SCOPE AND TOPICS
RCIS aims to bring together scientists, researchers, engineers and
practitioners from a wide range of information science fields and to provide
opportunities for knowledge sharing and dissemination. RCIS 2021 will
continue paying attention to traditional topics at the conference; in
addition,
we solicit submissions aligned with the special theme "Information Science
and global crisis". Global crisis, as the pandemic we are experiencing in
these days, natural disasters, wars and international political crisis, are
challenging Information Science to help building effective management
solutions, to learn from previous experience how to prevent them, and to
support Humans keep on performing core activities, as education, and
communication. The diversity of crises' causes, the quality of the collected
data as well as the complexity of the underlying mechanisms are among the
relevant research challenges.
RCIS welcomes submissions from the whole spectrum of the information

SUBMISSION PROCESS
Papers shall be formatted according to the Springer LNCS/LNBIP conference
proceedings template (for LaTeX and Word):

Papers that have already been accepted or are currently under review for
other conferences or journals will not be considered for publication at RCIS
2021. Papers should be in English and must be associated to one of the
following categories:
Technical solution papers (max 16 pages Springer) present solutions that
are novel or significantly improve existing approaches. A technical solution
paper must include a preliminary validation of the proposed solution, and
results must be stated clearly enough so that it is possible to validate
them
in follow-up research.
Evaluation papers (max 16 pages Springer) evaluate existing problem
situations or validate proposed solutions through scientific means, i.e., by
empirical studies, experiments, case studies, simulations, mathematical
proofs, etc. The research method must be sound and appropriate.
Industrial practice and experience papers (max 16 pages Springer)
thoroughly present problems or challenges encountered in practice,
elaborate on success or failure with existing approaches, or report on
industrial practice (e.g., methods and tools). A paper in this category
shall
provide a clear context, detail the problem or the industrial practice, and
explain the lessons learned.
Work in progress papers (max 8 pages Springer) present relevant
preliminary results across the spectrum of information science. These
papers can either present a novel technical solution, or report on a
preliminary evaluation of a technique.
Please note that the maximum length of the paper includes references,
appendices, etc.

By submitting a paper, the authors agree that at least one of them will
register to the conference and present the paper. The appearance of a paper
in the Springer proceedings is dependent on the registration of one author
within the early registration deadline on March 29, 2021.
We adopt a single-blind review format, meaning that the author
names are included in the paper itself under the paper title.
JOURNAL SPECIAL ISSUE
A selection of the best accepted papers of RCIS 2021, chosen by a dedicated
committee, will be invited to submit an extended version of the RCIS paper
to the Data & Knowledge Engineering (DKE) journal published by Elsevier
(https://www.journals.elsevier.com/data-and-knowledge-engineering).
The selection of the papers to invite will be based on the review scores
and arguments, and the potential for extension.

Dear Colleagues,
We welcome papers for the mini track titled “Social Theory in
Information Systems (STIR ’21), for AMCIS 2021.
STIR’21 solicits papers that use social theory in IS research drawing
upon such approaches as sociotechnical theory, critical theory, social
informatics, and organizational theory. We are interested in
highlighting research that critically examines the constitution of
information and communication technologies (ICTs), and their roles in
communities, organizations, and society. We are particularly interested
in research that addresses the main theme of the conference “Digital
Innovation and Entrepreneurship.”
We seek work that is innovative in terms of multi- and
trans-disciplinary uses of social theory and methodologies to study ways
in which people are using technology to transform or create innovative
digital organizations, engage in digital entrepreneurship, and work that
focuses on the sociotechnical impacts of new and emerging technologies
on people in their organizational and social lives across social and
technical boundaries We welcome papers that are innovative in terms of
multi- and trans-disciplinary uses of social theory and methodologies to
study ways in which people are using technology to transform or create
innovative digital organizations, engage in digital entrepreneurship,
and work that focuses on digital innovations pre, during and post global
pandemic; the changing roles of ICTs from planning for utopian futures
to responding to current dystopian times; the intended and unintended
consequences of the use of ICTs, social media platforms, or synchronous
videoconferencing tools.
Of equal interest are the sociotechical implications of the ways in
which people are leveraging digital innovation and entrepreneurship to
find new ways of doing things in the private, public, and not-for profit
sectors. Issues might include critical examinations of the shifting
boundaries between the online and offline worlds, producers and
consumers, and people and ICTs. They might also include the social
impacts of digital innovation and entrepreneurship within and between
organizations. The STIR minitrack has been exploring new frontiers in
information systems research for years and we look forward helping you
present your work at the conference.
Suggested Topics
In addition to research aligned with the conference theme we are also
interested in high quality empirical and conceptual work that uses
social theory to study and understand:
• The implications of new ways of “doing business” for organizations and
social groups in times of pandemic and economic uncertainty
• Conceptual and empirical work focusing on the ways digital innovation
and entrepreneurship can promote or hinder social inclusion
• The relationships between ICTs and people as they participate in
online communities and virtual teams
• Online communities of practice, their roles, processes, and outcomes
• Unintended consequences of the uses of technologies such as social
media, or synchronous videoconferencing tools and their use in
education, organizations, and in social life
• Scientific collaboration and scholarly communication as enabled and
constrained by ICTs
• The impacts of social computing on our social and work lives broadly
and during a pandemic
This year we are proud to celebrate the 24th year of the Social Theory
in Information Systems Research minitrack. Since 1996, scholars and
researchers have presented cutting edge research, using social theory in
their work.

