GENERAL INFORMATION
===================
Hosted annually from 1996 to 2008 at MIT in Cambridge, MA, the
International Conference on Information Quality (ICIQ) will celebrate
its 14th anniversary in 2009 in Potsdam, Germany. Each year, the
conference attracts numerous researchers and practitioners from the
academic academy and both the public and private sectors. In addition to
the official program, there are plenty of opportunities for informal
discussions. The conference program will include tracks of
practice-oriented papers, research papers, and panel sessions. ICIQ
strongly encourages practitioners to submit papers that report
experiences, lessons, and perspectives.

Call for Workshops Proposals for
The 11th International Conference on Information Integration and Web
Based Applications & Services (iiWAS2009)
December 14-16, 2009,
Kuala Lumpur, Malaysia

The workshop chair of iiWAS 2009 invites proposals for workshops to be
held in conjunction with the iiWAS conference.
The workshops are aimed to provide opportunities for researchers,
professionals and students to meet and discuss selected topics on
information integration and Web based applications and services.
Workshops will be either full day or half day. The workshops are part
of the iiWAS conference and also part of the conference registration.
At least one of the workshop organizers must commit to attend and run
the workshop.
Workshops proceedings will be published by ACM and the Austrian
Computer Society (OCG) books(a)ocg.at series. @WAS will also help
workshop organizers finding high quality scientific journals
interested in publishing extended versions of selected papers.
Workshop organizers will establish a workshop site. The workshop
organizers will also manage the submission, review and notification
processes, dissemination of the workshop, elaboration of the final
program and edition of the workshop proceedings (the workshop chairs
will be editors of the proceedings).

***** Scope of the Workshop *****
In our days, the situations to be modeled are getting more and more
complex as the technical possibilities evolve. An example of the growing
technical ability to deal with more complex situations is the recent
improvement in complex event processing technologies. To be able to
build application systems that deal with complex situations in a
controlled and efficient manner, it is inevitable to improve modeling
techniques as well. We are confident that one way to overcome complexity
in modeling is the use of advanced logics.
Every modeling method consists of a modeling language and a modeling
procedure. Logic can be integrated in the modeling-language used or may
even be a part of the process, either the construction process of the
model itself or the rationale for the final model.
The LbM09-workshop deals with the use of logic in modeling languages and
the modeling process itself. Papers should be submitted that deal with
the integration of advanced logic into modeling languages or modeling
approaches using advanced logics in the procedure of modeling. By the
term "advanced logic" we understand logic that goes further than typical
Boolean logic with simple truth-values like "true" and "false". Examples
are modal logic, temporal or topological logic, description logic,
hybrid logic, normative logic or practical logic. Dialogical logic in
computer science obtains its significance in designing protocols e.g. in
eCommerce. It is a serious extension of classical logic. In our daily
life we are encountering phrases like "it is necessary, it is possible,
... or it is obligatory, it is permitted" quite frequently. Modal logic
is about to reconstruct these expressions and to find new logical
implications.
The advantage of using sophisticated logical concepts in modeling is the
possibility to capture more meaning and semantics in the model.

The theme of the 2009 IEEE Congress on Services (SERVICES 2009) is
"modernization of the services industry". SERVICES 2009 supports and
further explores the science and technology of modernizing services
industries using latest methods and technologies such as Services

2003. From a technology perspective, Services Computing has become the

versions of selected best papers published in the SERVICES 2009 will be
invited for potential publication in the International Journal of Web
Services Research (JWSR) , the International Journal of Business Process
Integration and Management (IJBPIM) , and IEEE Transactions on Services
Computing (TSC). Both the ICWS Proceedings and JWSR are included in EI
Compendex. JWSR is also indexed in SCI-E.
Submitted manuscripts will be limited to 8 (IEEE Proceedings style) pages
and required to be formatted using the IEEE Proceedings template.
Electronic submission of manuscripts (in PDF or Word format) is required.
Detailed instructions for electronic paper preparation and submission,
panel proposals, tutorial proposals, and review process can be found at
www.servicescongress.org. At least one author of each accepted paper is
required to register to the conference and present the paper.

