>From Implementation to Adoption: Challenges to Successful E-Government Diffusion
Although, nearly two decades have passed since e-government efforts began, and much research has been undertaken in the field, adoption and diffusion still remains a major challenge for many governments. From a demand perspective, extensive efforts are required to increase citizens’ awareness about the transformation of the delivery of government services and their online availability. In order to prevent digital divide in terms of using e-government services, it is also necessary that citizens from all segments of society are equipped with basic ICT skills as well as private and or public access to high speed internet connections. The above-mentioned issues may seem obvious; nonetheless, we believe that they are critical challenges to various governments’ plans for diffusion as well as citizens’ adoption of e-government services. Subsequently, there are also many technical, organizational, managerial and socio-economic challenges for successful implementation and adoption of e-government, which needs attention from various stakeholders including researchers and policy makers. The aim of this mini-track is to provide a common platform for discussion and presentation of original research highlighting issues related with technical, organizational, managerial, socioeconomic and policy related aspects of e-government implementation and adoption from both the government and citizen’s perspective.
The mini-track particularly seeks papers covering the following areas:
The development, implementation, control and maintenance of e-government and Transformational government projects.
Different process, information systems and technology integration approaches used in e-government and t-government projects
Enterprise architecture at various levels of government
IT-Governance, integrated service delivery and reengineering of the public sector
Barriers to awareness, adoption and diffusion of e-government services
Evaluation of implementation case studies
Technology alignments in e-government and t-government
Innovative applications and best practices in e-government and t-government
Overview studies; development within countries, policies, infrastructure facilities and comparative studies (comparing countries)
Role of high-speed internet in encouraging adoption and diffusion of e-government services
Role of socio-economic determinants in encouraging adoption and diffusion of e-government services
Policy and strategy to create and disseminate successful e-government services
Studies on e-Inclusion, e-participation and digital divide
Best papers from the mini-track will be invited to submit extended papers to be considered for publication in a special issue of the International Journal of Electronic Government Research (IJEGR)

Scope:
Cognitive aspects of information systems engineering is an area that is gaining interest and importance in industry and research. In recent years, human aspects and specifically cognitive aspects in software engineering and information systems engineering have received increasing attention in literature and conferences, acknowledging that these aspects are as important as the technical ones, which have traditionally been in the center of attention. The goal of this workshop is to provide a better understanding and more appropriate support of the cognitive processes and challenges practitioners experience when performing information systems development activities. Understanding the challenges and needs, educational programs as well as development supporting tools and notations may be enhanced for a better fit to our natural cognition, leading to better performance of engineers and higher systems’ quality.
The list of topics that are relevant to the workshop includes, but is not limited to:
Identification of challenges in IS development sourced by cognitive aspects:
o Cognitive processes, difficulties and challenges in IS development
o Collaborative/distributed cognition in teamwork
o Social, managerial and cultural effects on individual cognition
o Cognition-related characteristics of different development methods, notations and paradigms
Proposed solutions for supporting cognitive processes in IS development:
o Development practices and supporting tools
o Visual models
o Designated knowledge management solutions
o Solutions based on gamification or serious games
Forming new thinking paradigms in the era of immersive and wearable technologies:
o Existing and future challenges of IS designers in understanding users' cognitive needs when interacting with virtual/augmented reality and/or wearables
o Cognitive challenges induced by shifting to the IS architecture and design approaches for these technologies
o Using immersive technologies for supporting cognitive processes in IS development

Mini-Track Description
Today, organizations' operations depend on reliable information and robust information systems, thus preventing failure and managing a healthy status of information processes has become an important management issue. Organizations also need to build secure channels for information sharing to be able to engage in profitable global collaborations. Developing, emerging, and transition economies play an important role in such collaborations, but existing research puts little attention to the distinctive IS security and privacy issues in these environments. The different business, social, and legal environments of less developed economies might raise other IS security and privacy challenges and require new theoretical models and management practices than those known from the research to date. The purpose of this mini-track is to provide a forum to present and discuss theoretical models, methodologies, and empirical cases concerning the distinctive IS security and privacy issues in the context of developing, emerging, and transition economies.
Suggested Topics
We are seeking papers that tackle all interesting aspects of this topic with a diverse range of theoretical lenses and methodologies. The mini-track invites manuscripts including, but not limited to the following topics:

The main objective of the ADBIS series of conferences is to provide a forum
for the dissemination of research accomplishments and to promote
interaction and collaboration between the database and information system
research communities from European countries and the rest of the world.
The ADBIS conferences provide an international platform for the presentation
of research on database theory, development of advanced DBMS
technologies, and their advanced applications.
The conference will consist of regular sessions with technical contributions

ADBIS accepted research papers will be published in a Springer Lecture
Notes in Computer Science volume. Papers must not exceed 14 pages in
the LNCS format. For camera-ready papers use Latex or Word style (find

The program committee may decide to accept a submission as a short paper
if it reports interesting results but does not justify publication of a full paper.
ADBIS short research papers must not exceed 8 pages. The best paper
authored solely by students will receive an award. Best papers of the main

The Products & Prototypes Track is intended to showcase implementations of
innovative IT artifacts (i.e., constructs, models, methods). The track
provides an opportunity to demonstrate and discuss emerging IT artifacts with

Submissions for the Products & Prototypes Track should comprise the following
sections in no more than 5 pages:
- Introduction
- Design of the artifact (e.g., problem statement, use cases, intended user
groups, list of features)

