"Global Software Outsourcing (GSO): Evolution, Current Status, and Future Prospects"

Due to the tragic events in NY city and Washington DC, the dates for submission, revision, etc. have been changed. Please make a note of these changes.
The original deadline for submitting proposals has now been moved to October 15 from September 21.

Please submit electronically high-quality research manuscripts utilizing research methodology of in-depth case studies and applications studies exploring the evolution, current status, and future prospects of global software outsourcing. This special issue will be available to the international participants in the Global software Outsourcing conference (http://www.OutsourceGlobal.org and then click on conference) to be held in Atlanta, GA on March 24-26, 2002.
a) The deadline for submission of all proposals is October 15, 2001. These should be submitted as softcopies in ASCII format (MS-Word is preferred). Each proposal should not exceed three double spaced pages. b) Blind review comments on proposals will be provided by October 30, 2001 c) Completed papers will be submitted by November 30, 2001 d) Blind review comments on papers will be provided by December 15, 2001 e) Three best papers will be published in the Winter, 2002 "Special Issue on Global Software Outsourcing" of the Journal of Information Technology Cases and Applications. This special issue will be available to the conference registrants. f) The conference presentation will be made in front of the international conference attendees. g) In case of joint authorship, at least one of the authors must attend the conference. h) Papers and proposals will be included in conference proceedings which will be available at the conference registrants and also made available for sale worldwide.
These manuscripts should attempt to address diverse issues (important questions facing business and IS managers of vendor and client companies; government strategists of vendor and client countries; and researchers from industry as well as academia) including:
A. General Comparison of different outsourcing models, Evolution of GSO organizational structures, Evolution of GSO alliances, Comparison of IT Infra-structural environments in GSO destinations, Comparison of Business environments in GSO destinations, Analysis of off-shore development opportunities, Global Application Service Providers (GASP) in the context of e-Commerce Solutions, Location Economics and Global software Development Centers.
B. Outsourcing destinations (why, what, when, how) India, Ireland, China, Philippines, Taiwan, Korea, Pakistan as destinations for GSO.
C. Topics of interest to practitioners (both clients and vendors of global software outsourcing) Case studies in global outsourcing of E-Commerce solutions, What does and does not work for GSO according to SDLC stages, Perceived loss of control with outsourcing, Competitive aspects of outsourcing, and limitations posed by a preferred vendor's list, Capabilities of some first and second and third-tier outsourcing vendors, Critical success factors for GSO and e-Commerce Solutions outsourcing, How to Manage an Outsourcing Alliance, Cultural issues related to the selection of outsourcing partners, Control issues related to outsourcing, Software Outsourcing according to the SDLC stages - what factors and criteria to consider, Pros and Cons of Onsite versus Off-site Outsourcing, Role of Application Service Providers (ASP), Role of Incubators for e-Business Ideas.
Papers that potentially contribute to theory, based on real-world organizational experiences in a "global context" are specially encouraged. The goal of the Journal of Technology Cases and Applications (JITCA) is to publish high quality relevant research articles that provide practical ideas and guidelines for business and IT practitioners, while preserving the rigor necessary to develop and/or validate theory.
