From Challenges to Opportunities of Global Software Engineering
Software and IT industries are today truly global ? and so is software
development. The diversity of culture and the dispersion over time and
space require novel techniques, tools, and practices from many
disciplines to overcome challenges and to take advantage of all the
opportunities that global software engineering offers. The 8th
International Conference on Global Software Engineering (ICGSE) brings
together researchers and practitioners interested in solving the
challenges of globally distributed teams. The ICGSE 2013 organizing
committee invites academic and industrial communities to contribute to
the expertise of the international global software engineering.
Practice: Global Software Engineering addresses real-world challenges,
and so we especially seek industry knowledge. We invite industrial
participants to share observations and experiences in the conference by
publishing papers and making presentations. Industrial experiences can
be submitted by means of a half-page abstract.
Research: We also invite academic researchers to submit papers
discussing GSE research and GSE education strategies. Papers presenting
empirical evidence connecting industry and research are encouraged and
will be given preference over systematic literature reviews and
systematic mapping studies.

- Strategic issues in distributed development: business models
(offshoring, nearshoring, outsourcing etc.), business case development,
work distribution models, supplier selection and management,
cost-benefit-risk analysis
- Managing distributed software development: planning, team building,
project and SLA management, managing diversity, measurements and evaluation
- Methods and tools for distributed software development: requirements
engineering, design, coding, verification, testing and maintenance
- Communication, coordination and collaboration
- Knowledge management in distributed development
- Getting started with global software engineering
- Empirical studies of distributed teams and lessons learnt
- Processes and methods for the global environment (planned, agile etc)
- Global software development education
Authors of selected high-quality papers will be invited to submit an
expanded version for a special section on Global Software Engineering in
the Empirical Software Engineering Journal, published by Springer.
Submissions are invited for papers describing unpublished, original
work, in any of the following categories:
- Research papers that describe theoretical frameworks, technical
solutions, or empirical studies. Maximum length 10 pages.
- Practice papers that describe problems, lessons learned, solutions
implemented and challenges encountered in industrial global software
engineering environments. Maximum length 5 pages.
All submissions will be handled electronically through the ICGSE 2013
web site (www.icgse.org <http://www.icgse.org/>). Papers should be
submitted as PDF files which conform to the two-column IEEE CS Press
format. Accepted papers will be published in the conference proceedings
by IEEE CS Press and be available in the IEEE CS Digital Library.
We also invite industry abstracts, submissions for the doctoral
symposium, and proposals for workshops and tutorials. Further

The objective of this special issue is to provide a forum
for research focusing on the organization as central to the
analysis and understanding of information and communication
technologies (ICT) implementation and use in developing
economies. The adoption of ICT by organizations can have a
significant impact on economic development in these
economies. Research focusing on ICT within an organizational
context in these economies is still scarce.
?Developing economies are defined by low gross national
income per capita and are generally characterized by low
standards of living,a weak industrial and commercial base,
and a poor infrastructure? [1].These economies are also
marked by relatively slow and unpredictable changes in laws
and regulations, and a management outlook that is adept at
the reallocation of resources [1]. The unique business
environment in these economies influences the nature of
design, implementation and use of ICT.
We seek papers that explore issues related to the innovative
design, implementation and use of ICT in organizations in
developing economies, focusing on how these may differ from
experiences in developed economies. Submitted work will be
evaluated for methodological soundness, empirical
completeness and academic rigor as well originality and
interestingness.

The goal of a position paper is to convince the audience that your opinion is valid and worth listening to, without the need to present completed research work and/or validated results. It is, nevertheless, important to support your argument with evidence to ensure the validity of your claims. A position paper may be a short report and discussion of ideas, facts, situations, methods, procedures or results of scientific research (bibliographic, experimental, theoretical, or other) focused on one of the conference topics.