SERVICES 2009's Policy and professional ethics require that referees treat
the contents of papers under review as privileged information not to be
disclosed to others before publication. It is expected that no one with
access to a paper under review will make any inappropriate use of the
special knowledge, which that access providers. Contents of abstracts
submitted to conference program committees should be regarded as
privileged as well, and handled in the same manner. The Conference
Publications Chair shall ensure that referees adhere to this practice.

The convergence of Information and Communication Technologies along with
the continual close of the digital gap has enabled the development of
several novel e-business and m-business applications and services. These
developments have created a new social and business reality, including
business transactions conducted through e-marketplaces, social and
business relationships built through Web 2.0 services, ubiquitous services
delivered through wired and mobile networks, and new forms of data
collection (e.g. RFID). The delivery of such services have required unique
application designs and appropriate business strategies in forms of new
business models. Researchers in the areas of electronic and mobile
business are challenged to identify promising application domains for the
emerging Internet and mobile technologies, explore how to design and
implement novel applications, and investigate the adoption of these
applications by individuals and organizations. The impact of new
electronic and mobile technologies on inter-organizational transaction
processes, as well as on the strategy, structure and management of modern
organizations is also set at the center of the research attention.
The purpose of this track is to provide a forum for examining emerging
research questions and issues related primarily to the design and
management aspects of electronic and mobile business. To this end,
research papers applying a theoretical, conceptual, or empirical approach
to the above perspectives are welcome.

Submitted papers should not be considered elsewhere for publication and the
authors must follow the guidelines for preparation of the manuscripts. The
language of the journal is English. 12-point type in one of the standard fonts,
Times, Helvetica, or Courier is preferred. The paper length should not exceed
20 pages total including all figures and illustrations. It is not necessary for
authors to double-line space their manuscript. Tables must be on separate pages
after the reference list, and not be incorporated into the main text. Figures
should be uploaded as separate figure files. For manuscript submission authors
should follow the guidelines described in Section ''For Authors'' at
http://www.interscience.wiley.com/security. Prospective authors should submit
their paper online at http://mc.manuscriptcentral.com/scn. When submitting the

CLOUD COMPUTING: IT's Day in the Sun?
Cloud computing is a hot topic now. It is an emerging computational
model in which
applications, data and computing resources are provided as a service
to users -- individuals and
businesses -- through the Internet (the so-called "cloud"). It
promises to offer utility-like
availability of huge computing resources at low cost, higher
flexibility and better scalability. So,
is cloud computing poised for the next major evolution/revolution and
a paradigm shift in IT?
The most common answer is "maybe" or "yes".
Many analysts, noticing users' comfort with accessing applications on
the Web and their
acute discomfort with the expense of maintaining their own IT
infrastructures, have come to
believe that advances in virtualization and other technologies will
push cloud computing to
mainstream adoption. To others, however, the future of cloud computing
is questionable,
or at the very least, uncertain for now.
According to The Economist, however, “The rise of the cloud is more
than just another
platform shift that gets geeks excited. It will undoubtedly transform
the information
technology (IT) industry, but it will also profoundly change the way
people work and
companies operate. It will allow digital technology to penetrate every
nook and cranny
of the economy and of society, creating some tricky political problems
along the way." [1]
Proponents of cloud computing maintain, "We consider cloud computing
to be the model that
can fundamentally change the current IT market structure and create
paradigm shifts." [2] "Cloud
computing is fundamentally about re-engineering the world's computing
infrastructure, to enable
game-changing -- even life-changing -- applications." [3]
As cloud computing now begins to move from the fringe to the
mainstream, there is considerable
excitement and hype surrounding the movement. A key question is: what
real value does cloud
computing present to users and businesses, and are we taking a risk by
computing in a cloud for
enterprise and personal applications? While the value may be obvious
to some, there are several
issues associated with cloud computing -- which range from the
technical (e.g., security) to the
moral and legal -- that cause varying degrees of concern among
stakeholders. These concerns
limit the potential of cloud computing and hinder its adoption.
Nevertheless, it seems cloud computing is here to stay. According to
some estimates, multibillion-
dollar opportunities might be there for the taking in the emerging
cloud computing market. For
instance, the Merrill Lynch study finds cloud computing as a
$160-billion market opportunity,
including $95-billion in business and productivity applications, and
another $65-billion in online
advertising. Some even warn that IT companies that do not adopt the
paradigm shift into cloud
computing in time would eventually be left out.
Corporations and venture capitalists are eagerly investing in
promising cloud computing
technologies and services. Major IT companies, startups and
consultancies are all trying to get a
slice of the seemingly vast business potential that cloud computing
offers. Several IT companies
have begun developing and deploying cloud computing platforms and
tools. IT departments in
many enterprises are now being asked, or soon might be asked, to
explore how their organizations
can embrace cloud computing and deploy and monitor applications on a cloud.
Therefore, IT and non-IT businesses, IT professionals, business
executives, and entrepreneurs
shouldn't dismiss cloud computing; instead, they should examine and
explore how they can
exploit cloud computing and seize the opportunities this latest model
of computing presents.
Many IT professionals and business executives, however, are not clear
or are confused about
cloud computing and its benefits, strengths, weaknesses, and risks.
To demystify the seemingly cloudy, confusing, or even conflicting
scenario cloud computing
presents, the June 2009 issue of Cutter IT Journal will explore this
new style of computing. We
will examine cloud computing in terms of strategic approaches,
concerns, challenges, compliance
requirements, technological options, market opportunities, and the
value and impact cloud
computing will have in the real world now and in the future.
TOPICS OF INTEREST MAY INCLUDE (but are not limited to) the following:

