The dual conference will be hosted by the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV, http://egov.unu.edu/) and the University of Minho (http://www.uminho.pt/en). The IFIP EGOV and IFIP ePart conferences together attract around 150 participants per year. Participants registering for one conference can also attend the other conference for no extra charge. The General eParticipation track aims to present the best of recent developments in the multidisciplinary field of electronic Participation (eParticipation), covering a wide range of technical, political and social areas. The papers will present new and innovative developments in this expanding discipline. The General eParticipation track will focus on, but is not limited to, the following topics: * Foundations of eParticipation research including theories, methods, models and approaches; * The role of social and mobile media and Web 2.0 in eParticipation; * Transparency and open access for eParticipation; * Design and co-creation of participatory public services; bottom-up initiatives; Privacy, security and ethical considerations in eParticipation * Advances in eParticipation Domains: Online deliberation and discourse, participatory budgeting, eConsultation, ePolling, and eLegislation, eElectioneering, eCampaigning and eVoting; * Advances in participatory policy making using policy modelling, simulation, impact assessment and visualisation methods and tools; * eParticipation and big data; * The role of eParticipation in national and global crisis situations; * Comparative analyses of eParticipation practices; * Impact assessment and public value considerations of eParticipation on real world decision making; * Digital literacy and its consequences for eParticipation; * eParticipation projects: design, implementation, evaluation, quality and impact Submission Guidelines The General eParticipation track (as all tracks in the conferences) allows for four distinct types of submissions: * Research papers (max 12 pages, published in LCNS Springer); * Ongoing research and innovative projects papers (max 8 pages, published by IOS Press); * Workshops and panels on pertinent issues (2 pages, published by IOS Press); * Poster proposals (2 pages, published by IOS Press); * PhD colloquium submissions (8 pages, published by IOS Press). Completed research papers: papers in this category deal with completed research. They should have both relevance and a strong focus on scientific rigour and may be a maximum of 12 pages. Papers in this track will be peer reviewed for rigour, relevance, originality and clarity of presentation. Abstracts or incomplete papers will not be accepted. On-going research papers: these papers describe novel concepts, works-in-progress, or other ideas and issues that are not currently suitable for a completed research paper. They may be a maximum of 8 pages. Papers in this section will also be peer reviewed, but the emphasis is on relevance more than scientific rigour. Workshops and panels: proposals for workshops and panels (2 pages) should include rationale, objectives, expected outcomes and approach to audience participation. Posters proposals (2 pages) will not be blind reviewed. Authors of accepted submissions are expected to bring their posters which will be displayed to the conference audience. PhD Colloquium: prior to the conference (Sunday, Sep. 4, 2016), a PhD student colloquium will be held providing an international forum for doctoral students under the guidance of senior scholars for presenting their work, networking opportunities and cross-disciplinary inspiration. Papers of accepted submissions will be included in the proceedings. The General eParticipation track papers must contain original material not previously published or currently submitted elsewhere. Paper submissions should be anonymous and follow the relevant templates. Submissions must be made through the conference’s management system. Proceedings All accepted completed research papers will be published by Springer Verlag (LNCS). Accepted submissions in all other categories will be published by IOS Press. After the conference, both volumes will be submitted to Thompson Reuters for evaluation in order to be indexed in the Web of Science Conference Proceedings. The information and technology ecosystem now represents around 10 percent of the world’s electricity generation (The Register, 2013). Further, with a 19% increase in the amount of electricity consumed globally by data centers between 2011 and 2012, there are fears that the rising need for power would continue unabated (Datacenter Dynamics, 2014). Human activities have resulted in global green-house gas (GHG) emissions to increase by 70% between 1970 and 2004 (IPCC, 2007). Greenhouse gases in our atmosphere have increased to levels unprecedented in the past 800,000 years (IPCC 2014). Climate change also includes ocean warming, continental-average temperatures, temperature extremes and wind patterns (IPCC 2014; Hansen et al., 2011). Green IS scholars have written that the “quest for environmental sustainability needs an information strategy” (Watson et al., 2012). Information systems help connect and configure the disparate system of human activities into an integrated and interlocking whole. Society, and its organizations, endeavoring for environmental sustainability can employ information technologies to not just redesign and refocus their production networks but also to create new knowledge and to innovate. Organizations are adopting green IS practices because of the derived economic benefits such as cost savings from reduced consumption of electricity and fuel, reduced hardware expenditures, reduced e-waste, and improved brand image.Green IS technology offers strategic solution to the problem of increasing costs of maintaining information systems by helping organizations better integrate business, operations, and assets priorities and aligning these with the organizational mission and goals. The mini-track will provide an opportunity for presentation and discussion on issues pertaining to organizations, green IS and their impact on environmental sustainability. The authors are encouraged to submit both theoretical and empirical work on sustainability, organizations, and green information systems. All manuscripts will be reviewed and judged on merits including originality, significance, interest, correctness, clarity, and relevance to the broader community. Papers are strongly encouraged to report experiences, measurements, and user studies, and to provide an appropriate quantitative evaluation. Submitted papers must include original work, and may not be under consideration for another conference or journal. They should also not be under review or be submitted to another {workshop, conference, or journal} during the ICCAC 2016 review process. Submissions can be made as full papers, short papers, poster papers and industry papers, and must strictly follow the submission guidelines available at the webpage: - A full paper corresponds to a completed or finished research, including the discussion of research results (a full paper should have between six and eight pages, considering the template and the guidelines provided at the conference webpage); - A short paper introduces preliminary results of ongoing research (a short paper should be between four to six pages in length); - A poster paper introduces initial research, ideas, and models at a discussion phase (a poster paper should be three pages in length); - An industry paper presents practical approaches to research, applications, tools, solutions, etc., aligned with the conference scope and topics (its page length can vary between four and six pages). The 24th edition of this conference will take place september 21-23, 2016 in Imperial College Campus, London. The conference will bring together academics and industry practitioners to present and discuss their latest research results. The technical program for the 3-day conference will include keynote talks, refereed full and work-in-progress papers. The MASCOTS conference encourages original submissions describing state-of-the-art research in the areas of the performance evaluation of computer systems and networks networks, as well as in related areas and emerging technologies and new areas such as nano-networks, social networks, energy networks and the smart grid, the use of Big Data for performance analysis, machine learning techniques for performance analysis and management, and the Cloud. Papers describing results of both theoretical and practical significance are solicited. Measurements and experimental results, and simulation studies are all both in the scope of the conference. Work presenting novel performance evaluation methods or providing insights on the design and runtime management tradeoffs are also encouraged. It reports on best practice as well as lessons learned from organizations that have leveraged BPM to innovation and transform their business. With economic and societal sectors of all kinds being challenged by disruptive changes due to digital technologies, in particular, this book shows how process thinking enables organizations to master digital innovation and transformation. The real-world cases presented in this book show how organizations leverage BPM capabilities both for exploitation and exploration in a digital world.
