Minitrack: Open source and standards in electronic government
National governments increasingly promote the adoption of open standards
and source software (OS) in their system integration efforts, development
activities and procurement policies. OS is more and more appealing to
public managers and politicians and a number of countries have started
adopting OS for a wide variety of motives, including security,
accessibility and cost reduction. Current policies and architectures are
moving towards combining open source with proprietary code/components.
These trends present two sets of problems: integration and development.
The integration problem arises as open and proprietary components are
developed to adhere to different standards, and sourced and customized
differently. The development problem focuses upon the continuous
development and supply of new OS components to meet the increasing demands
of electronic services. Open sourcing electronic government requires
creating and managing a diverse ecosystem across different institutions
including private, public and third sectors, and across different levels
of businesses, processes and operations and sounds policies supporting
this. This minitrack solicits papers covering all aspects of OS, ranging
from technology, organization to policy-making.
