ICWL is an annual international conference on web-based learning. The
first ICWL was held in Hong Kong in 2002. Since then, it has been held
in Australia (2003), China (2004), Hong Kong (2005), Malaysia (2006)
United Kingdom (2007), China (2008), and Germany (2009). The 9th ICWL
event will be held in Shanghai, the largest city in China full of
culture and scenery. This conference aims at providing an in-depth study
of the technical, pedagogical, as well as management issues of Web-based
learning. ICWL2010 will bring together educators, researchers,
technologists and implementers of Web-based learning from around the
world to discuss the state of the art in this area.
All accepted papers will appear in a conference proceedings to be
distributed during the conference. *All accepted full papers presented
in the conference will be published as a volume in Springer Lecture
Notes in Computer Science (LNCS).*
The technical program will feature keynote addresses, tutorials, special
sessions, panels, technical demonstrations, in addition to technical

behandelte Thema IT-Service-Management in Verbindung mit dem IT-Sourcing
und der IT-Governance und aktuellen Veränderungen im Themenbereich der
Öffentlichen Verwaltung

Ein halber Tag -- das definitive Datum mit Uhrzeit des Workshops wird

*Thematik des Workshops*
Im vorliegenden Workshop werden Strukturen und Entscheidungsgrundlagen
für IT-Sour-cing-Modelle sowie Auswirkungen davon auf die IT-Governance
und das IT-Service-Management in der Öffentlichen Verwaltung erörtert.
Aktuell und bereits seit einiger Zeit sind in diesem Themenbereich
größere Veränderungen bemerkbar, u.a. aufgrund des aufkommenden
E-Governments und der Vernetzung der Verwaltung etwa auch im
Gesundheitswesen. Die Grundlage für den Workshop stellen verschiedene
mögliche Ausgestaltungsarten von IT-Organisationen der Verwaltung, der
Einfluss der Ausgestaltung auf die Führung des Service-Providers sowie
die Beziehung zum Servicebezüger (IT-Governance versus IT-Management
in der Öffentlichen Verwaltung) dar. Ein wesentliches Themengebiet ist
daher das (IT-)Sourcing-Modell der Verwaltung und ihr nahestehender
Betriebe. Die Determinanten für die Strukturänderungen in der
Verwaltungs-IT sind hauptsächlich in den gestiegenen Anforderungen an
die IT-Serviceerbringung und in der zunehmenden Komplexität von
E-Government-Lösungen und Interoperabilität zu sehen. Gleichzeitig ist
auch der aktuelle Stand des Outsourcings (nicht nur von IT, sondern z.B.
auch von Geschäftsprozessen oder Anwendungen) auf den verschiedenen
Verwaltungsebenen im Workshop von Interesse.

GENERAL OVERVIEW
======================
The Internet has become a cornerstone of the tourism& travel industry and created an online travel market that facilitates tourists to search for information and book their trip online. The huge number of Web sites that offer travel-related information, however, might lead to daunting information overload. In order to support tourists in decision-making, new methods and technologies (e.g., semantic Web, recommender systems, context-sensitive approaches, or innovative user interfaces) are required to deliver highly targeted services to tourists. Besides that, the penetration of high-end mobile devices together with the decrease in mobile data prices have resulted in tourists asking for mobile services. Also the supplier side, including destination management and travel organizations, has to keep up with the rapid developments in ICT. For this purpose, they have to use innovative Web mining methods to analyze the market, inter-organizational Web applications/services to exchange information and novel forms of social Web and rich Internet applications to enforce the contact with their customers.
The crucial prerequisite for all these developments discussed are proper Web engineering techniques to allow for a systematic development and maintenance of next generation tourism Web applications.
PURPOSE& ORGANISATION
======================
The purpose of the International Workshop on Web Engineering& Tourism (WEBTOUR) is to bring together researchers from diverse communities who are interested in discussing ideas and ongoing work related to the field of Web engineering and e-tourism. The Workshop will follow a format supporting in-depth discussion and collaboration of participants. As such, each session will include extended presentations (20 minutes) and time for further discussion.
All papers presented in the Workshop will be published by Springer as LNCS post-proceedings. Authors of selected papers will be invited to publish an extended version of their work in the Journal of Information Technology& Tourism (JITT) series (see http://ojs.modul.ac.at/index.php/jitt).

Authors are invited to submit papers that demonstrate original unpublished research in the combined field of Web engineering and e-tourism. Papers must be camera-ready and formatted according to Springer's LNCS formatting guidelines (see instructions on the ICWE Website http://icwe2010.webengineering.org) and not exceed 12 pages. The PDF version of the paper must be submitted electronically through the paper submission system on the Workshop Website http://www.ec.tuwien.ac.at/webtour. Papers will be reviewed internationally and selected based on their originality, significance, correctness, relevance, and clarity of presentation. Authors of accepted papers, or at least one of them, are requested to register and present their work at the Workshop.

Submission Guidelines
To submit your paper, please go to the submission page. Submitted papers must not substantially overlap with papers that have been published or that are simultaneously submitted to a journal or a conference with proceedings. Papers must be clearly presented in English, must not exceed 8 pages, including tables, figures, references and appendixes, in IEEE CS proceedings 8.5" x 11" Two-Column Format, with Portable Document Format (.pdf). Papers will be selected based on their originality, timeliness, significance, relevance, and clarity of presentation. Submission of a paper should be regarded as a commitment that, should the paper be accepted, at least one of the authors will register and attend the conference to present the work.
ICDKE 2010 and IEEE reserve the right to exclude a paper from distribution after the conference (e.g., removal from IEEE Xplore and EI index) if the paper is not presented at the conference.

