'Information Technology in Emerging and Transition Economies'
(part of the 'Global, International, and Cultural Issues in IS' track)

A considerable body of literature exists regarding the adoption of information technology (IT) in developed economies. However, different challenges exist for developing economies that warrant a dedicated line of research. A broad group of developing countries, with low to middle income per capita, are actively dedicated to economic development and substantial reforms in order to advance their emerging economies from the developing to the developed status. Transition economies are the particular case of emerging economies comprising the countries of the former eastern bloc and the countries that resulted from the breakup of the Soviet Union, which within the last two decades have abandoned communist style central planning systems for free markets. Overall, developing economies play an increasingly important role in the global economy, with IT being a crucial driving force in this process. The objective of this mini-track is to encourage more research in this topic by providing a forum for interested authors to disseminate their research, compare results, and exchange ideas.
Topics of interest include, but are not limited to: • Critical success factors, risks, and barriers for IT adoption in developing economies • IT management and governance issues in developing economies • Cultural, economical, and social contexts/factors influencing IT in developing economies • IT investment evaluation in developing economies • Country specific case studies, with specific reference to the social and business conditions prevalent in developing economies • The role of IT in developing economies in global supply chains • IT off-shoring/outsourcing into developing economies • E-government and e-democracy in developing economies
