Decision making support systems (DMSS) are information systems that
interactively support the decision making process of individuals and groups
in life, public and private organizations, and other entities. These systems
include decision support systems (DSS), executive information systems (EIS),
expert systems (ES), knowledge based systems (KBS), and creativity enhancing
systems (CES). Other DMSS, such as executive support systems (ESS),
management support systems (MSS), artificially intelligent decision support
systems (IDSS), and decision technology systems (DTS), integrate the
functions of DSS, EIS, ES, KBS, or CES, to provide more comprehensive
support than the individual separate systems.

Effective DMSS Guidance for Financial Investing

This article seeks to close the support gap by offering a theoretical
decision making support system for financial investing and illustrating the
systems use in practice. Investment decisions have a significant impact on
individuals, groups, organizations, the economy, and society. As a result,
many formal methodologies and information systems have been designed,
developed, and implemented to assist with financial investing. While these
tools can improve decision making, none offer complete and integrated
support for financial investing. The demonstration indicates that the
theoretical system can improve the process of, and outcome from, investing.

Decision Support-Related Resource Presence and Availability Awareness for
DSS in
Pervasive Computing Environments

This article discusses issues related to data-driven decision support
systems (DSS) in pervasive computing environments (PCE) and demonstrates
that a decision makers awareness of online status and availability can
improve decision outcomes. Over the last 10 years, pervasive computing
environments and mobile networks have become extremely popular. Despite the
many end user benefits of pervasive computing, the intrinsic instability and
context ambiguities of these environments pose impediments to data-oriented
decision support systems. In pervasive computing environments where users,
systems, and computing resources are distributed or mobile, the online or
available state of decision support-related resources may be intermittent
or delayed. Awareness or knowledge of these resources online presence and
availability can affect the decision making process. A model for extending
DSS resource presence and availability awareness to decision makers is
presented and the impact of this knowledge on decision outcomes is evaluated
using a management problem simulation.

Typically international airports have features quite distinct from those of
regional airports. In this article, the authors discuss the process of
developing a Decision Support System, and appropriate mathematical models
and algorithms to use for making gate allocation decisions at an
international airport. As an example, the authors describe the application
of this process at Taiwan Taoyuan International Airport to develop a DSS for
making gate allocation decisions for their passenger flights.

Enabling On-Line Deliberation and Collective Decision-Making through
Large-Scale Argumentation: A New Approach to the Design of an
Internet-Based Mass Collaboration Platform

In particular very few attempts have been done to support large, diverse,
and geographically dispersed groups to systematically explore and come to
decisions concerning complex and controversial systemic challenges. In order
to overcome the limitations of current collaborative technologies, in this
article, the authors present a new large-scale collaborative platform based
on argumentation mapping. The successful emergence of on-line communities,
such as open source software and Wikipedia, seems due to an effective
combination of intelligent collective behavior and internet capabilities.
However, current internet technologies, such as forum, wikis, and blogs
appear to be less supportive for knowledge organization and consensus
formation.

