Global Settings
Minitrack:ICT Collaboration in Cross-Organizational, International, and
Global Settings
With growing integration of corporations, public authorities, non-profit
organizations, project teams, and individuals in cross-organizational,
international and global settings, ICT collaboration is getting
increasingly relevant. Cross-organizational and particularly
international and global collaboration is much more complex than
collaboration within one single organization. Critical success factors
or challenges of ICT collaboration in such settings are for example
different levels of ICT infrastructure, differences in business
processes, cultural differences, legal regulations or the economic
environment. The role of ICT in cross-organizational, international, and
global collaboration is twofold: ICT can be a collaboration enabler, but
also a collaboration purpose and goal. This mini-track focuses on
conceptual and empirical research that contributes to a clearer
understanding of international and global ICT collaboration processes,
their challenges, success factors, and benefits in cross-organizational,
international, or global settings. All methodological approaches,
including case studies, surveys, literature reviews, design science etc.
are welcome.

*** Theme: Open Frameworks: from Service to Cloud ***
Free and Open Source Software (FOSS) has had a disruptive effect on the
commercial software industry and the ways that organizations and
individuals create, distribute, acquire and use software and
software-based services. In addition to the many standalone FOSS
projects, FOSS is at the heart of modern network-based computing
infrastructures and can be found in the vast majority of applications
that run in these environments.
Many organizations that have been known for developing proprietary
software are now actively involved with FOSS. FOSS adoption continues to
grow among businesses, governments, and other organizations. FOSS
remains important for educators and researchers, as well as an important
aspect of e-government and information society initiatives, providing
access to high-quality software and the code used to create it.
Also, FOSS has taken the lead in a number of crucial ICT domains, like
Cloud Computing, where open source cloud stacks are widely adopted, and
Big Data, where a wealth of FOSS solutions is now being built around Hadoop.
The 11th International Conference on Open Source Systems (OSS 2015) will
celebrate a decade of advances in the use of free and open source
software by emphasizing areas and topics that will drive future use over
the next decade. This will be achieved through a combination of
high-quality research papers, tutorials, workshops, demonstrations, and
invited talks. OSS2015 will be co-located with the 2015 International
Conference on Software Engineering as a way to cross-fertilize ideas.
The theme for the 2015 edition will be "Open frameworks: from service to
cloud", putting forward the idea on how open source framework can
develop the transition from traditional IT services to cloud-based
architectures.
A central goal of OSS 2015 is to provide an international forum where a
diverse community of professionals from academia, industry, the public
sector, and diverse FOSS initiatives can come together to share research
findings and practical experiences. The conference also aims to serve as
a meeting place where people can identify new research ideas and
techniques for putting FOSS into widespread use.
OSS 2015 will include research papers, industry papers, formal tool
demonstrations, lightning talks, new ideas, experience reports, and
posters. OSS 2015 also invites proposals for tutorials and workshops,
submissions to the doctoral symposium, and submissions of panel proposals.
Accepted papers will be included in the conference proceedings, which
are published by Springer.

Managing Big Data Integration in the Public Sector: Opportunities and Challenges

This book identifies and provides opportunities related to the emerging field of big data and data analytics. One example of big data is the tragedy related to the Malaysian Airline disappearance. This incident has created an unprecedented amount of data in different forms from many different sources, such as the sensors, logs, social media (Facebook, Twitter, etc.), air traffic controllers, maps, etc. It has brought together participants from many different countries with different kinds of expertise. The problem is to combine these different sources and forms of data and to develop some intelligence which can help locate the missing airliner. The Malaysian airliner is just one example where big data and data mining are applied in a multi-government level collaboration. There are many examples where data management becomes problematic. With the proliferation of social networks, data is generated in non-traditional places like Twitter, Facebook, and Flickr to name a few. Government and businesses are aggressively monitoring and trying to make sense out of the data which is generated from these sites.
Big data is an emerging area which has only recently caught the attention of researchers. The field is evolving very fast. Literature typically has focused on social networks, but data mining but has not merged the areas to provide meaningful insights. This book proposes to go beyond and identify big data open platforms, big data technology and big data management, especially in government applications. It will also address how big data can be combined with cloud platforms and how business analytics can be used to provide opportunities for decision makers. The book will identify strategies for public sectors like the government agencies, hospitals, cities, states etc. to be more responsive to stakeholders, namely the citizen, needs. In addition, this book will also address ad-hoc situations like disasters (missing planes, earthquakes, fires etc.) that create swift team that use big data to solve these problems.