Deep Learning and Big Data Analytics are two major topics of data
science, nowadays. Big Data has become important in practice, as many
organizations have been collecting massive amounts of data that can
contain useful information for business analysis and decisions,
impacting existing and future technology. A key benefit of Deep Learning
is the ability to process these data and extract high-level complex
abstractions as data representations, making it a valuable tool for Big
Data Analytics where raw data is largely unlabeled.
Machine-learning and artificial intelligence are pervasive in most
real-world applications scenarios such as computer vision, information
retrieval and summarization from structured and unstructured multimodal
data sources, natural language understanding and translation, and many
other application domains. Deep learning approaches, leveraging on big
data, are outperforming state-of-the-art more “classical” supervised and
unsupervised approaches, directly learning relevant features and data
representations without requiring explicit domain knowledge or human
feature engineering. These approaches are currently highly important in
IoT applications.

Responsible AI and Analytics for an Ethical and Inclusive Digitised Society

AI, analytics, and ICT in general, create opportunities and unintended
or negative consequences for individuals and society (cf. Ransbotham et
al., 2016; Majchrzak et al., 2016). These opportunities and consequences
have not been evenly distributed.
Despite the many personal, economic, and societal benefits offered by AI
and analytics, its use raises a variety of ethical concerns. Ethics
permeates the entire analytics process, from what data to use, to how to
represent the extracted knowledge and exploit the insights to create
economic and social value. Ethical concerns (i.e. illegitimate
surveillance, invasion of privacy, unemployment, malicious use etc.) are
frequently used to portray AI and analytics as ‘a danger to humanity’.
These concerns warrant the attention of the academic community who are
in a privileged position within society to raise awareness about the
responsible design, implementation and use of AI, analytics, and ICT.
At the same time, AI and analytics has opened new domains of exclusion
and privilege for some, leaving some individuals and communities
excluded from the digitised society. For example, digital exclusion is
part of the overall challenge of exclusion, a growing phenomenon which
carries with it a series of deteriorations in life paths (i.e. poor
lifelong earnings and an increased risk of marginalisation). There are
many who are currently excluded for reasons of low income and education,
location, culture, trust and confidence levels or various disabilities
(European Commission).
Success in the increasingly digitised society requires a comprehensive
approach to fostering an ethical and inclusive society. The 20th IFIP
Conference on e-Business, e-Services, and e-Society aims to bring
together contributions from a variety of perspectives, disciplines and
communities for the advancement of knowledge regarding Responsible AI
and Analytics for an Ethical and Inclusive Digitised Society.
To this end, we invite scholars, practitioners and research students to
submit and present their papers and findings to the 20th IFIP Conference
on e-Business, e-Services, and e-Society to be held in September 2021 at
NUI Galway, Galway, Ireland. Theoretical and empirical papers employing
quantitative, qualitative, and/or critical methods are welcomed.
Submission Guidelines
Authors should submit original, unpublished research papers. All papers
must not simultaneously be submitted to another journal or conference.
All accepted papers will be published in the conference proceedings.
Submissions should not be under consideration for any other conference
or journal outlet.
Special Issues (SI)
Authors of selected papers will be invited to submit an extended and
revised version of their paper for fast track review and publication

