/*Theme: "*/Creating Business Values through Innovations in Cloud Services"
Â
With the rapid evolution of technology, the occurrence of cloud services
has created substantial additional service value, increasing the level
of human life quality. It has brought about significant changes in
modern business paradigms and practices.
Cloud computing effectively reduces operational costs and risks. Due to
its flexibility and automation of infrastructure, cloud computing
shortens the time of data transmission. By doing so, it optimizes the
costs of carrying information resources and accelerates the speed of new
product development. These advantages have major positive impact on
creating service innovations in enterprises.
Meanwhile, Internet technologies provide customers with the ability of
performing business functions any time any place due to their maturity
and improved bandwidth. Recently, customers' demands in service
industries have constantly been rising, making innovation in services a
critical issue for today's businesses. In the new value chain, service
innovation is regarded as the key capability for creating business
value. To increase value under such circumstances, making optimal
decisions in the process of service innovation is a must.
The purpose of this conference is to provide a forum to discuss decision
making in current service innovation and design practices that exist in
cloud computing. The participants will also share their suggestions and
insights regarding the future researches and applications.

PAPER ONE
The Historical Research Method and Information Systems Research
Jaana Porra, University of Houston
Rudy Hirschheim, Louisiana State University
Michael S. Parks, University of Houston
Abstract
In this paper, we review the premises and practice of the historical method in order to understand how it can be applied to studying information systems (IS) related phenomena. We first examine the philosophical and methodological foundations of the method. For this purpose, we introduce a four-tiered research framework, which consists of (1) the paradigmatic or meta-theoretic assumptions that guide historical research, (2) pragmatism as an overarching approach or a way of doing historical research, (3) the historical method as the guiding principles for producing history, and (4) a review of some central techniques IS historians have applied in historical research. For point four, we review how McKenney et al. (1997) and Porra et al. (2005, 2006) applied Mason et al.’s (1997ab) seven steps of doing IS history. Finally, we compare the historical method with other methods applied in the IS field today: We compare the historical method with the longitudinal case study, case study, field study, and ethnography.

PAPER TWO
A Coevolutionary View of Information Services Development: Lessons from the U.S. National Oceanic and Atmospheric Administration
Ramiro Montealegre, University of Colorado at Boulder
Dirk Hovorka, University of Sydney
Matt Germonprez, University of Nebraska at Omaha
Abstract
This study investigates the process of information services development based on a case study of the experience of the U.S. National Oceanic and Atmospheric Administration (NOAA). In this study, we develop theoretical constructs that can inform researchers and practitioners on (1) what the critical domains and interactions associated with the emerging process of information service development at these organizations were, and (2) how information services at NOAA evolved over time? Adopting a coevolutionary view, we identified distinct yet interdependent domains that affected, and were affected by, the information services development process; these were: (1) services choreography, through which service interactions and collaborations are managed; (2) services orchestration, through which service processes are selected and interact; and (3) services instrumentation, by which services are developed and architected. Using the coevolutionary view, we uncovered three adaptive principles that explain the interplay among domains and interactions over time: adaptive tensions, requisite variety, and modular design. We discuss our findings’ implications for research and practice and offer propositions for future research.

PAPER THREE
Multilevel Research in Information Systems: Concepts, Strategies, Problems, and Pitfalls
France Belanger. Virginia Tech
Meghann Cefaratti. Northern Illinois University
Traci Carte, Kennesaw State University
Steven E. Markham, Virginia Tech
Abstract
Information systems (IS) researchers often explore complex phenomena that result from the interplay between technologies and human actors; as such, IS research frequently involves constructs found at multiple levels of analysis, although rarely recognized as such. In fact, our targeted review of the IS literature found minimal explicit consideration of the issues posed by multilevel research although a number of studies implicitly conducted research at multiple levels. In this paper, we discuss the issues that result from not explicitly recognizing the multilevel nature of one’s work and offer guidance on how to identify and explicitly conduct multilevel IS research. Recognizing the relevance of multilevel research for the IS domain, we discuss a systematic approach to conduct quantitative multilevel IS research that is grounded in an overarching framework that focuses equally on testing variables and entities. We also highlight the unique role of IS in developing multilevel opportunities for researchers. Finally, we identify a number of gaps within the IS literature in which specific multilevel research questions may be articulated. Such explicit consideration of multilevel issues in future IS research will not only improve IS research but contribute to the larger discourse on multilevel research.