that profoundly affects

economics of centralized computing utilities compared to a well run
enterprise data center?
* What types of clouds -- application platforms or frameworks -- will
prove popular in a
marketplace?
* How dominant will "private clouds" (behind the firewall) become
within an enterprise, and for
which sort of enterprises and for what sort of applications?
* Given that enterprises as well as individuals demand guaranteed
quality of service, higher
reliability, and continued availability, how dependable is a cloud application?
* Do we trust the clouds? What if a cloud crashes or hackers take it
down? Or, what if a cloud
vendor goes bankrupt and closes its cloud offerings without notice?
* How will regulatory rules evolve and compliance requirements be met
with cloud computing?
* What level of service should we demand -- and expect -- from cloud
computing vendors? How
do we set SLAs for cloud computing applications?
* How do we charge for the services offered? What are the billing
models? Which model is best
suited for a given application?
* Cloud computing as new paradigm calls for a new style of IT
management. How could
enterprises manage their cloud computing applications? What are the
implications for enterprise
departments and IT staff? What are the best practices for moving our
current applications to a
cloud?
* How will cloud computing shape the future of IT, the IT industry,
business, and society?

The article presents a comparison of fairness properties of different
congestion control schemes. It is difficult to investigate the various
protocol mechanisms implemented in transport protocols; therefore a
simulator called SimCast is developed for the analysis of fairness
characteristics of transport protocols, as well as a network traffic
generator and measurement tool called SimTest. This article provides the
operation and basic properties of these evaluation systems together with
some simulation and measurement results. The article also presents a
fairness based bandwidth control mechanism, called the Balancer method.
The efficiency of this control method is presented through simulation
results.

Even though monitoring tools are essential to the management of
communications networks, open source applications still confront their
potential users with considerable problems. This article analyzes the
limitations of the currently existing tools and presents the development
of a new tool that solves most of those problems. The tool is based on a
new architecture of objects and remote method invocation and allows both
centralized and distributed monitoring. Its configuration through Web
interface, support to monitoring templates, and flexibility make it
particularly interesting for a large number of users in search of a strong
but easily configurable system. The proposed extension system is based on
plug-ins. The configuration simplicity and other essential improvements of
the proposed system are tested in a real environment.

propose a new methodology to study communication protocols and
architectures in ad hoc networks. Usually, solutions for ad hoc scenarios
are analyzed and evaluated through simulative tools. This article shows
limitations of the traditional simulative approach and the improvements
that the discrete fourier transform analysis can produce. In this article,
the authors propose methodology advantages and examine the efficiency from
using simulative investigation approaches.

