EGOVIS series of international conferences focus on digitalisation,
digital transformation, digital innovation, automation and information
systems aspects of e-government. One of the critical drivers of
competitiveness is accelerated digital transformation. Digital
transformation is more than just a technological shift; it requires a
fundamental change of processes enabled by the innovative use of digital
technologies. Digitalisation and information systems are core enablers
for electronic government/governance in all dimensions:
e-administration, e-democracy, e-participation and e-voting. Each year
EGOVIS brings together experts from academia, public administrations,
and industry to discuss digitalisation issues and information systems
from different perspectives and disciplines, i.e. technology, policy
and/or governance and public administration. We search for original
papers by researchers and practitioners describing novel ideas and
innovative solutions in the field.
Automation in e-government refers to the use of technology to streamline
and improve government processes and services. This can include using
electronic systems to handle tasks such as forms submission, document
processing, and data management. Automation can help governments to be
more efficient and responsive to the needs of citizens and businesses.
It can also reduce the need for manual labor and improve the accuracy
and consistency of government processes. Some examples of automation in
e-government include online portals for paying taxes, applying for
permits or licenses, and accessing government services.
EGOVIS 2023 invites paper submissions on all topics related to
e-government and the information systems perspective. Topics of interest

Authors are invited to submit electronically original contributions or
experience reports in English. The submitted manuscript should closely
reflect the final paper as it will appear in the proceedings. EGOVIS
will accept submissions of both short and full papers.
- Short papers: up to 6 pages on preliminary work, vision papers or
industrial applications
- Full paper: up to 12 pages (excluding references and appendixes up to
additional 3 pages) and papers are expected to be more mature, contain
more theory or present a survey (tutorial style) of some interesting topic.
Any submission that significantly exceeds length limits or deviates from
formatting requirements may be rejected without review.

**** SCOPE ****
Database, information, and knowledge systems have always been a core
subject of computer science. The ever increasing need to distribute,
exchange, and integrate data, information, and knowledge has added
further importance to this subject. Advances in the field will help
facilitate new avenues of communication, to proliferate
interdisciplinary discovery, and to drive innovation and commercial
opportunity. Since 1990, DEXA has been an annual international
conference which showcases state-of-the-art research activities in
database, information, and knowledge systems. DEXA provides a forum to
present research results and to examine advanced applications in the
field. The conference and its associated workshops offer an opportunity
for developers, scientists, and users to extensively discuss
requirements, problems, and solutions in database, information, and

Intelligence and security informatics (ISI) is an interdisciplinary
field involving academic researchers in information technology, social
and behavioral sciences, computer science, law, and public policy, as

Submission Guidelines
All papers must be original and not simultaneously submitted to another
journal or conference. Each manuscript must clearly articulate their
data (e.g., key metadata, statistical properties, etc.), analytical
procedures (e.g., representations, algorithm details, etc.), and
evaluation set up and results (e.g., performance metrics, statistical
tests, case studies, etc.). Making data, code, and processes publicly
available to facilitate scientific reproducibility is not required, but
is strongly encouraged.
We accept three types of paper submissions on proposed tracks and
related topics: long paper (maximum of 6 pages), short paper (maximum of
3 pages), and poster (1 page). The submission format is PDF that follows
IEEE publication format (see the template at IEEE – Manuscript Templates
for Conference
Proceedings<https://www.ieee.org/conferences/publishing/templates.html>).
Papers will be submitted through the EasyChair submission and review
system. Each accepted paper must be presented at the conference. At
least one author of each accepted paper must register the conference as
an IEEE member before the early registration deadline. Accepted papers
will be submitted for inclusion into IEEE Xplore subject to meeting IEEE
Xplore’s scope and quality requirements.
Journal Special Issue
A number of papers selected from IEEE ISI 2023 will be invited for
extension and submission to a special issue on Cybersecurity of ACM
Transactions on Management Information Systems.

