The use of computers and the Internet has successfully enabled the educational institutions to provide educational services based on new educational paradigms and facilitate the access to educational resources. With the recent developments in the mobile devices and the development of Web Service Standards, further possibilities are emerging to provide next generation learning services via mobile devices. A new business model is arising that moves from "systems" business logic to "services" business logic and provides total solutions for access and interaction. This phenomenon has created various challenges and opportunities in terms of adaptivity in access, customization and personalization. New architectures and techniques should be developed in order to take full advantage of the potential of this new infrastructure. The aim of this special issue is to explore topics related with the new opportunities, paradigms and technologies for adaptivity in web and mobile learning services. We aim at a balanced composition of conceptual, technological and system evaluation work.
