The International Conference on Social Informatics (SocInfo) is an
interdisciplinary venue for researchers from informatics and the social
& management sciences to come together to share ideas and opinions, and
present original research work. The goal is to create an opportunity for
the dissemination of knowledge between the two communities, as well as
to enable mutual critical discussion of current research.
The conference solicits original research and experience based case
study papers, as well as proposals for demonstrations. It welcomes
interdisciplinary papers on methods from the social sciences in the
study of information systems, applying information technology in the
study of social phenomena, or applying social concepts in the design of
information systems.
Detailed research topics of interest for this conference include, but
are not limited to:
- Computational models of social phenomena and social simulation
- Social networks: discovery, evolution, analysis and applications
- Web mining and its social interpretations
- Security, privacy, trust, reputation and incentive issues
- Design and analysis of Web2.0 applications (social or collaborative
Web applications)
- Algorithms and protocols inspired by human societies
- Mechanisms for providing fairness in information systems
- Social choice mechanisms in the e-society
- Recommendation systems and social applications of the semantic Web
- Virtual communities (e.g., open-source, multiplayer gaming, etc.)
- Impact of technology on socio-economic, security, defense aspects
- Visualization of dynamic social networks
In addition, the Symposium on Social Dynamics in Online Gaming will be
organized as part of SocInfo2011. Please see the SocInfo2011 website

Accepted papers (research, poster and demonstration) will appear in
Springer's Lecture Note Series in Computer Science. More details on the
conference and submission guidelines can be found at the conference website.
Selected SocInfo2011 papers will be invited to be extended for
submission to a Special Issue of Journal of Information Technology and
Politics and to the Social Network Analysis and Mining (Springer)
journal submission.
SocInfo2011 will also provide some travel awards to student authors
attending the conference. More details about the award application will
be available later.

PAPER SUBMISSIONS
Submitted papers must not substantially overlap papers that have been
published or that are simultaneously submitted to a journal or a
conference with proceedings. Submissions should be at most 8 pages
including the bibliography and well-marked appendices, and should
follow the IEEE 8.5" x 11" Two-Column Format. Submissions are to be
made to the submission web site at
https://www.easychair.org/account/signin.cgi?conf=nss2011. Only pdf
files will be accepted. Submissions not meeting these guidelines risk
rejection without consideration of their merits. Papers must be
received by the deadline of May 11, 2011 (11:59 p.m. Samoa
time). Authors of accepted papers must guarantee that their papers
will be presented at the conference. Accepted papers will be published
in the conference proceedings and in the IEEE digital
library. Selected best papers will be published in high quality
international journals. Special issues of journals in previous years

With the advancement of technology all levels of government
in developed countries have implemented e-government
initiatives. More recently many developing countries have
experimented with and implemented e-government functions
with varying degrees of success. Pressured for transparency,
accountability, effectiveness and efficiency, governments
must find new ways to respond to the challenge of improving
communication with citizens and improving overall
organizational performance. E-government offers one approach
to improved information sharing, service delivery, and
interactions with citizens and businesses.
E-government research has already addressed issues of
usability, accessibility, e-democracy, policies, public
attitude, service delivery, data management, etc. While
published research has shared lessons learned and successes
in e-government implementation, it is now time to summarize
and reflect on what we have learned and explore new
e-government research opportunities. In this special issue
we welcome papers that utilize a variety of research
methodologies, including both quantitative and qualitative
approaches. This special issue seeks scholarly papers

TRACK DESCRIPTION
Business Process Management (BPM) has emerged as an important field in information systems research. It roots in concepts such as workflow management, business process reengineering, and total quality management. BPM to date characterizes an integrated management approach. As such, BPM seeks to develop a wide range of organizational capabilities facilitating excellence and innovation in business including: IT, Methods, Strategic Alignment, Governance, People and Culture.
In an advancing information society, effective and efficient business processes not only contribute to business prosperity, but also form the basis for the provision of diverse services of our private and social life like it is discussed in research on e-Services. Here, the management of processes across organizational, sectoral, and national boundaries plays an essential role. While former information systems used to be designed according to requirements of specific sectors and business domains (such as production planning and control, retail, banking, or administration) in the e-Service area, new information systems may be designed overcoming such boundaries. Such information systems may for example integrate all services relevant for a customer on one platform like banking services, educational services, health services, social services, and governmental services just to name a few relevant for a typical private household. However, major challenges arise from integrating such services in the most efficient and effective way.
The aim of the e-Services and BPM track is to provide a forum for thought leaders in this area seeking to assist in further leveraging the use of e-Services in our modern economy and society. We believe that BPM can largely contribute to these challenges and, thus, invite contributions on the intersection between e-Services and BPM. We welcome rigorous and relevant contributions from a wide variety of research methods. Submissions will be reviewed by at least three members of the international program committee, and best papers will be recommended for fast track to prestigious BPM-related journals.

