If you tell me to reduce one particular section, I can do (I call it “caffe expresso” revision, or in dramatic cases “caffe ristretto” revision); but I do not dare to do without authorization. Of course, I preserve the semantic but cutting the clutter at the extreme (as you saw in the risk table and methodology).

Actually,…. I have a better idea, since I have to add the budget and finalise two diagrams before starting to review, edit, finalise EVERYTHING that I can.
Can you (all? or at least the ones that are available now), in between, please open the existing clean document, identify the parts that should be or can be reduced... highlight them with different colours:
let's say: red: must be reduced, orange: better to be reduced, yellow: reduced if needed green: don’t touch this
and send it to me? if there is a specific part that you feel comfortable to contribute in summarising it, please let me know.
Most probably, I don’t have time to review all your inputs, but at least a few inputs can be helpful to collectively identify what can be reduced.
