Dear Sir/Madam,
We would like to take the opportunity to inform you about the Fourth International Symposium on TOOLS AND METHODS OF COMPETITIVE ENGINEERING (TMCE 2002), to be held in Wuhan, China, April 22 - 26, 2002, which is now soliciting technical papers for consideration in the sessions and in the Proceedings. Prospective authors are encouraged to submit original papers related to issues such as:

PREPARATION OF TECHNICAL PAPERS
The paper(s) submitted for review are supposed to deal with one of the topics listed on the registration slip of this Circular, or with an emerging topic of knowledge-intensive competitive engineering. The expected maximal length of the full papers is 10-14 (even number of) pages (in 11 points Times New Roman). Shorter papers will therefore be considered only if the topic is otherwise fully explained. Longer papers have to encounter excess page fee.
FORMATTING OF TECHNICAL PAPERS
Please refer to the Guide for TMCE Authors, which can be easily downloaded from the TMCE 2002 web-site. Whichever desk top publishing system you use, format your paper according to the template and submit it either as a Microsoft .DOC or as an Adobe PDF file. Following the peer review of the submitted papers, the formatting instructions will be sent to all authors whose papers will be accepted for publication in the Proceedings of the TMCE 2002 Symposium.
REVIEW OF TECHNICAL PAPERS
Only papers not previously published will be accepted for reviewing by three members of the International Paper Review Panel. The members of the Program Committee will make the final decision about the inclusion in the Program and the Proceedings. The referees' comments will be sent to the first author, or the indicated corresponding author. No paper will be included in the Proceedings without registration for and oral presentation at the Symposium.