============
While computing is provided by the cloud and
services increasingly pervade our daily lives,
dependability and security are no longer
restricted to mission or safety critical
applications, but rather become a cornerstone of
the information society. Unfortunately,
large-scale, dynamic, and heterogeneous software
systems that typically run continuously, often
tend to become inert, brittle, and vulnerable
after a while. The key problem is that the most
innovative systems and applications are the ones
that also suffer most from a significant decrease
in dependability and security when compared to
traditional critical systems, where dependability
and security are fairly well understood as
complementary concepts and a variety of proven
methods and techniques is available today. In
accordance with Laprie we call this effect the
dependability gap, which is widened in front of
us between demand and supply of dependability,
and we can see this trend further fueled by the
demand for resource awareness, green computing, and increasing cost pressure.
Among technical factors of dependability,
software development methods, tools, and
techniques contribute to dependability, as
defects in software products and services may
lead to failure and also provide typical access
for malicious attacks. In addition, there is a
wide variety of fault and intrusion tolerance
techniques available, including persistence
provided by databases, redundancy and
replication, group communication, transaction
monitors, reliable middleware, cloud
infrastructures,
fragmentation-redundancy-scattering, and
trustworthy service-oriented architectures with
explicit control of quality of service properties
and service level agreements. Furthermore,
adaptiveness is envisaged in order to react to
observed, or act upon expected changes of the
system itself, the context/environment (e.g.,
resource variability or failure/threat scenarios)
or users' needs and expectations. Provided
without explicit user intervention, this is also
termed autonomous behavior or self-properties,
and often involves monitoring, diagnosis
(analysis, interpretation), and reconfiguration
(repair). In particular, adaptation is also a
means to achieve dependability and security in a
computing infrastructure with dynamically varying structure and properties.

First Call for Book Chapters
EFFECTIVE STANDARDIZATION MANAGEMENT IN CORPORATE SETTINGS
Editor: Kai Jakobs, RWTH Aachen University
General
-------
Standardisation is no longer an almost exclusively technical activity. Rather, most large firms as well as policy makers and many other public sector entities have by now realised the economic and political relevance of standards. This holds particularly, though certainly not exclusively, for the field of Information and Communication Technologies (ICTs).
Accordingly, an increasing number of both firms and public authorities experience the need to properly manage their standardisation activities. These activities range from a 'laissez-faire' approach to a strictly managed activity with well-defined roles and processes.
Over the past decades, standardisation research has become an increasingly popular topic, with potentially significant practical ramifications. 'Potentially' is an important qualification, though - thus far, the links between research and real-life practice are still weak; all too often insights from academia just don't get noticed by industry. Likewise, research does not necessarily address those aspects of relevance for practitioners. This book aims to help narrow the gap between research and practice in the field of standardisation management.
Objective
---------
The book covers the various aspects that relate to the management of standardisation in private firms as well as in the public sector. Its main objective is to help identify good practices in the management of standardisation activities, both internal and external.
Target Audience
---------------
The book's topic may be addressed from very different angles. Accordingly, it will be of relevance to both practitioners and researchers from various disciplines including, but not limited to Business Studies, Computer Science, Economics, Engineering, History, Information Systems, Law, Management Studies and Sociology.
Sample Topics
-------------
Topic covered include, but are by no means limited to
* approaches to corporate standardisation management in the public and the private sector;
* corporate standardisation strategies;
* selection of suitable standards bodies;
* internal vs.(?) external standardisation;
* IPR management;
* links between R&D and standardisation;
* standardisation and organisational learning aspects;
* intra- and inter-organisational flows of information about standardisation;
* marketing and standardisation;
* the individual in standards setting ? selection, training, motivation;
* new ways of co-operation between standards bodies;
* potential new standardisation landscapes.