Security in Virtual Worlds and 3D Webs: Models for Development and
Management

Introduction
This book intersects at least three major fields of research: Security,
Virtual Worlds, and 3D Webs, you can choose to focus in one area more
than another, as long as your chapter centers around one of the topics
discussed below.
Although one finds much discussion and research on the features and
functionality of Rich Internet Applications (RIAs), the 3D Web, and
Virtual Worlds in both scholarly and popular publications, very little
is written about the issues and techniques one must consider when
creating, deploying, and managing them securely. Reports of cross-site
scripting exploits in poorly implemented Webtops, risks of embedded
viruses in social computing platforms, such as Facebook or MySpace, and
technical and social engineering exploits in Multi-user Virtual
Environments (MuVEs) represent some of the security challenges
contemporary organizations face.
This project will bring together the issues that managers,
practitioners, and researchers must consider when planning,
implementing, and managing these promising virtual technologies for
secure processes and organizational initiatives.
Objective of the Book
In this book we will discuss the uses and potential of these virtual
technologies and examine secure policy formation and practices that can
be applied specifically to each. Authors will contribute guidelines,
techniques, cases, and methods that explore security in Virtual Worlds
and 3D Webs.
The book will focus on research and discussions about planning,
implementing, managing, and supporting these powerful technologies using
accepted system development models, secure testing techniques, robust
monitoring tools, and other accepted approaches. Moreover, discussions
on security policy creation to guide development, as well as user
interaction with these technologies will play an important role in the
book. The book will also use cases to illustrate successful, and
unsuccessful, implementations of RIAs, Webtops, and Virtual Worlds. Of
course, this book would not be complete without looking forward to the
potential security considerations and questions that must be asked as
more organizations move into virtual offerings.
Ultimately, this project will provide the latest research on virtual
security in order to provide researchers, practitioners, and students
the necessary background in theory and practice to deploy, plan, manage,
and maintain robust and safe virtual offerings.
Target Audience
This book appeals to those interested not only in security but also
advanced virtual offerings whether these are RIAs, the 3D Web, or
Virtual Worlds. Security researchers, as well as researchers from
diverse fields--computer science, information systems, psychology,
sociology, and telecommunications--will find valuable research questions
posed within the context of privacy, security, and trust as well. But
this book appeals to more than just researchers. Practitioners and
managers looking to offer robust virtual platforms will also benefit
from the pragmatic techniques, case discussions, and implementation
guidelines. In addition, upper-level and graduate-level students will
find this research useful in their course work and research. Finally,
this book will be a welcome addition to academic libraries' research
collections.

Researchers and practitioners are invited to submit on or before March
1, 2009, a 2-3 page chapter proposal clearly explaining the mission and
concerns of their proposed chapter. Authors of accepted proposals will
be notified by March 15, 2009 about the status of their proposals and
sent chapter guidelines. Full chapters are expected to be submitted by
April 30, 2009. All submitted chapters will be reviewed on a
double-blind review basis. This book is scheduled to be published by IGI

Only 8% members of the Scientific Research Society agreed that "peer review works well as it is". (Chubin and Hackett, 1990; p.192).
"A recent U.S. Supreme Court decision and an analysis of the peer review system substantiate complaints about this fundamental aspect of scientific research." (Horrobin, 2001)
Horrobin concludes that peer review "is a non-validated charade whose processes generate results little better than does chance." (Horrobin, 2001). This has been statistically proven and reported by an increasing number of journal editors.
But, "Peer Review is one of the sacred pillars of the scientific edifice" (Goodstein, 2000), it is a necessary condition in quality assurance for Scientific/Engineering publications, and "Peer Review is central to the organization of modern science why not apply scientific [and engineering] methods to the peer review process" (Horrobin, 2001).
This is the purpose of the International Symposium on Peer Reviewing: ISPR (http://www.ICTconfer.org/ispr) being organized in the context of The 3rd International Conference on Knowledge Generation, Communication and Management: KGCM 2009 (http://www.ICTconfer.org/kgcm), which will be held on July 10-13, 2009, in Orlando, Florida, USA.

March 18th, 2009, for papers/abstracts submissions and Invited Sessions Proposals

Pre-Conference and Post-conference VIRTUAL sessions (via electronic forums) will be held for each session included in the conference program, so sessions' papers can be read before the conference, and authors presenting at the same session can interact during one week before the conferences, and after it is over. Authors can also participate in peer-to-peer reviewing in virtual sessions.
All Submitted papers will be reviewed using a double-blind (at least three reviewers), non-blind, and participative peer review. Accepted papers of registered authors will be published in the printed copy and the CD versions of the Proceedings. The proceedings will also be published via web for Full Open Access.
All attendees of the last KGCM 2008 conference, and its collocated ones, were asked to be surveyed online. Those who filled the survey form (602 attendees) rated the conferences with an average of 8.42 on a scale of 10. More specifically, 58.7% rated them in the range of 8-10, while just 7 attendees (1.16%) rated them below 5. Authors of accepted papers who registered in the conference will have access to the reviews made to their submission so they can accordingly improve the final version of their papers. Non-registered authors will not have access to the reviews of their respective submissions.
All accepted papers where at least one author is registered in the conference will be included in the hard copy and the CD versions of the conference proceedings.
For Invited Sessions Proposals, please go to the conference web site. The best paper of each invited session will also be published in JSCI at no additional cost for the author Invited session organizers will be co-editors of the proceedings volume where their session's papers are to be included, and they will be guest editors of the Journal issue where the best paper presented at their invited session has been included.
Awards will be granted to the best paper of those presented at each session. The best 10%-20% of the papers presented at the conference will be selected from these session's best papers, and will also be published in Volume 7 of JSCI Journal (http://www.j-sci.com/Journal/SCI/), with no additional cost for their authors. Libraries of journal author's organizations will receive complimentary subscriptions to at least one volume (6 issues).

