But beyond that, this time we ALSO invite papers about a trusted and adaptive Web: top-down by policy-guided behavior and bottom-up by self-organized movements.

The workshop invites papers about two approaches to a trusted and adaptive Web: top-down by policy-guided behavior and bottom-up by self-organized movements. We invite especially for a debate about a top-down approach by policies versus a bottom-up approach by self-organization.
I would like to encourage you to contribute to the Virtual Goods and ODRL Workshop 2013. This year it is held in the beautiful city of Koblenz, Germany, Sep 19-21. The call for paper is available fromhttp://www.virtualgoods.org/2013/cfp.html