The pandemic has accelerated the digital transformation pushing cities
towards a mandatory digital transition to a touchless economy.
Unsurprisingly, cities with greater digital maturity maintained their
normal activities more easily showing greater resilience to changes.
Digital technologies such as IoT, Clouding Computing, Big Data,
Artificial Intelligence, Extended Reality and Blockchain allowed them to
develop more resilient service management systems and supply chains. The
digital data was used to make complex analyzes, forecasts, prescriptions
resulting in cities more agile and adaptable.
More than ever smart and connected communities are need to deal with
these times of uncertainty. Knowledgeable communities capable of
integrating technologies with the natural environment to improve the
social, economic, and environmental well-being of citizens within cities.
The literature on smart cities and communities is dispersed among
several areas of knowledge, resulting in a lack of a multi-domain holist
view and strategy to achieve the ambitioned smartness. Although there is
not just one path for a city to become smart, because different
territories have their particular circumstances, having a common
approach for achieving it is fundamental to guide decision-makers in
this transformation.
It is widely recognized that technology plays an important role in
connecting institutions, governments, and citizens. Connectivity is an
essential element to increase communications between institutions and
citizen participation. Smart applications and services can make our life
easier; however, technology also brings big challenges with it such as
the digital divide, privacy, and security issues.
This track aims at exploring these issues, paying particular attention
to the challenges of smart cities and smart communities as well as to
the impact of these initiatives. It also aims at focusing on the
orchestrated interplay and balance of smart governance practices, smart
public administration, smart communities, smart resources, and talent
advantage in urban, rural, and regional spaces facilitated by novel uses
of ICT and other technologies.
As a result, areas of focus and interest to this track include, but are
not limited, to the following topics:
* Smart governance as the foundation to creating smart urban and
regional spaces (elements, prerequisites, and principles of smart
governance)
* Smart government (focal areas, current practices, cases, and potential
pitfalls)

Motivation and Scope

The widespread adoption of online services, mobile and pervasive computing,
and social media has changed citizens’ attitudes and expectations towards
government, citizen participation, and the efficiency of public
administration. In light of new technological opportunities and challenges,
public administrations are expanding their digital services in all fields of
action. This includes classic e-government offers, such as applications for
social benefits or building permits, but also solutions in the context of
smart cities, urban sensing, and connected rural communities that rely on
active participation, communication, and cooperation among citizens.
Ideally, such new technologies will help citizens and civil servants to
become
efficient users of government services, consentful providers and informed
users of government or city data, participants of constructive
discourse, and
informed decision makers. However, in practice, these goals are difficult to
meet due to problems with the acceptance, availability, usability, and
practical usefulness of new digital technologies and their application.

The relationship between citizens and public administrations has specific
characteristics. Public services have a profound impact on the life of
individuals and society. While the requirements for usability and user
experience are not fundamentally different in the public sector compared to
other areas, there are existential dependencies, for example against the
background of security and order, protection, and welfare. On the other
hand,
public administrations are also accountable to citizens.
Therefore, a key challenge is the human-centred design of new
e-government and
smart city services and answering key questions such as:
How can e-government or smart city services be designed to achieve
sufficient
usability and a positive user experience (especially with regard to trust,
transparency, reliability) for all conceivable user groups? How can
designers
avoid that no one is excluded from government services and participatory
platforms?
How can e-government and smart city solutions be evaluated concerning
usability and user experience?
How can services provide usable and human-centered applications while,
at the
same time, the regulatory framework needs to be correctly represented?
How can we harness the “bottom-up” creativity and innovative forces of civic
hackers, citzen-led projects, and DIY initiatives, while also achieving the
reliability and accountability of traditional “top-down” frameworks such as
large IT or telecommunication cooperations?
How can we make citizens, public administration employees and other users
curious about (or challenge them with) new civic technologies?
How can we educate citizens and public administration employees about e-
government and smart city technologies and let them become active users or
even active developers?
How can we enable citizens to actively control their level of participation,
e.g., by enabling them to opt-in and opt-out of data collection and by
letting
them control their desired degree of privacy and anonymity?
We welcome contributions that address these and relatedinterdisciplinary
submissions. Accepted articles will be published in the Journal of
Interactive
Media (i-com). The journal is indexed by Scopus, among others.

outcomes of the first round of reviews are: accept, revision, or reject.

AI, analytics, and ICT in general, create opportunities and unintended
or negative consequences for individuals and society (cf. Ransbotham et
al., 2016; Majchrzak et al., 2016). These opportunities and consequences
have not been evenly distributed.
Despite the many personal, economic, and societal benefits offered by AI
and analytics, its use raises a variety of ethical concerns. Ethics
permeates the entire analytics process, from what data to use, to how to
represent the extracted knowledge and exploit the insights to create
economic and social value. Ethical concerns (i.e. illegitimate
surveillance, invasion of privacy, unemployment, malicious use etc.) are
frequently used to portray AI and analytics as ‘a danger to humanity’.
These concerns warrant the attention of the academic community who are
in a privileged position within society to raise awareness about the
responsible design, implementation and use of AI, analytics, and ICT.
At the same time, AI and analytics has opened new domains of exclusion
and privilege for some, leaving some individuals and communities
excluded from the digitised society. For example, digital exclusion is
part of the overall challenge of exclusion, a growing phenomenon which
carries with it a series of deteriorations in life paths (i.e. poor
lifelong earnings and an increased risk of marginalisation). There are
many who are currently excluded for reasons of low income and education,
location, culture, trust and confidence levels or various disabilities
(European Commission).
Success in the increasingly digitised society requires a comprehensive
approach to fostering an ethical and inclusive society. The 20th IFIP
Conference on e-Business, e-Services, and e-Society aims to bring
together contributions from a variety of perspectives, disciplines and
communities for the advancement of knowledge regarding Responsible AI
and Analytics for an Ethical and Inclusive Digitised Society.
To this end, we invite scholars, practitioners and research students to
submit and present their papers and findings to the 20th IFIP Conference
on e-Business, e-Services, and e-Society to be held in September 2021 at
NUI Galway, Galway, Ireland. Theoretical and empirical papers employing
quantitative, qualitative, and/or critical methods are welcomed.
Submission Guidelines
Authors should submit original, unpublished research papers. All papers
must not simultaneously be submitted to another journal or conference.
All accepted papers will be published in the conference proceedings.
Submissions should not be under consideration for any other conference
or journal outlet.
Special Issues (SI)
Authors of selected papers will be invited to submit an extended and
revised version of their paper for fast track review and publication

