GUEST EDITORIAL PREFACE
Driving into the Cloud: Reflections on Importance of a Blended Learning Approach
Paul Cooper, SMS, Australia
Matthew Hodgson, SMS, Australia
The authors view that a blended learning approach can be helpful whenever new systems are required to be deployed, an
approach called operational learning and change. The essence is to take a benefits realization approach to systems usage,
taking into account how each group of users, whether internal or external, is expected to use the system, and then design
the most effective learning tools and process change paths to maximize system effectiveness. Ultimately, while there is a
crave standardization within the enterprise for simplicity of management processes and practices, a one-size-fits-all
approach does not fit all. Learning approaches, therefore, must reflect the variety of the environment, the needs of
staff, and the richness and unique customization of the systems and tools themselves. The diversity of the Web environment
must be taken into account as well. In the end, the ultimate challenge is to mirror the diversity of the deployed
environment with appropriate learning tools to help simplify access to and manipulation of the Web resources.

INTRODUCTION
Welcome From the Editors
Jana Polgar, Editor-in-Chief, IJWP
Greg Adamson, Editor-in-Chief, IJWP
The fields of Web portals and service-oriented architecture generally today face two challenges: the impact of the
international economic situation on enterprise appetite for new technology investment and the debate on whether SOA will
meet its promise or has been oversold by its advocates. Contributions in this and our previous two issues have already begun
to address these issues. With the third issue of the International Journal of Web Portals, readers can begin to form an
opinion on these questions.

PAPER ONE
Service Oriented Architecture Conceptual Landscape PART I
Ed Young, Victoria University, Australia
Contemporary architectural approach is for an orchestrated, agnostic, federated enterprise through the adoption of
loosely-coupled open service interfaces. The service-oriented architecture (SOA) paradigm unifies disparate, heterogeneous
technologies. It resurrects legacy technology silos with a service face-lift while maintaining their autonomy. Somewhat in
its infancy as standards and methodologies are evaluated and adopted, the differences between theory and praxis of SOA
remain to be fully determined, predominately due to the size and complexity of the conundrum it addresses.

PAPER TWO
Service Oriented Architecture Conceptual Landscape PART II
Ed Young, Victoria University, Australia
This article draws extensively on published research in the past two years and supporting sources germane to current SOA
issues in collation to describe a conceptual landscape of current, prominent SOA concerns. Part I addressed how SOA is
defined, its characteristics, evolution, motivation, and approach (Young, 2009). Part II concentrates on the technology of
SOA particularly, semantics, representational state transfer (REST), object orientation (OO) and, operations and quality
aspects.

PAPER THREE
WebSphere Portal 6.1: An Agile Development Approach
Thomas Stober, IBM Germany Research and Development, Germany
Uwe Hansmann, IBM Germany Research and Development, Germany
IBMs Portal technology continues to evolve as a powerful infrastructure for integrating the IT landscape by presenting it
as a consolidated view to the user community. The new capabilities of WebSphere Portal 6.1 are the outcome of a world-wide
development team, which focused on this release for the past 2 years. During that time, major architectural enhancements
have been introduced and a significant amount of code was written. In this article, the authors describe how developers and
testers have adopted agile principles to collaborate across the globe. This article discusses in detail aspects like an
iterative approach, test driven development, budget-based prioritization, and cross-organization teaming. The authors will
also cover how tiger teams interact with customers by making early code drops available and responding to feedback.

PAPER FOUR
Conceptual Business Service: An Architectural Approach for Building a Business Service Portfolio
Ben Clohesy, SystemicLogic Research Institute, Australia
Alan Frye, ANZ Enterprise Integration Strategy Planning & Architecture, Australia
Robert Redpath, SystemicLogic Research Institute, Australia
Service-oriented architecture (SOA) is gaining acceptance, offering advantages including closer alignment of IT systems with
business. Ideally, within large enterprises, capabilities would be used by solutions from a number of business units while
matching the detailed requirements of each; this level of interoperability is difficult to achieve. While much of the
current activity focuses on technical interoperability, the authors propose that the focus shift to business
interoperability as the key consideration to bring clarity to the engineering aspects of technical interoperability. This
article presents a model-driven architectural approach that views an organizations business processes as structured assets
requiring formalization. In addition, the authors also offers a new concept, the conceptual business service (CBS), which
provides abstraction through modeling and promotes building a portfolio of navigable business services at the appropriate
level of abstraction and granularity. Lastly, a method for specifying a CBS is outlined using reference domain meta-data
allowing easier service solution recognition among other benefits.

PAPER FIVE
Case Study: SOA Implementation Challenges for Medium Sized Corporations
Brenton Worley, Intunity Pty Ltd., Australia
Greg Adamson, University of Melbourne, Australia
In the commercial world, SOA implementation practitioners are finding a gulf between tools, whether vendor-based or open
source. Future-facing tool developers are addressing problems of orchestration to achieve the SOA promise. Most
corporations, however, have not yet established either the services to be abstracted or the governance requirements around
exposing those services, such as the right level of service granularity. This case study is based on recent experience in
the utility and retail sectors. The drivers for each are compelling: a business-driven need for IT flexibility. The authors
provide examples to show that customers in both sectors need to develop their architecture and governance before attempting
to choose the right tools and examine the challenge of agile approach for SOA development.

Mission of IJWP:
The International Journal of Web Portals (IJWP) focuses on enterprise integration strategy that deals with the exchange of
messages as the basic component of the solution architecture enabling the integration of people, information, applications
and business processes. Portals are expected to care more about the infrastructure services they consume, which is a key
architectural difference between the past and the future generations of portals and represent the paradigm shift in
enterprise integration strategy. This paradigm shift focuses on identifying core integration components, assets, enterprise
portals and encourages the reuse and refinement of these assets for integration projects. However, these topics are rarely
discussed among the practitioners or in the international journals without primarily encouraging use of the solutions from
particular vendors. It is important to establish a sounding board (international journal) which provides readers with an
independent view of models for enterprise integration strategies, vendor independent tool sets, and the experience with the
development of strategic solutions carried out within the context and rules of the enterprise's integration architecture.
The readers are expected to benefit from having access to the latest practical solutions, as well as research papers in the
field of integration approaches, the review of tools which can effectively and proactively support integration objectives
across the enterprise.
Coverage of IJWP:
