixed methodologies, including combinations of qualitative and
quantitative approaches in field and lab environments as well as
simulation and modeling. The track is further open to all methodologies
that enhance our understanding of the IS use life cycle in various contexts.

Oklahoma International Publishing (OkIP) is pleased to host the 1st
International Conference on eLearning and Technology in Education (CETE).
The conference aims to bring together scholars from different disciplinary
backgrounds to emphasize the dissemination of ongoing research and
development in the field. Proposals are solicited describing original works
in fields below and related technologies.
CETE will include a peer-reviewed program of technical, industrial, and
poster sessions. Accepted and presented full papers from the tracks below
will be published by OkIP and submitted for indexation in major abstract
and citation databases of peer-reviewed literature. Extended versions of
best papers will be considered for the inaugural issue of the International
Journal of Information Technology Research ISSN 1553-653X.

Sophisticated causal reasoning has long been prevalent in human society and
continues to have an undeniable impact on the advancement of science,
technology, medicine, and other significant fields. From the development of
ancient tools to modern roots of causal analysis in business and industry,
reasoning about causality and having the ability to explain causal
mechanisms
enables us to identify how an outcome of interest came to be and gives
insight into how to bring about, or even prevent, similar outcomes in
future
scenarios.
This workshop aims to bring together researchers and practitioners of
logic programming with a dedicated focus on methods and trends emerging from
the study of causality and explanation. We welcome the submission of
papers on
systems, tools, and applications of logic programming methods for causal
reasoning and explanation. In particular, we encourage submissions
presenting
recent developments, including works in progress. The workshop will present
the latest research and application developments in these areas and provide
opportunities to discuss current and future research directions and
relationships to other fields (e.g. Machine Learning, Diagnosis, Natural
Language Processing and Understanding, Philosophy of Science). An important
expected outcome of this workshop is to collect first-hand feedback from
the ICLP
community about the role and placement of causal reasoning and
explanation in
the landscape of modern computer theory as well as in the software industry.
Topics of interests include (but are not limited to):
* Modeling causal theories in logic programming
* Formalization of types of causes: sufficient, necessary, actual, etc
* Causality, temporal reasoning and action theories
* Causality and counterfactual reasoning
* Causality, learning and experimental design
* Causality and probability
* Causality and equivalence
* Causality and ontology
* Learning causal relations and information
* Novel causal benchmarks
* Relating LP based causality and Causal Networks
* Challenging problems and benchmark examples
* Justifications and argumentation
* Explainable AI
* Explanations for diagnosis and debugging
* Tools, systems and applications
Submissions must describe original research and be prepared using the
Springer LNAI/LNCS format,

* Full papers not exceeding 13 pages (excluding references)

Dear Colleagues,
Smart cities have put emphasis on the need of implementing more open and
collaborative governance models for city management with the aim at both
assisting societies on better democratic systems and implementing
sustainable development principles through global partnership. In this
context, emerging technologies (like Internet of Things –IoT-, Big Data,
chatbots or blockchain,..) are opening new ways for citizens to become
more directly involved in public governance, offering new possibilities
to improve government transparency, citizen collaboration and citizen
participation. These technologies are not only implements as isolated
islands or projects but also included as necessary technological tools
into wider smart initiatives, making them more effective and efficient.
This way, while blockchain have been applied in eDemocracy platforms as
a new pattern of management amongst the agents that participate in the
public sphere, chatbots have been proposed in Open Data projects for
providing support to better access of citizens to data collections.
The current rapid development and adaption of these emerging
technologies to existing practices makes this topic interesting to be
analyzed. Nonetheless, although interesting, the lack of empirical
evidence on the novel implementation of these emerging technologies and
its impact on improving smart governance models in smart cities,
communities, rural areas and regions motivated us to conduct this
special issue.
Topics of interest in this Special Issue include, but are not limited to
the following:
• Use of blockchain, IoT, Big data or chatbots to improve government
transparency. • Integration of emerging technologies for more
collaborative and participative governments.
• Open Government projects based on the use of emerging technologies.
• Comparative studies in using emerging technologies for improving smart
governance in city management.
• Case studies of emerging technologies integration in smart initiatives.
• Determinants in the use and implementation of emerging technologies in
smart urban areas.
In brief, we invite papers that analyze the link between emerging
technologies and the improvement of new smart governance models
implemented in cities, communities, rural areas or regions. These papers
can be focused on the impact of different emerging technologies in the
achievement of more open, accountable and collaborative governments.
Also, scholars are invited to submit papers analyzing the institutional
and/or contextual conditions of the implementation of these emerging
technologies to improve government transparency, citizen collaboration
and citizen participation. In any case, this special issue will mainly
put its attention on empirical papers, including case studies,
comparative case studies (that involve different countries or
disciplines), and surveys. Finally, empirical studies about emerging
