objective of the workshop is to provide

simultaneously submitted to another journal or conference. The following
paper
categories are welcome:l Completed research manuscripts (Full
papers) should have completed analyses, documentation of results, and
discussion of implications. Completed research manuscripts are usually
close to
journal submissions, but shorter. Authors of accepted papers in this
category
will present their study in one of the oral presentation sessions.l
Research-in-progress manuscripts (Posters)
report research that is promising but incomplete. They are usually at the
theorizing or analysis stage. Consequently, they generally include either no
data analysis (for studies at the theorizing stage) or preliminary data
analysis (for studies at the analysis stage). Authors of accepted papers in
this category will need to prepare and bring poster-size presentations (in
Large Type format) for discussion at an interactive session. Guidelines for
poster presentation will be announced after the notification of paper

Aims and Scope
With the development and spread of AI techniques, ensuring the adherence of
AI's behavior to legal and ethical principles has become a major subject.
General fear of the unintended effects of AI systems, by its actions and its
use of personal data, has led to a strong demand for trustworthy AI. This is
a central concern that has become prominent both in public opinion and
policy maker's agenda. The EU High-Level Expert Group on AI, convened by the
European Commission in 2018, published a report on “Ethics Guidelines for
Trustworthy AI” says that AI systems should be:
* lawful, complying with all applicable laws and regulations
* ethical, ensuring adherence to ethical principles and values
The purpose of this workshop is to bring researchers together to present
approaches to tackling legal/ethical AI compliance problems including the
relationship between compliance and standards, legislation and regulation
and to discuss selected challenges arising from AI compliance. We also
solicit use cases related with AI compliance problems to create a basis to
investigate common problems for future collaboration.

Submissions
We welcome and encourage the submission of high quality, original papers,
which are not simultaneously submitted for publication elsewhere.
However, we also receive published paper only for presentation. If it is the
case, please indicate this and a link information of your paper at the front
page of the paper. Please note that we only put the link to the paper in the
proceedings (not the content).
We have three categories for submissions; full paper (10-14 pages), short
paper (5-9 pages) and already published papers (10-14 pages, just used for
review).
Papers should be written in English, formatted according to the Springer
Verlag LNCS style in a pdf form, which can be obtained from
http://www.springeronline.com/ and not exceed 14 pages including figures,
references, etc. Please submit the paper in a pdf form. If you use a word
file, please follow the instruction of the format, and then convert it into
a pdf form and submit it at the paper submission page.

Accepted papers will be published in the online proceedings at the homepage
of WAICOM 2022.
If a paper is accepted, at least one author of the paper must register the

Without fulfilling this condition, the paper will not be in the proceedings.
Post Proceedings
We are now negotiating with some publishers for a post-proceedings. If we
decide to publish a post-proceedings, the authors of papers presented at the
workshop will be asked to extend their contributions with at least 30 %
increase of the content to avoid self-plagiarism and we will select papers
with another round of refereeing.

