The annual international IFIP Electronic Government (EGOV) conference is
the European core conference in the domain of ICT in the public sector.
Each year, scholars from all over the globe present the state of the art
and most recent innovations in e-government, e-governance and related
fields of study. The IFIP conference is organized by the IFIP Working
Group 8.5 on information systems in the public sector. Since its
beginnings in 2001, the EGOV conference has provided important guidance
for research and development in this fast-moving domain of study.
The IFIP e-government conference brings together leading researchers and
professionals from across the globe and from a number of disciplines.
Together with ePart, the sister conference on electronic participation,
the IFIP EGOV and ePart conferences have attracted around 150
participants on average per year from all continents including
developing countries.
E-government research demonstrates its relevance to practice and,
consequently, influences and shapes government strategies and
implementations. Conversely, e-government practice also inspires
e-government research. A wide range of topics has received scholarly
attention. In recent years, the assessment and evaluation of
e-government projects, the foundations of e-government as a research
discipline, integration and interoperation in government,
transformation, organizational change, citizens at the center, open
data, adoption and diffusion, open government, and the role of
information and communication technology for development rank among
leading topics in IFIP EGOV’s papers, workshops and panels.
For the 12th IFIP e-government conference we seek contributions that
include but are not limited to (see a more comprehensive list on the web
page of the conference):
• Foundations of e-government, open government and e-governance
research, including theories, methods and frameworks for public sector
modernization via ICT support
• Open innovation, innovation management, transformation and change
management, and complexity management in shaping public sector
advancements as well as future directions in research and practice
• Design approaches for ICT solutions in the public sector, including
stakeholder engagement, citizen co-creation and crowd sourcing
• Contemporary research on pertinent issues of ICT in the public sector
such as transformative government, lean government, big data, cloud
computing, open government data, participative governance, policy
modeling and simulation, digital divide, universal and mobile access,
trust, security, identity, interoperability, social media, web 3.0, etc.
• ICT usage, acceptance, measurement, benchmarking, benefit management
and performance of technology-supported public sector activities
• Legal compliance, legal shaping and legal impact of innovative
government services provision
• Particular domains of study in e-government and e-governance such as
emergency and disaster response management, law enforcement, compliance
and criminal justice
• Retaining public sector experiences, developing countries
• Education, human resources, training courses, and curricula
The IFIP e-government conference 2013 hosts five distinct formats of
contributions:
• Completed research papers (max 12 pages, published in Springer LNCS)
• Ongoing research and innovative projects (max 8 pages, published in
Proceedings of German Society of Informatics (GI) series LNI – Lecture
Notes in Informatics)
• Posters (max 2 pages in GI LNI format), to be exposed along the
welcome reception on Tuesday evening
• Workshops and panels on pertinent issues, short abstracts (1-2 pages)
to be included in the GI LNI proceedings
• PhD colloquium submission – in cooperation with eGovPoliNet
These formats encourage both, scientific rigor and discussions of state
of the art, as well as innovative research approaches, work in progress,
and studies of practical e-government or e-governance projects along
with papers on system implementations. Prior to the conference (Sunday
September 15), a PhD student colloquium will be held providing doctoral
students with an international forum guided by senior scholars for
presenting their work, networking opportunities and cross-disciplinary
inspiration. This year’s colloquium will be supported by eGovPoliNet
(www.policy-community.eu) and, besides the traditional topics, will also
encourage PhD thesis projects in ICT for governance and public policy
development.

The IFIP e-government conference will be co-located with IFIP ePart, the
fifth International Conference on electronic participation (IFIP ePart),
which will be dedicated to topics on e-participation and e-democracy.
IFIP ePart will take place slightly overlapping with the IFIP
e-government conference at the same venue. Participants registering for
one conference can also attend the other conference.