During the last three decades, China has made dramatic progress in
economy and Chinese economy has been increasingly integrated into world
economy. This special issue is mainly concerned with the role that ICT
have been playing in this process. For the purpose of this special
issue, the Greater China Region refers to the geographical areas with a
dominating Chinese culture, rather than referring to political entities.
This issue includes three articles and an interview. Each article in
this issue discusses and presents scientific artifacts in this context
from different perspectives.
CROSSING THE CHASM -- UNDERSTANDING CHINA'S RURAL DIGITAL DIVIDE

The digital divide is a mounting concern for economic growth and social
development of developing countries. As the largest developing country,
China has a severe digital divide in rural areas. As part of the
endeavor to build a harmonious society, China has devoted tremendous
resources to bridging the rural digital divide; however, the results are
thus far inconclusive. Drawing upon the theory of planned behavior
(TPB), this study aims to understand the critical reasons that
essentially caused China's rural digital divide. The model is
empirically tested using the survey data collected from 924 Chinese
Internet users. The results reveal distinct behavioral models between
rural and urban users.
COMMUNICATION OPENNESS IN THE WORKPLACE: THE EFFECTS OF MEDIUM (F2F AND
IM) AND CULTURE (U.S. AND CHINA)

This study investigates communication openness in downward, peer, and
upward directions in face-to-face (F2F) and instant messaging (IM) in
the workplace in both the United States and China. An online survey was
administrated in both countries. Repeated measures of ANOVA and MANOVA
were used for data analysis. The degree of openness in communication was
higher in F2F conversations than through IM; however, this relationship
differed in the two cultures. When communicating F2F, American employees
were generally more open than Chinese employees, especially when such
communication happened between peer colleagues. When communicating
through IM, Chinese workers, however, were far more open than American
workers in all downward, peer, and upward directions.
SOCIAL NETWORK SERVICES IN CHINA: AN INTEGRATED MODEL OF CENTRALITY,

Social Network Services (SNS) allow users to build and nurture social
connections over wide geographic areas. Previous research in e-commerce
and e-government has established that users' intentions are the result
of both user perceptions of the technology (e.g., perceived usefulness
and ease of use) and trust in technology providers. However, SNS are
unique because they contain features that are not found in other
electronic services. This research of Chinese SNS users shows that
centrality, technology acceptance, familiarity, and user trust are
important to SNS market penetration. Together, these variables explain a
significant proportion of variance in users' intention of using
e-socializing services. The SNS providers should re-examine their
overall strategies using factors such as the number of social ties,
channel of service promotion, and web interface design.

The objective of this minitrack is to develop architectures of knowledge
systems to support organizations facing changing environments.
Organizational decision-making and learning are people-intensive
processes. Individuals learn and share what they have learned with those
“nearby” them, who in turn share knowledge with others. In this manner,
knowledge propagates or “spirals” throughout the organization and beyond
(Nonaka 1994, 1998; Nonaka and Takeuchi, 1995). This growth of knowledge
and the understanding it brings enable organizations to react quickly to
changing environments, a necessity for survival. However, because these
needs are so strongly based in the social perspective, we believe that
technological support of these systems should have a foundation that can
recognize the social aspects of knowledge creation and use (see, for
example, Brown and Duguid 2000).
Researchers and practitioners interested in submitting papers to this
minitrack are encouraged to explore knowledge management (KM)
architectures, tools, and Web 2.0/3.0 technologies such as mashups in
the context of knowledge systems – for example as related to supporting
knowledge use and transfer or to organizational learning, particularly
from a design science perspective. We welcome a wide range of approaches
that focus on architectural design for knowledge-based or learning
organizations.

conceptual, tutorial or descriptive in nature. Those selected for
presentation will be included in the Conference Proceedings published by

previously published or be under submission elsewhere; all submissions
undergo a double-blind peer referee process.
Important Deadlines:
* From now to June 1 [Optional]: Prepare Abstracts. Then, contact
Minitrack Chairs for guidance and indication of appropriate content.
* June 15: Authors submit full papers by this date, following the author
instructions (http://www.hicss.hawaii.edu/hicss_44/apahome44.htm). All
papers will be submitted in double column publication format and limited
to 10 pages including diagrams and references. HICSS papers undergo a
double-blind review (June15 - August15); therefore, this submission must
be without author names.
* August 15: Acceptance notices are emailed to authors by the Review
System. (Make sure your server accepts the address.) At least one author
of each accepted paper must immediately make plans to attend the
conference, including initiating fiscal, visa, or other travel guarantees.
* September 15: Authors submit Final Version of papers following
submission instructions posted on the HICSS website. At least one author
of each paper should register by this date. This is the Early
Registration fee deadline.
* October 15: Papers without at least one registered author will be
deleted from the Proceedings; authors will be so notified by the
Conference Office.
Instructions for Paper Submission:
* Submit your full manuscript by June 15, and if accepted, submit the
Final Version by Sept 15, according to detailed instructions posted on
the HICSS website.
* An individual may be listed as author or as a co-author on a maximum
of 6 submitted papers. Authors may not be added after submission unless
approved by the appropriate Track Chair.
* HICSS papers must contain original material not previously published,

* You may submit a paper to only one minitrack. Duplicate submissions
