Minitrack: Information Technology in Transition Economies

Track: ICTs in Global Development (sponsored by SIGGlobDev)

A considerable body of literature exists regarding the adoption of ICT in developed economies. However, different challenges exist for emerging and transition economies that warrant a dedicated line of research. Emerging economies are those of countries with low to middle per capita income that are actively dedicated to economic development and substantial reforms in order to advance from the developing to the developed status. Transition economies are the particular case of the countries of the former eastern bloc and the countries that resulted from the breakup of the Soviet Bloc, which within the last two decades have abandoned communist style central planning systems for free markets [1]. The fast growing transition economies play an increasingly important role in the global economy, with information technology (IT) being a crucial driving force in this process. The objective of this mini-track is to encourage more research in this topic by providing a forum for intereste d authors to disseminate their research, compare results, and exchange ideas. Possible topics of interest include but are not limited to:

- IT management issues that are unique in some ways to transition economies, such as national computerization policies and the role of transnational corporations, regional and international cooperation and self-sufficiency in IT - Cultural, economical and social contexts/factors influencing IT management in transition economies - Social awareness of computers and computer literacy, including culturally adapted IT in transition economies - IT investment evaluation in transition economies - Cost/Benefit analysis of IT in transition economies - IT productivity studies at the country, industry or firm level, with specific reference to the social and business conditions prevalent in transition economies - Assessment of IT success in transition economies - Comparative cross-country research, comparing IT in transition (or emerging) and developed economies - Country specific case studies, with specific reference to the social and business conditions prevalent in transition economies - Global supply chain management and its contribution to transition economies - IT off-shoring/outsourcing into transition economies - International IT project management, with specific reference to the social and business conditions in transition economies - E-commerce effect on transition economies - E-government and e-democracy in transition economies - Digital divide in transition economies - Studies on IT/IS adoption and use at the country, industry or firm level in transition economies - Motivations and justifications for IT adoption in transition economies - Risk factors, barriers and impediments to IT adoption in transition economies - Critical success/failure factors for IT adoption in transition economies - IT governance in transition economies - IT Service Management (ITSM) in transition economies