EJC is organized as an academic society on Information Modelling and
Knowledge Bases. The final paper version is published as a journal
publication in the organization and the program committee.
The series of European Japanese Conference on Information Modelling and
Knowledge Bases (EJC) originally started as a co-operation initiative
between Japan and Finland in 1982. The practical operations were then
organized by professor Setsuo Ohsuga in Japan and professors Hannu
Kangassalo and Hannu Jaakkola in Finland (Nordic countries).
Geographical scope has expanded to cover Europe and also other countries.
Workshop characteristic - discussion, time enough for presentations and
limited number of participants (50) / papers (30) - is typical to the

The papers selected as journal papers are published in the Series of
"Frontiers in Artificial Intelligence" by IOS Press (Amsterdam) after
the conference for international distributions. The books "Information
Modelling and Knowledge Bases Vol. n" are edited by the Editing
Committee of the conference. Improved papers must be sent by next
September, after the conference. Each of the position papers is reviewed
in the presentation and the improved version by Program Committee,
whether or not it can be accepted as the final journal print.

Call for Papers
The IFIP EGOV2021 represents the merging of the IFIP WG 8.5 Electronic
Government (EGOV), the IFIP WG 8.5 IFIP Electronic Participation (ePart)
and the Conference for E-Democracy and Open Government Conference
(CeDEM). The conference is held annually and will be hosted 7-9
September 2021 in Granada by the University of Granada in Spain.
The conference focuses on e-Government, Open Government, Smart
Government, eParticipation and e-Democracy, and related topics like
social media, digital transformation, Digital society, artificial
intelligence, policy information, policy informatics, smart cities, and
social innovation. Several types of submissions are possible, including
completed research, ongoing research, reflections & viewpoints, posters,
and workshops.
Part of the conference is a PhD Colloquium which offers a limited number
of PhD bursaries. We welcome interdisciplinary approaches to the
conference topics and a variety of research approaches (conceptual, case
study, survey, mixed or other suitable methods). The PhD colloquium will
be held on Monday 6 September 2021.
The conference is organized by the IFIP 8.5 Working group (WG8.5) in
collaboration with the Digital Government Society (DGS). The aim of WG
8.5 is to improve the quality of e-government information systems at
international, national, regional and local levels. The WG8.5 special
emphasis lays on interdisciplinary approaches towards information
systems in public administration. DGS is a global, multi-disciplinary
organization of scholars and practitioners interested in the development
and impacts of digital government.

TYPES OF PUBLICATIONS
By making a submission to the IFIP EGOV2021 conference you agree that
your paper will not be submitted elsewhere and if accepted that the
conference fee will be paid and the consent to publish will be signed.

Accepted full research papers (max. 12 pages) will be published in the
Springer LNCS IFIP EGOV or IFIP EPART proceedings. The EGOV proceedings
covers the general E-Government & Open Government Track, Smart Cities
Track, AI data Analytics, & Automated Decision Making Track, the Open
Data Social and Technical Aspects Track, and the Emerging Topics and
Innovation track, whereas the EPART proceedings will cover the general
E-Democracy & eParticipation track, Social Media track, Digital Society

CONFERENCE SPECIAL ISSUE
The eJournal of eDemocracy and Open Government (JeDEM) is published
online under open access and provides researchers and practitioners the
opportunity to advance the practice and understanding of eDemocracy,
eGovernment, and eParticipation. Final decisions on papers will be made
by the special issue guest editor based on the results of the peer
review process. The EGOV-CeDEM-ePart special issue will be published to
coincide with the opening of the conference.
BEST PAPER AWARD
Each year the best papers are invited to submit to Government
Information Quarterly (GIQ) and JeDEM. The best paper winners will be
invited to submit their revised papers to GIQ, the premier journal in
e-government field, following a fast-track reviewing process, runners up
will be invited to submit to a JeDEM special issue which will be
published in 2022.