Data Centers - On-Premises, Edge, Cloud or Hybrid types-, have become
the ICT infrastructure backbone that permits the delivery of thousands
of IT services every day in the modern business world (Patterson, 2008;
Kant, 2009; Wu & Buyya, 2015; Marx-Gómez et al., 2017; Satyanarayanan,
2017; Senyo et al., 2018; Hughes et al., 2021). All types of
organization sectors like finance, banking, telecom, transport,
delivery, retail, e-commerce, healthcare, energy, education, military,
manufacturing, news, and entertainment, as well governmental settings,
with millions of organizations and end-users rely on IT services
delivered from Data Centers (Knowledge Sourcing Intelligence LLP, 2020).
However, outages, breakdowns, and IT service incidents caused by IT
management or IT engineering issues in Data Centers are frequently
reported (Totaluptime, 2020; CRN, 2020). Consequently, to anticipate and
cope with IT service disruptions, in the last decade, practically most
of the large- and medium-sized global business corporations have
implemented some of the several available plan-driven (i.e.
rigor-oriented) IT Service Management (ITSM) frameworks and standards,
such as ITIL v2011 (itSMF UK & Agutter, 2012), CMMI-SVC v1.3 (Software
Engineering Institute, 2010), and the ISO/IEC 20000:2005 standard
(ISO/IEC 2005a, 2005b, 2010), to manage the governing, planning, design,
deployment, operation, and improvement of IT services (Mora et al.,
2014; 2015). Multiple organizational benefits such as improvements in
the service quality, customer satisfaction, reduction of IT downtime, IT
staff morale, and financial contribution metrics have been also reported
for the utilization of ITSM frameworks and standards (Marrone & Kolbe,
2011; Marrone et al., 2014).
Nowadays, the demand for business services agility supported by IT
services has produced the recent emergence of agile, lightweight, and/or
lean ITSM frameworks and standards (Lean IT Association, 2015; FitSM,
2016; Verlaine, 2017; Agutter et al., 2017; ISO/IEC/IEEE 2018a; 2018b;
TSO, 2019; Galup et al., 2020; Mora et al., 2021). However, given the
novelty of these agile, lightweight, and/or lean ITSM frameworks and
standards, and the scarcity of conceptual and empirical studies on them,
there is a lack of informative references on the applicability,
benefits, and limitations of using agile, lightweight, and lean ITSM
frameworks and standards for the ITSM practitioners and scholars as well
as a distinct knowledge gap for the global business organizations
interested in the utilization of them for managing IT services with an
agile approach.
Consequently, this special issue pursues to advance rigorous and
relevant scientific knowledge related to agile IT Services practices
applied for IT services released in Data Centers – any type of
On-Premises, Edge, Cloud or Hybrid-. This special issue aims to help IT
Services designers to plan, analyze, design, assembly, deploy, operate,
improve, and retire IT services delivered at Data Centers using agile
practices.
Topics of interest for the special issue include but are not limited to
the following ones:
* Conceptual studies on the agile, lightweight, and/or lean IT service
management and engineering practices
* Conceptual comparative studies between rigor-oriented and agile,
lightweight, and lean IT service management and engineering practices
* Statistical survey studies on the implementation of the agile,
lightweight, and/or lean IT service management and engineering practices
* Case studies on the implementation of the agile, lightweight, and/or
lean IT service management and engineering practices
* Simulation studies – system dynamics, discrete event, agent-based or
hybrid- on managerial features of the agile, lightweight, and/or lean IT
service management and engineering practices
* Design research studies on specific managerial features of the agile,
lightweight, and/or lean IT service management and engineering practices
* Experimental studies on specific managerial features of the agile,

* Surveys of ICT tools and platforms for agile, lightweight, and/or lean

* Studies on agile IT service managerial implications – economic impacts
and costs, organizational benefits and risks, implementation
facilitators and inhibitors – of the agile, lightweight, and/or lean IT
service management and engineering practices
Hence, due to the recent emergence of agile ITSM approaches and the high
relevance of IT services released in Data Centers -any type-, and the
strong pressure for business agility, we require high-quality research
papers using any appropriate research method to study the problems
related to the theme of this special issue, such as statistical survey,
simulation, case study, experiments, design research, or conceptual study.

The WorldCist'23 - 11st World Conference on Information Systems and
Technologies, to be held in Pisa, Italy, 4 - 6 April 2023, is a global
forum for researchers and practitioners to present and discuss the most
recent innovations, trends, results, experiences and concerns in the
several perspectives of Information Systems and Technologies.
We are pleased to invite you to submit your papers to WorldCist'23. All
submissions will be reviewed on the basis of relevance, originality,
importance and clarity.

Submitted papers should be related with one or more of the main themes
proposed for the Conference:

Types of Submissions and Decisions
Four types of papers can be submitted:
Full paper: Finished or consolidated R&D works, to be included in one of
the Conference themes. These papers are assigned a 10-page limit.
Short paper: Ongoing works with relevant preliminary results, open to
discussion. These papers are assigned a 7-page limit.
Poster paper: Initial work with relevant ideas, open to discussion.
These papers are assigned to a 4-page limit.
Company paper: Companies' papers that show practical experience, R & D,
tools, etc., focused on some topics of the conference. These papers are
assigned to a 4-page limit.
Submitted papers must comply with the format of Advances in Intelligent
Systems and Computing Series (see Instructions for Authors at Springer
Website) <https://mkt.saisti.eu/got/3227-71ce2OOTe5rX>, be written in
English, must not have been published before, not be under review for
any other conference or publication and not include any information
leading to the authors’ identification. Therefore, the authors’ names,
affiliations and bibliographic references should not be included in the
version for evaluation by the Program Committee. This information should
only be included in the camera-ready version, saved in Word or Latex
format and also in PDF format. These files must be accompanied by the
Consent to Publish form filled out, in a ZIP file, and uploaded at the
conference management system.
All papers will be subjected to a “double-blind review” by at least two
members of the Program Committee.
Based on Program Committee evaluation, a paper can be rejected or
accepted by the Conference Chairs. In the later case, it can be accepted
as the type originally submitted or as another type. Thus, full papers
can be accepted as short papers or poster papers only. Similarly, short
papers can be accepted as poster papers only.
Poster papers and Company papers are not published in the Conference
Proceedings, being only presented and discussed. The authors of accepted
poster papers should build and print a poster to be exhibited during the
Conference. This poster must follow an A1 or A2 vertical format. The
Conference includes Work Sessions where these posters are presented and
orally discussed, with a 7 minute limit per poster.
The authors of accepted Full papers will have 15 minutes to present
their work in a Conference Work Session; approximately 5 minutes of
discussion will follow each presentation. The authors of accepted Short
papers and Company papers will have 11 minutes to present their work in
a Conference Work Session; approximately 4 minutes of discussion will
follow each presentation.
Publication and Indexing
To ensure that a full paper or short paper is published and presented,
poster paper or company paper is presented, at least one of the authors
must be fully registered by the 4th of January 2024, and the paper must
comply with the suggested layout and page-limit. Additionally, all
recommended changes must be addressed by the authors before they submit
the camera-ready version.
No more than one paper per registration will be published. An extra fee
must be paid for publication of additional papers, with a maximum of one
additional paper per registration. One registration permits only the
participation of one author in the conference.
Full and Short papers will be published in Proceedings by Springer, in
several books of of the Lecture Notes in Networks and Systems series.
Poster and company papers will not be published, just presented in the
conference.
Published Full and Short papers will be submitted for indexation by WoS,
SCOPUS, DBLP and Google Scholar, among others, and will be available in
the SpringerLink Digital Library.
The authors of the best selected papers will be invited to extend them
for publication in international journals indexed by WoS/SCI, SCOPUS and
DBLP, among others, such as:

Digital Transformation of the Public Sector
Digital transformation, increasingly recognized as central to the
efforts of government leaders to meet their obligations to society, is
the use of digital technologies to innovate and change how organizations
create value and prepare for the future.
According to
Gartner<https://www.gartner.com/en/topics/digital-government>, while
digital optimization focuses on using data to improve current
operations, digital transformation is set to change the shape of
government operations through a process of destruction, reinvention and
creation.
Deloitte<https://www2.deloitte.com/global/en/pages/public-sector/articles/digital-go…>
recently conducted a survey of 1,200 government officials from 70
countries and found that three-fourths of respondents said that digital
technologies were disrupting government operations, and nearly all of
them characterized the impact as significant.
There are numerous examples of digital transformation in the public
sector. For example, Rhode Island modernized its unemployment insurance
(UI) contact center by migrating to the cloud to deal with a surge in
calls related to claims. Within 10 days, Rhode Island went from handling
75 concurrent calls to over 2000. Similarly, Brookings recently
published a series of
articles<https://www.brookings.edu/blog/techtank/2021/05/13/analyzing-artificial-int…>
on country-level AI planning and found evidence that different countries
are robustly (but differently) pursuing AI at the national level.
Interestingly, there is even some early-stage experimentation efforts
happening with emerging digital platforms, such as the Metaverse. These
efforts span all level of government from the federal to state and to local.
National and international efforts on Smart Cities allow government to
be hyper-responsive to activities within the city, but also create
ethical and oversight issues. From body cameras and their use within law
enforcement to augmented reality for recruiting and training, there are
multiple innovations that impact the way citizens and organisations
interact. There is also a growing interest in digital sustainability and
resilience efforts in the public sector.
Digital transformation in government is still in its early stages, and
thus far, progress has been slow. Only a small percentage of governments
believe that they have successfully executed digital transformation.
Further, these efforts are being carried out at a time when many
governments do not believe they fully understand the policy, management
and technology strategies required to respond appropriately to digital
trends.
Thus, the focus of this special issue is on the strategic facets of
digital transformation in the public sector, including:
* How do public agencies design, evaluate and implement digital
transformation strategies?
* What are the strategizing processes that government uses when
confronting digital transformation?
* How do public agencies scan their environments for opportunities when
it comes to digital technologies and how do they evaluate these
opportunities?
* How does strategy lead to the design of digital transformation
projects and how do the outcomes of these impact the digital strategy of
the agencies?
* What are the omnichannel strategies that provide a consistent
experience for the constituent?
* When and how do public agencies look to external stakeholders (e.g.,
consultants, think-tanks, and even academia) for knowledge,
capabilities, and solutions for digital transformation?
* Within government, who are the key stakeholders driving (or limiting)
digital transformation and how can this be harnessed or overcome?
* What explains constituent acceptance or rejection of digital
transformation initiatives?
* How do mega-scale (large-scale) digital transformation projects in the
public sector work?
* What leadership characteristics are necessary in senior IS leadership
for transformational projects?
* Do maturity models exist for digital transformation and how effective
are they?
* How does the implementation of digital transformation strategies
differ from traditional implementations?
* How can the costs, benefits and risks of digital transformation be
calculated and rationalized?
We welcome both conceptual and empirical papers. We are agnostic when it
comes to methodological stance taken so long as it is executed
rigorously. Papers should clearly identify the strategic element that is
being addressed.

