How is : IS used to improve the quality of (everyday) health care provision on the : one hand and the development of treatments on the other? : : PAPERS are expected in the following areas which represent different : players' perspectives: : IS AND THE CHANGING MARKET PLACE FOR HEALTH CARE: DEREGULATION, : INTERNATIONAL HARMONIZATION, EMERGING GOVERNANCE SYSTEMS AND COMPETITION : Two forces are driving changes in the industry: : * Market : The diffusion of market mechanisms, controls and a stronger influence of : economic benchmarks are increasingly shaping the development of the : industry. In Europe, deregulation, the single market and increasing : harmonization are affecting a hitherto fragmented industry, with huge : regional and national differences. New (electronic) markets for medical : products might emerge. Mail order and over the counter sales are likely to : increase throughout Europe. : On a different level, roles and linkages among the players in the industry : are changing, e.g. focus strategy in hospitals, outsourcing of warehousing : and logistics etc. (for a theoretical framework see Kambil 1992). : * Information technology : The leverage of Internet and Intranet technology, i.e. standardized, : cost-efficient information management and communication oriented technology, : is driving the diffusion of IS in the healthcare sector. Furthermore, : document orientation and progress in related standardization, such as SGML, : XML, EDIFACT, HTML and DOM, are facilitating innovative in healthcare IS. : CLINICAL DECISION SUPPORT SYSTEMS: INFORMATION TOOLS FOR DRUG DEVELOPMENT, : MARKETING AND APPLICATION. : Information management improves the efficiency throughout the pharmaceutical : life cycle: drug development, retrieval and allocation of information, : logistical coordination, patient oriented accounting, shelf-life management. : The representation of pharmaceutical information and expert knowledge in : Decision Support Systems is likely to change the roles of pharmacists, : medical doctors and patients. : INFORMATION AND KNOWLEDGE MANAGEMENT FOR THE MEDICAL STAFF : Information overload and the simultaneous lack of specific information is : characteristics for the situation of medical staff. IS, in particular : distributed hypermedia systems, are portrayed as a likely remedy. Properly : designed and implemented, they can combine the built-up of huge, decentrally : maintained, data collections and customized profiles and link collections : for the individual knowledge management (cf. the vision of Vannevar Bush : 1948). : PATIENT RECORDS: STANDARDIZATION, DATA PROTECTION, MEDIA AND COMMUNICATION : INFRASTRUCTURES : A comprehensive documentation of individual patients records is a : prerequisite for efficiency improvements in a fragmented medical value : chain. Moreover it is crucial in case of emergencies to have access to the : patient record.