Multimedia information has become ubiquitous on the web, creating new
challenges for indexing, access, search and retrieval. Recent advances in pervasive computers, networks, telecommunications, and
information technology, along with the proliferation of multimedia mobile
devices - such as laptops, iPods, personal digital assistants (PDA), and
cellular telephones - have stimulated the development of intelligent
pervasive multimedia applications. These key technologies are creating a
multimedia revolution that will have significant impact across a wide
spectrum of consumer, business, healthcare, and governmental domains. Yet
many challenges remain, especially when it comes to efficiently indexing,
mining, querying, searching, and retrieving multimedia data.
The Multimedia - Processing and Applications 2011 (MMAP 2011) Symposium addresses several themes related to theory and practice within multimedia domain. The enormous interest in multimedia from many activity areas (medicine, entertainment, education) led researchers and industry to make a continuous effort to create new, innovative multimedia algorithms and application.
As a result the conference goal is to bring together researchers, engineers and practitioners in order to communicate their newest and original contributions on topics that have been identified (see below). We are also interested in looking at service architectures, protocols, and standards
for multimedia communications - including middleware - along with the related security issues, such as secure multimedia information sharing. Finally, we encourage submissions describing work on novel applications that exploit the unique set of advantages offered by multimedia computing techniques, including home-networked entertainment and games. However, innovative contributions that don't exactly fit into these areas will also be considered because they might be of benefit to conference attendees.

MMAP 2011 is a major forum for researchers and practitioners from
academia, industry, and government to present, discuss, and exchange
ideas that address real-world problems with real-world solutions.
The MMAP 2011 Symposium welcomes submissions of original papers
concerning all aspects of multimedia domain ranging from concepts and
theoretical developments to advanced technologies and innovative
applications. MMAP 2011 invites original previously unpublished
contributions that are not submitted concurrently to a journal or
another conference.
Papers acceptance and publication will be judged based on their
relevance to the symposium theme, clarity of presentation, originality
and accuracy of results and proposed solutions.

The "Quality in Web Engineering" workshop (QWE) is aimed at bringing together professionals and researchers interested in discussing recent trends and perspectives in the role of quality in Web Engineering. The purpose of QWE is to assess the effectiveness of existing approaches for evaluating and managing the quality of Web resources (e.g., quality models, quality evaluation methods, information quality tools, logging tools, automatic metric capture tools, etc.), with the final objective of allowing researchers and practitioners to discuss recent trends and open issues. Special emphasis will be posed on Web Engineering methods, and the way in which their early artifacts (process and product models) can improve both the quality of the development process and the quality of the final applications and content.
This year’s edition will extend its scope to target the broader concept of quality both in Web processes, Web artifacts, Web products (applications, services) and in Web content. In particular, the workshop will try to encourage the discussion on the current trends in the creation of modern Web applications, commonly referred to as Web 2.0 applications.

Minitrack: Integrating Knowledge and Learning Processes
This minitrack discusses knowledge management (KM) from an integrated
perspective, i.e., the integration of knowledge management, learning,
and business processes. It mainly focuses on two issues: a) how can
knowledge,learning and business processes be integrated, and b) how can
the related systems be integrated to enable an efficient workflow.
Currently, even less learning environments take the context and the
environment into account. Using mobile and ubiquitous technologies can
lead to a paradigm shift in the construction of such learning
environments: from static to highly contextualized knowledge and
learning experiences. Based on the integration of knowledge and learning
systems into social networks and social media applications, formal and
informal collaborative interactions will further enhance this effect.
This minitrack focuses on the adoption and diffusion of corresponding
approaches: How can knowledge, learning and business processes as well
as the related systems be designed and interrelated for successful
adoption and diffusion? This is the minitrack's leading question.
Topics and research areas include, but are not limited to:
* Integrating knowledge, learning and business processes as well as
respective systems
* Using social networks and social media applications for KM and
e-learning integration
* Contextualization, e.g. location-based services, mobile solutions,
internationalization

Scope:
Collective intelligence describes the mechanisms that enable the crowd
of customers to design products, to choose the portfolio of products,
and to influence marketing. Collective Intelligence has seen a surge
during the last years through the emergence of new information
technology, allowing a large number of people that are not required to
be geographically close, to be reached. Besides, it also offers many
possibilities for learning and communication for the society as a whole
as well as for individuals. Collective behavior offers a high potential
for value creation in different areas. The business world can use
collective intelligence to develop innovative products or to create new
business models. Moreover, research can benefit from collective
intelligence. Collective behavior can support the creation of knowledge
as well as the discovery of creative solutions.
However, the potential of collective behavior and collective
intelligence in the context of value creation is widely unexplored. To
harness this potential, it is important to understand the basic
concepts, features and mechanism of collective intelligence based on
interdisciplinary research. The results of these investigations would be
used to build systems, fostering collective Intelligence.
Since collective intelligence requires interdisciplinary expertise, the
COLLIN focuses on different research areas, ranging from economics,
informatics, psychology to sociology. This symposium is understood as a
platform for sharing ideas and information between scientists and also
between scientists and practitioners. This second symposium on
collective intelligence will take place from June 9 to June 10, 2011 at
Seoul National University, Seoul, South Korea. We kindly invite authors
from either a theoretical or practical background to submit papers. The
papers have to be submitted in English.
