you can find xoRBAC on the application page of http://www.xotcl.org. In short, xoRBAC provides a Role-Based Access Control (RBAC) service that conforms to level 4a of the NIST model for RBAC. It supports high-level modeling of roles, permissions and constraints, and provides RDF import/export for the access control data.