On a Modified Backoff Algorithm for MAC Protocol in MANETs

In wireless communication environments, backoff is traditionally based on
the IEEE binary exponential backoff (BEB). Using BEB results in a high
delay in message transmissions, collisions, and then leads to ultimately
wasting the limited available bandwidth. As each node has to obtain medium
access before transmitting a message, in dense networks the collision
probability in the medium access control (MAC) layer becomes very high,
when a poor backoff algorithm is used. The logarithmic algorithm proposes
improvements to the backoff algorithms that aim to efficiently use the
channel and to reduce collisions. The algorithm under study is based on
changing the incremental behavior of the backoff value. BEB uses a uniform
random distribution to choose the backoff value, which often leads to
reducing the effect of a window-sized increment. This paper carries out a
deeper study and analysis of the logarithmic backoff algorithm that uses
logarithmic increments.

The Effectiveness of Scaffolding in a Web-Based, Adaptive Learning System

This study combines ideas from learning hierarchy and scaffolding theory to design a Web-based, adaptive learning system to investigate the effectiveness of scaffolding for elementary school students having different levels of learning achievement. A quasi-experiment was conducted. Students were divided into three groups: control group (without scaffolds), experimental group A (scaffolds providing by on-line conversation), and experimental group B (scaffolds providing by face-to-face conversation). The article discusses the results of using the Web-based adaptive learning system.

An Application of the LS-Plan System to an Educational Hypermedia

LS-Plan is a system capable to provide educational hypermedia with adaptivity. During the student's navigation in hyperspace, the system, by means of a suitable interface, receives in input, for each visited learning node, a behavioral pattern, containing the student's knowledge acquired or not acquired in that node and measured by a post-test questionnaire. Then, by means of the adaptation algorithms, the system returns a Learning Object Sequence to the hypermedia. In this article, the authors investigate the adaptation algorithms together with the didactic strategies behind them, through an application to a real learning domain, subdivided in five case studies. Moreover, the researchers show in detail how the automated planner, embedded into the system, allows consistency checks during the arrangement of the pool of learning Nodes. The performance of the system is evaluated by means of an experimental design.

A Case-Based Approach to Adaptive Hypermedia Navigation

Hypermedia, with its combination of multimedia and non-linear organization of links among informative nodes, provides a highly interactive environment.
In structured domains such as Web-based educational systems, the complexity of the learning domain often requires a large set of learning nodes and conceptual interrelationships that can cause several issues. In this article, the authors propose a new approach to guided navigation in hypermedia-based domains suitable for helping users in structured and complex learning environments such as cultural heritage domains. The proposal draws inspiration from the case-based reasoning paradigm associated with a hypermedia structural analysis, highlighting the use of hybrid architecture for adaptive navigation support. A case study in the Neo-Realist Italian Cinema domain is discussed along with a formal and controlled evaluation.

Animated Pedagogical Agents: The Effect of Visual Information on a Historical Figure Application

The role of Animated Pedagogical Agents (APAs) depends on an understanding of the persona effect as a mechanism for increasing student engagement and motivation. The authors argue that historical figure applications of APAs may be helpful to identify the parameters that give rise to a persona effect. Given the importance of visual information, an experimental approach is used to examine how different image conditions affect the perception of a historical figure APA interaction. Eighty-eight participants were randomly assigned to one of three conditions; no image, static image, or animated image. This article discusses the results of the experiment and the natural of the persona effect.

In addition, IJWLTT endeavors a broad range of authors and expands the dialogue to address the interplay among the diverse and disparate interests affected by technology in education. (IJWLTT) focuses on the dimensions of reporting about developing new WBLT technologies and uses, and also sharing educational experiences and situations including (but not limited to) distance learning, collaborative work, constructivist approaches in on-line class-rooms, designing blended learning and programs, importance of dialogue in distance education programs, CSCL, network learning, etc. IJWLTT also covers aspects such as models and frameworks for the pedagogical design of courses including or supported by WBLT technologies, and for issuing and evaluating educational policies in institutions, and for organizing and managing training policies or departments in companies.