Lemuria Carter is a Professor in the School of Information Systems and
Technology Management at the University of New South Wales. Her research
interests include technology adoption, digital government and privacy.
She has published in several top-tier journals including the Journal of
Strategic Information Systems, Journal of the Association for
Information Systems, European Journal of Information Systems,
Information Systems Journal and Decision Support Systems. Dr. Carter’s
initial study on e-government adoption published in Information Systems
Journal (ISJ) in 2005 is one of the most cited papers in the discipline,
with more than 2,500 Google Scholar citations. She currently serves as
an e-government track for the Americas Conference on Information Systems
and mini-track chair for AI in Government at the Hawaii International
Conference on System Sciences. Her research has been funded by the
Institute for Homeland Security Solutions and the Southeastern
Transportation Institute in the United States.

Kevin C. Desouza is a Professor of Business, Technology and Strategy in
the School of Management at the QUT Business School at the Queensland
University of Technology. He is a Nonresident Senior Fellow in the
Governance Studies Program at the Brookings Institution. He formerly
held tenured faculty posts at Arizona State University, Virginia Tech
and the University of Washington and has held visiting appointments at
the London School of Economics and Political Science, Università
Bocconi, Shanghai Jiao Tong University, the University of the
Witwatersrand, and the University of Ljubljana. Desouza has authored,
co-authored, and/or edited nine books. He has published more than 150
articles in journals across a range of disciplines including information

Gregory S. Dawson is Clinical Professor in the School of Accountancy in
the W. P. Carey School of Business at Arizona State University. He
teaches accounting analytics in the graduate and undergraduate platforms
and has won teaching awards in several different programs. His research
explores the legal, social, technical and public policy ramifications of
the adoption of artificial intelligence in the public and private sector
and he has been widely published in both academic and practitioner
journals. He recently completed a series of articles on national
artificial intelligence strategy documents, which was published in
Brookings. His Ph.D. is from the University of Georgia and he has been
at ASU since 2008. Prior to becoming an academic, he was a Partner in
the Advisory Practice at PricewaterhouseCoopers (PwC) in Washington,
D.C. and Sacramento, California and was a Director at Gartner
Consulting. He actively consults with public sector organizations
throughout the world on various technology topics.

Theresa A. Pardo, Ph.D. serves as Associate Vice President for Research
and Economic Development and Special Assistant to the President at the
University at Albany, State University of New York. She also serves as a
Senior Fellow at the Center for Technology in Government (CTG UAlbany),
as a Full Research Professor in Public Administration and Policy,
Rockefeller College and an Affiliate Faculty in Information Science,
College of Emergency Response, Homeland Security and Cybersecurity. Dr.
Pardo is a Fellow of the National Academy of Public Administration, a
past president of the Digital Government Society and a founding member
of the Smart Cities, Smart Government Research and Practice Consortium.
Dr. Pardo has over 250 publications and is ranked among the top scholars
in her field in terms citations to her published work. In 2018 and 2019
she was named a Top 100 Influencer in Digital Government globally. She
is a recipient of the Digital Government Society’s Distinguished Service
Award, the University at Albany’s Distinguished Alumni Award and the
University at Albany’s Excellence in Teaching Award. Dr. Pardo holds a
doctorate in Information Science from the University at Albany, SUNY.