Call for Papers
Infrastructures are key to the functioning of any contemporary society
and organization, but they are also key for the protection of those
societies and organizations. While some infrastructures are more
critical than others, they all are inherently vulnerable and exposed to
cyberattacks. Further, while some of the infrastructures are built for
functionality and effectiveness, some of them are built specifically for
security.
Information systems has a long history of infrastructure studies (e.g.,
Star & Ruhleder, 1996). What has largely been missed from these
discussions is security. For instance, in a research agenda for
infrastructure studies, security is hardly mentioned (Tilson et al.,
2010). Are concerns of security and privacy so indifferent for the
development and evolution of infrastructures that they deserve to fade
in the background? Clearly not. One can hardly understand the
development of Internet and its current materialization without
reference to security. The once ideological goal of an open space for
unbounded sharing of information has become a fragmented space of
isolated small islands surrounded by firewalls and intrusion prevention
systems to keep the "enemy at the gates" (Whitman, 2003). Further,
advancements in security technologies have contributed importantly to
the development of new forms of infrastructures such as decentralized
marketplaces.
Some infrastructures are built for security. These security
infrastructures are socio-technical and material assemblages that seek
to protect and control individuals, organizations, and societies, e.g.,
as materialized in collectives of organizational policies, technological
fabric, and normative structures. Thus, they are not merely
technological but also social which is crucial as "overly technological
accounts of infrastructure fail to highlight the consequences of
technology for data privacy and security" (Parmiggiani & Grisot, 2019).
These infrastructures are often reifications of standardized "best
practices" that prescribe measures as components of the infrastructures
they constitute, and that inscribe behaviour within these
infrastructures (Hanseth & Monteiro, 1997). The wide adoption of the
standardized practices has meant that those who are touched and
controlled by the security infrastructures are many. Consequently, their
development, implementation, and evolution concern a much broader
audience than the rather marginal groups of niche experts responsible
for their implementation. Further, the same technologies that afford
security infrastructures can also be exploited for malicious purposes,
e.g., to sell illegal goods (Spagnoletti et al 2021), to create
massive-scale botnets for coordinated and targeted attacks against
individuals, organizations, and even some of the most powerful
societies. They empower individuals and groups with unprecedented force
to cause havoc on a large scale.
Several prominent Norwegian IS scholars have spearheaded discussions and
research, especially on information infrastructures (e.g., Hanseth,
Monteiro, Aanestad). Given the Norwegian context of this year's ECIS, we
invite scholars to engage with the intersection of information
infrastructures and cybersecurity to provide empirical and conceptual
accounts that develop fresh ideas, new perspectives, concepts, and
theories that can progress our understanding of cybersecurity, privacy,
and infrastructures. In addition, we welcome other related studies
dealing with more traditional IS security (e.g., security behaviour,
policy compliance) and privacy topics.
The topics for the workshop include but are not limited to:
* Implications of cybersecurity for infrastructure development,
implementation, and evolution.
* Designing and implementing security and privacy of infrastructures
* Dynamics of security infrastructures, e.g., what are the generative
forces of security infrastructures; how security infrastructures
establish governance, control, and discipline.
* How security standards and standardization proliferate through
infrastructuring
* Vulnerabilities and resilience of infrastructures.
* Socio-technical conceptualizations of security infrastructures
* Continuity and resilience of infrastructures
* Critical perspectives on cybersecurity and the implications of
security infrastructures for individuals, organizations, and societies
* Controlling security behavior and privacy (e.g., policy compliance,
privacy by design)
Paper submissions
Prospective authors are requested to submit their work directly to the
workshop chairs via email to
sigsec(a)ecis2023.no<mailto:sigsec@ecis2023.no>. All submissions will be
evaluated by the workshop chairs for their topical relevance and
quality. Authors attending the workshop are expected to serve as
discussants for other research (more information will follow acceptance).
We invite the following types of submissions:
* Full paper drafts: These submissions are close to finished research up
to 5000 words (but can be less). Authors submitting full paper drafts
are expected to serve as discussants for another article of this
submission type.
* Extended abstracts: These submissions can present an idea or
research-in-progress that is up to 1500 words. Authors submitting
extended abstracts are expected to serve as discussants for another
article of this submission type.

Workshop registration is handled through ECIS online registration system.

the topic to join the workshop.
Workshop format
This workshop is a paper/idea development workshop. The workshop will
include keynotes and roundtable discussions. The discussions will be
organized around thematically grouped roundtables. Authors who have
submitted their work to the workshop are expected to act as discussants
for other participants in the same roundtable. Each paper will get 45min
time for discussion.