IV-Beratung aus wissenschaftlicher Perspektive

Thema:
======
Informationsverarbeitungsbezogene (IV-) Beratung ist ein bedeutender
Teilbereich der Unternehmensberatung. Die IV-Beratung uebernimmt dort
eine Mittlerfunktion zwischen Forschung und Praxis, wo sich die
Moeglichkeit ergibt, die Umsetzung aktueller Forschungsergebnisse in der
Praxis zu beobachten oder voranzutreiben bzw. die wissenschaftliche
Aufbereitung von in der Praxis aufgetretenen Frage- und
Problemstellungen anzustossen. Die angesprochene Mittlerfunktion
aeussert sich nicht zuletzt in der Attraktivitaet der IV-Beratung als
Arbeitgeber fuer Hochschulabsolventen.
Trotz der grossen praktischen Bedeutung von Unternehmensberatung wird
der Branche in der deutschsprachigen Forschung und Lehre noch zu wenig
Aufmerksamkeit zuteil. Ein Grossteil wissenschaftlicher
Veroeffentlichungen zur Unternehmensberatung thematisiert dabei
Aspekte der Strategie- oder Organisationsberatung. Besonders gross ist
das Defizit an wissenschaftlicher Auseinandersetzung bei Themen der
IV-Beratung, obwohl dieses Beratungsfeld einen substantiellen Anteil am
Gesamtumsatz der Branche ausmacht.
Im Rahmen dieses Workshops sollen Aspekte der IV-Beratung aus
wissenschaftlicher Perspektive beleuchtet werden, wobei ganz
unterschiedliche Zugaenge moeglich sind. Die folgende Aufstellung gibt
einen (nicht abschliessenden) Ueberblick ueber moegliche Themen:
* Beratungsmarkt: Strukturen und Trends
* Verhaeltnis IV-Berater – Klient: Rolle von Macht und Vertrauen,
Aspekte des Wissensmanagements, Netzwerkbildung und –entwicklung,
Strukturen von Beratungsprozessen, Anschlussfaehigkeit der Beratung beim
Klienten
* Trends und Moden: Effekte und Treiber der IV-Beratung; Relevanz der
Beratung
* Konzepte und Strukturen der IV-Beratung: Geschaeftsmodell, Prozesse
und Strategien von IV-Beratungen, Selbstoptimierung der Berater,
beratungsunterstuetzende Informationssysteme, internetbasierte Beratung
* Informationssysteme fuer die Steuerung von Beratungsunternehmen:

The theme of the 2009 IEEE Congress on Services (SERVICES 2009) is
"modernization of the services industry". SERVICES 2009 supports and
further explores the science and technology of modernizing services
industries using latest methods and technologies such as Services
Computing, which has been formally promoted by IEEE Computer Society since
2003. From a technology perspective, Services Computing has become the
foundational discipline for modernizing the services industry.
The first Joint Conference on SERVICES includes the 2005 International
Conference on Web Services (ICWS 2005) and the 2005 International
Conference on Services Computing (SCC 2005), which were held in July 2005
in Orlando, Florida, USA. The second Joint Conference on SERVICES includes
the 2006 International Conference on Web Services (ICWS 2006) and the 2006
International Conference on Services Computing (SCC 2006), which were held
in September 2006 in Chicago, IL, USA.
In 2007, the joint conference on Services formally became the 2007 IEEE
Congress on Services (SERVICES 2007), which was held in July 2007 in Salt
Lake City, Utah, USA. The 2008 IEEE Congress on Services (SERVICES 2008)
was co-located with the 2008 International Conference on Services
Computing (SCC 2008) in July 2008 in Hololulu, Hawaii, USA. The Third
Congress on Services (SERVICES 2008 Part II) was co-located with the 2008
IEEE International Conference on Web Services (ICWS 2008) in September
2009 in Beijing, China.
In 2009, The Fourth IEEE Congress on Services (SERVICES 2009) goes beyond