Theme: Designing the Digital Transformation
The rapid digital transformation of businesses and society creates new
challenges and opportunities for Information Systems (IS) research with a
strong focus on design. There has been a surge of interest in Design Science
Research in IS in the last few years, and we conclude that this is now a
mature field. The goal of the Design Science Research paradigm is to extend
the boundaries of human and organizational capabilities by designing new and
innovative constructs, models, methods, processes, and systems. Scholars
having different backgrounds such as information systems, computer science,
software engineering, energy informatics, and medical informatics are actively
engaged in generating novel solutions to interesting design problems in IS.
With this year's theme, we hope to focus attention on Design Science Research
on digital transformation of businesses and society. In addition to a Best
Paper Award, the conference will provide an award to the best paper addressing
the conference theme.
Paper Submission

Conference (CMMSE-2017), is the fourteen of this conference series.
CMMSE2015 aims to be a unifying, cross-cutting, interdisciplinary
gathering, where specialists can have exposure to diverse fields and
participate in special sessions different from but still close to
their own interests.

The main objective of the ADBIS series of conferences is to provide a forum
for the dissemination of research accomplishments and to promote
interaction and collaboration between the database and information system
research communities from European countries and the rest of the world.
The ADBIS conferences provide an international platform for the presentation
of research on database theory, development of advanced DBMS
technologies, and their advanced applications.
The conference will consist of regular sessions with technical contributions
(regular papers, short papers) reviewed and selected by an international
program committee, as well as of invited talks and tutorials presented by
leading scientists. The official language of the conference will be English. A
Doctoral Consortium and different Workshops will be held in line with the
main conference.

PAPER PUBLISHING
ADBIS accepted research papers will be published in a Springer Lecture
Notes in Computer Science volume. Papers must not exceed 14 pages in
the LNCS format. For camera-ready papers use Latex or Word style (find
here http://www.springer.com/computer/lncs?SGWID=0-164-2-793332-0&changeHeader).
The program committee may decide to accept a submission as a short paper
if it reports interesting results but does not justify publication of a full paper.
ADBIS short research papers must not exceed 8 pages. The best paper
authored solely by students will receive an award. Best papers of the main
conference will be invited for submission in special issues of the ISI-indexed
journals Information Systems (http://www.journals.elsevier.com/information-systems/)
and Informatica (http://www.informatica.si/).
SUBMISSION GUIDELINES
· Papers must be written in English.
· Papers must contain previously unpublished work and not be submitted
concurrently to another conference.
· Papers are submitted using an electronic submissions system, as detailed
below.
· An Author of an accepted paper must register to ADBIS 2017 in order to
have the paper published.
· Accepted papers must be presented at the conference by one of the authors.

Theme overview
There is no consensus among scholars on what development means. Who and what needs to be developed is also fuzzy. There is no agreement what development is for - its purpose. These concepts require unpacking and clarification. Furthermore, it is unclear to what extent ICT contributes to development.
Development projects typically focus on regions of the world classified as economically under-developed. Most of the projects are deployed in some Asian regions, in Latin America, and particularly in Africa. However, poor pockets in highly developed regions such as the USA and Europe seem to be neglected. Development Informatics or ICT4D applies to any region perceived as being on the unwanted side of several divides. - thus equally to similar communities in Europe.
Although the main focus of IDIA is on developing world contexts (with a bias towards the African content), we usually pay additional attention to divides in the country where we have our annual conferences. As IDIA2017 will be held in Romania, we would like to add to our narrative problems of divide in Europe in general, and Romania in particular.
Themes typically covered in ICT4D, such as economic uncertainty, rising levels of poverty and unemployment, social exclusion, inequality and so forth still exist in Europe, and with the influx of migrants and refugees are on the increase. Militant actions in Europe lead to the increase of marginalization faced by groups and communities excluded on virtue of their economic status, ethnic background, race, and particularly religion.
Some older inequalities still remain. Gender and ethnic inequalities remain a global problem. This is the case in many traditional societies in the developing world. The Roma, Europe's largest ethnic minority, still face exclusion, marginalization, poverty, racial discrimination and unequal access to education at such a scale and levels that various research. Policy informing documents refer to these phenomena as "the Roma problem". In similar words, is there then also an African problem? A Latin American problem? Why is this a problem? Can ICT play a role in alleviating such "problems"?
Global development programs such as the MDG have been unsuccessful in reaching their targets. Will the SDG targets be reached by 2030? What role does ICT have to play in attempts to reach the SDG targets? How can ICTs and the data revolution assist in measuring the indicators? Is it possible for ICT to contribute to more equal, transparent, tolerant and inclusive societies across both North and South?
There is a long list of such questions that require intense research, debate and scrutiny. We welcome contributions from a wide range of perspectives to stimulate the debate to reach a better understanding of our goals and purpose.
1 Theory
Preference will be given to papers addressing theoretical paradigms, and novel approaches to ICT4D. Supporting arguments will be important, and proposed models should be rigorously constructed on solid scientific footing. Project-dependent data and arguments should fit into some theoretical framework. This means that the foci of papers that deal with hard data, should express how such data corroborate/justify/validate/strengthen or refute/weaken some or other theoretical position.
2 Case Studies
Reports on case studies are welcome. Reports founded on theoretical frameworks such as Action Research or Design Science, or other approaches will be peer-reviewed. For practitioners, papers reporting on projects that are not based on a theoretical framework will be considered for presentation and inclusion in the Proceedings - but not be peer reviewed.
3 New researchers / student submissions / post-graduate colloquium
Sessions will be available for "young" researchers presenting extracts from the Honours, Masters or PhD theses.