Knowledge Engineering (KE) refers to all technical, scientific and
social aspects involved in building, maintaining and using
knowledge-based systems. KE is a multidisciplinary field, bringing in
concepts and methods from several computer science domains such as
artificial intelligence, databases, expert systems, decision support
systems, information systems and software engineering. KE is also
related to logic (both in mathematics and philosophy domains) and to the
cognitive and social sciences and socio-cognitive engineering.
Ontology Development (OD) aims at building reusable semantic structures
that can be informal vocabularies, catalogs, glossaries as well as more
complex finite formal structures specifying types of entities and types
of relationships relevant within a certain domain. Ontologies have been
gaining interest and acceptance in computational audiences. For example,
formal ontologies are increasingly used as one of the main sources of
software development and methodologies for this end can be adapted to
include ontology development. A wide range of applications is emerging,
including library science, ontology-enhanced search, e-commerce,
business process management and enterprise engineering, among others.
KEOD aims at becoming a major meeting point for researchers and
practitioners interested in the study and development of methodologies
and technologies for Knowledge Engineering and Ontology Development.

The Workshop on Requirements Engineering 2023 is now in its twenty-sixth
edition. This series of workshops on the area started in 1998 as a meeting
of the Ibero-American requirements engineering community. However, since
then, it has attracted attention from researchers and practitioners from
other parts of the world. The WER format promotes discussion and knowledge
exchange between the academy and industry members. As in the last editions,
this one will also feature invited lectures from well-known researchers and
practitioners and tutorials. This edition will introduce a track for
industry presentations.
TOPICS OF INTEREST
- Requirements elicitation, analysis, and documentation, management,
traceability, prioritization, validation, verification, and negotiation;
- Requirements engineering education and training;
- Requirements engineering for specific software development paradigms,
such as the agent-driven, aspect-driven, model-driven, or service-driven;
- Requirements engineering for specific fields, like safety-critical,
web-based, or mobile applications systems;
- Requirements engineering in agile methodologies;
- Requirements specification languages, methods, processes, and tools;
- Model-driven software engineering
- Regulatory compliance.

SUBMISSION GUIDELINES
Submissions must be written in Portuguese, Spanish or English, but the
abstract must be in Englisch in all cases. All papers must be submitted
through the Easychair submission system in PDF only, according to the LNCS
format. All accepted papers will be published with Open Access through the

TRACKS DESCRIPTION
REGULAR TRACK (WER-RT)
Papers presenting original results on research, teaching, and industrial
viewpoints on all aspects of Requirements Engineering are welcome. The
selection process will consider applicability and relevance to Requirements
Engineering, originality, and clarity.
The paper should be at most 14 pages. The WER-RT uses a double-blind review
process.
TUTORIAL TRACK (WER-TT)
The proposal for a 3-hour tutorial should not exceed two pages, formatted
according to the LNCS page format.
MASTER’s AND DOCTORAL TRACK (WER-MDT)
Papers should not exceed 7 pages of content for Master’s work and 10 pages
of content for Doctoral work.
SOFTWARE REQUIREMENT TOOLS TRACK (WER-SRTT)
Submissions for the Software Requirements Tool track must include a paper
and a demo video with audio comments. The paper must have at most 10 pages.
JOURNAL FIRST TRACK (WER-JFT)
Journal manuscripts eligible for submissions must have been accepted no
earlier than September 1st 2021. The manuscript must have not been
presented at any other conference as a journal first contribution and it
must report completely new research results or a novel contribution that
significantly extends previous research.
Submissions must not exceed 2 pages.
INDUSTRY TRACK (WER-IT) - NEW!
The WER 2023 Industry Track aims to foster cooperation between academia,
industry and the service sector, through lectures, articles and
discussions. This track seeks to bring together professionals from these
sectors to share their knowledge and experiences with the Requirements
Engineering community. The paper must have between 6 and 8 pages.

Knowledge Management (KM) is a discipline concerned with the analysis
and technical support of practices used in an organization to identify,
create, represent, distribute and enable the adoption and leveraging of
good practices embedded in collaborative settings and, in particular, in
organizational processes. Effective knowledge management is an
increasingly important source of competitive advantage, and a key to the
success of contemporary organizations, bolstering the collective
expertise of its employees and partners. There are several perspectives
on KM, but all share the same core components, namely: People, Processes
and Technology. Some take a techno-centric focus, in order to enhance
knowledge integration and creation; some take an organizational focus,
in order to optimize organization design and workflows; some take an
ecological focus, where the important aspects are related to people
interaction, knowledge and environmental factors as a complex adaptive
system similar to a natural ecosystem. An information system (IS) is an
organized system for the collection, organization, storage and
communication of information.

and Technologies (WEBIST) is to bring together researchers, engineers