All submitted manuscripts will be peer-reviewed by at least 3 program
committee members. Please note that the same paper should NOT be submitted
to other conferences or events simultaneously. Such duplicate submissions
will be rejected from all conferences without review.
Accepted papers will appear in the CD-ROM version and online version of
the proceedings of the 2009 IEEE Congress on Services (SERVICES 2009),
which will be published by the IEEE Computer Society Press. Extended
versions of selected best papers published in the SERVICES 2009 will be
invited for potential publication in the International Journal of Web
Services Research (JWSR) , the International Journal of Business Process
Integration and Management (IJBPIM) , and IEEE Transactions on Services
Computing (TSC). Both the ICWS Proceedings and JWSR are included in EI
Compendex. JWSR is also indexed in SCI-E.
Submitted manuscripts will be limited to 8 (IEEE Proceedings style) pages
and required to be formatted using the IEEE Proceedings template.
Electronic submission of manuscripts (in PDF or Word format) is required.

Paper Review Policy

SERVICES 2009's Policy and professional ethics require that referees treat
the contents of papers under review as privileged information not to be
disclosed to others before publication. It is expected that no one with
access to a paper under review will make any inappropriate use of the
special knowledge, which that access providers. Contents of abstracts
submitted to conference program committees should be regarded as
privileged as well, and handled in the same manner. The Conference
Publications Chair shall ensure that referees adhere to this practice.

The aim of this conference is to provide an international forum for
researchers, professionals, and industrial practitioners to share their
knowledge and experience in the rapidly growing area of Web technologies,
methodologies and applications. Previous WISE conferences were held in
Hong Kong, China (2000), Kyoto, Japan (2001), Singapore (2002), Roma,
Italy (2003), Brisbane, Australia (2004), New York, USA (2005), Wuhan,
China (2006), Nancy, France (2007), and Auckland, New Zealand (2008).
RESEARCH AND INDUSTRY TRACKS
============================
There will be two independent tracks for Research and Industrial papers
with a different set of evaluation criteria. The authors must clearly
indicate the track to which the paper is being submitted.
Research Papers:
----------------
The conference is soliciting original research papers on all aspects of
Web information systems engineering. Submitted papers will be judged
according to their scientific merits and evaluated on significance,
originality, technical quality, and exposition.
Industrial and Application Papers:
----------------------------------
WISE 2009 encourages submissions covering the application of Web
information systems engineering in practice, including papers
describing innovative implementations, novel applications, and major
improvements to the state-of-practice. The papers submitted to this
track can range from a few page extended abstract to a full paper.
The track will also include a small number of invited visionary papers.
WORKSHOPS AND TUTORIALS

WISE 2009 solicits the submissions of proposals for Workshops and Tutorials:
Workshop Proposal Submissions:

WISE 2009 solicits the submission of workshop proposals on any of the
conference topics. Proposals should be submitted electronically to the
Workshop Chairs. Workshop proceedings will be made available to the
participants attending the workshops.
Tutorial Proposal Submissions:

PUBLICATION

The proceedings of WISE 2009 will be published in two separate volumes by
Springer in its Lecture Notes in Computer Science series, one volume for
all papers accepted by the main conference, and one volume for all papers
accepted by all WISE workshops. Paper length is 14 pages (LNCS format). A
special issue of the World Wide Web Journal is scheduled in 2010 for
publishing extended versions of selected WISE 2009 papers.

for this prestigious award.