SCOPE AND TOPICS

The ACM/SPEC International Conference on Performance Engineering (ICPE) is
the leading international forum for presenting and discussing novel
ideas, innovations, trends, and experiences in the field of performance
engineering.
Performance, energy efficiency, and reliability are becoming central to
the acceptance and sustainability of modern computing systems.
Digitalization brings computing technology closer to people and manages
most aspects of their life. In turn, human interaction increasingly
shapes the behavior of computing systems. As a result, our systems
become more complex and, therefore, more difficult to engineer and
understand. We need to be able to manage this complexity so that our
systems remain reliable, trustable, and performant.
ICPE brings together researchers and practitioners to report on open
problems, state-of-the-art solutions, and in-progress research in
performance engineering of software and systems - targeting performance
and associated quality attributes such as efficiency and reliability in
all phases of the computing system lifecycle, from specification and
development to run time and maintenance.
ICPE deals with performance and associated quality attributes across all
application domains. We encourage contributions that help extend the
state-of-the-art in particular, but not exclusively, in the following areas:
• Measurement and Empirical Evaluation
• Modeling
• Design and Development Processes
• Managing Systems at Runtime
• Platform-Related Optimizations
• Benchmarking
ICPE caters to a wide range of submission types with five distinct
submission tracks:

The 11th International Conference on Communities and Technologies (C&T)
Humanization of Digital Technologies
Call for Participation
May 29 - June 02, 2023 Lahti, Finland
The biennial Communities and Technologies (C&T) conference is the
premier international forum for stimulating scholarly debate and
disseminating research on the complex connections between communities –
in their multiple forms – and information and communication technologies.
C&T 2023 welcomes participation from researchers, designers, educators,
industry, and students from the many disciplines and perspectives
bearing on the interaction between community and technology, including
architecture, arts, business, design, economics, education, engineering,
ergonomics, informatics, information technology, geography, health,
humanities, law, media and communication studies, and social sciences.
In the light of the conference theme "Humanization of Digital
Technologies" topics appropriate for submission to this conference are
myriad. They may emerge from a variety of relevant perspectives
including philosophy, social sciences, design, business, art, the
humanities, etc. Examples of some of the vibrant areas of communities
and technology research include, but are not limited to:
· Domains such as learning/education, health, cultural heritage; crises
and natural disasters; environmental degradation, economics, and climate
change;
· Diverse communities and their relationships to technology; urban and
rural, migrants, refugees, indigenous peoples, LGBTQ+, activists and
social movements, low-income communities, alt-right, and hate groups;
the developing world and non-Western societies; professional
communities, communities of practice, research communities, cultural
sensitivity;
· Bottom-up movements, grassroots developments, civic activism,
community engagement, participatory publics, communities and innovation;
ethics, power, and social justice issues;
· Human-centred design, participatory design, living labs,
social-embedded design and research, critical and future-oriented design
approaches, more-than human, arts-based design, empowerment;
· Human values and needs, agency, inclusion, psychological safety, human
well-being, postdigitalism,
· Crowdfunding, collective and civic intelligence, community learning,
early warning systems, collective awareness, collaborative awareness
platforms; social cognition; community emotion; happiness; historical
memory;
· Community-owned and operated technology, peer production and the
commons, DIY and maker communities (makerspaces, fablabs, crafters);
community agriculture;
· Online and offline communities, urban and rural communities; urban
technologies; urban informatics; urban interaction design;
cross-community work; new forms of communities;
· Community memory, archives, and knowledge; resilience; smart
communities in the context of smart cities; sustainable communities;
economic and social development;
· Civic problem-solving, communities in relation to urgent and complex
challenges to the health of the planet and the people that inhabit it;
collaborative systems; partnering with education; government, civil
society, and movements;
· Sharing or collaborative economies; platform capitalism and platform
cooperativism; social media and social capital; associations, strong and
weak ties;
· Supporting community processes: sensemaking, online deliberation;
issue, argumentation and discussion mapping; community ideation and idea
management systems; collective decision-making; group memory;
participatory sensory networks;
· Technological issues: community toolkits; federated systems;
decentralization and blockchains; integration with other systems,
integration with face-to-face systems;
· The future of humans, communities, and technology; simulations,
utopian or dystopian design; durable relationships and long-range goals; and
· Developing and supporting the Communities & Technologies community;
social and technological critique; effectiveness and other measures.