Rapid advances in architectures, networks, and systems and middleware
technologies
are leading to new concepts in and platforms for computing, ranging from
Clusters and
Grids to Clouds and Datacenters. CCGrid is a series of very successful
conferences,
sponsored by the IEEE Computer Society Technical Committee on Scalable
Computing (TCSC)
and the ACM, with the overarching goal of bringing together international
researchers,
developers, and users to provide an international forum to present leading

activities and results on a broad range of topics related to these concepts
and platforms,

Authors are invited to submit papers electronically in PDF format.
Submitted manuscripts
should be structured as technical papers and may not exceed 8 letter-size
(8.5 x 11) pages
including figures, tables and references using the IEEE format for

Submissions not conforming to these guidelines may be returned without
review. Authors
should make sure that their file will print on a printer that uses
letter-size (8.5 x 11)
paper. The official language of the conference is English. All manuscripts
will be reviewed
and will be judged on correctness, originality, technical strength,

On behalf of the ISHIMR 2013 Committee, we invite you to
participate in the 16th International Symposium for Health
Information Management Research (ISHIMR), which will take
place on 26-28 June 2013, in Halifax, Nova Scotia, Canada.
ISHIMR 2013 will bring together researchers in the general
area of e-health, health information management and health
informatics and will provide a forum for the presentation
and discussion of their research activities. We therefore
welcome paper (oral presentation) / abstract (poster)
submissions and delegates from the health and research
community, particularly those with teaching/ research
responsibilities in health information management and health
informatics, those with clinical responsibilities, and those
involved in provision of health information and knowledge

Introduction

The ADBIS 2013 conference will be held in Genoa, Italy, September 1-4, 2013,
to provide a forum for the dissemination of research accomplishments and
to promote interaction and collaboration between the database and
information systems research communities from Central and East European
countries and the rest of the world.
Several workshops are planned to be co-located with the main conference.
You are invited to submit proposals for workshops focused on specific topics
within the research areas of database and information systems.
The workshops will run on September 1, 2013, and can last for half a
day, or full day.
The official language of the workshops will be English.

The proposal should cover the following points:
* workshop title
* preferred length (1 day, 1/2 day)
* names, affiliations, and e-mails of workshop PC chairs (with one of
them indicated as primary contact)
* short bio of the organizers including previous experience in
organizing workshops or conferences if any
* tentative PC (if possible at this stage)
* main goals of the workshop
* list of the workshop topics
* preliminary CFP
* how information about the workshop will be distributed
The organizers of accepted workshops are expected to organize the
workshop's program
committee, announce and publicize the workshop and its call for papers,
solicit submissions, conduct the reviewing process, and prepare the
final workshop program.

Workshops will benefit from the ADBIS 2013 organizational infrastructure and

Advances in Intelligent Systems and Computing series

The authors of the best workshop papers will be invited to prepare
extended versions of their papers
after the workshop. Following an additional round of reviews, the
extended papers will appear in
a special issue of an international journal.

Introduction
Transforming Government: People, Process & Policy (TG:PPP) ? Transforming Government publishes
leading scholarly and practitioner research on the subject of transforming Government through its
people, processes and policy. Unique and progressive in its approach, the journal seeks to
recognise both the multidisciplinary and interdisciplinary perspectives of e‐Government, and welcomes
both pure and applied research that impacts central and local Government. International perspectives ar
e also welcome. The journal is also interested in exploring how research carried out in the private
sector can be applied to the public sector as a means of improving efficiency and effectiveness.
The journal is in its sixth year of publication.
Special Issue Scope
Open government data provide an unprecedented opportunity for societies to move towards
transparency, evidence-based decisions, enhanced cohesion, public engagement and trust. Public
Sector Information (PSI) may be offered as ”open and linked data” in many forms and through different
media: from simple datasets describing traffic or unemployment, to web services linking and mashing
information from different sources, to interactive visualization of complex phenomena, to citizen-based
data gathering and transmission. In this way, data can be made available to scientists, citizens and
enterprises, who in turn can use this for developing and offering value-adding services, thus forming a
network or ecosystem around publicly available open data. All these developments require a solid base
of empirical investigations, forward-looking positions, conceptual frameworks, methods, tools and
services to be made available towards scientific, entrepreneurial and citizen communities.
Coverage
This Special Issue of TGPPP Journal solicits original high quality papers presenting theoretical
frameworks or technical approaches to open and linked data that depict sound positions and views for
advancing the provision, usage and final utilization of open data by scientists of all scientific domains,
citizens and businesses. Topics of interest in this area include, but are not limited to:
? Justification of requirements for public sector information, orienting from any scientific domain
? Examples and best practices of open data utilization for policy-making and scientific purposes
? Visionary ideas on open data utilization within society
? Metadata schemas for open and linked data management
? Methods and tools for open data acquisition, curation, management and publication
? Methods and tools for integrating and combining open data from distributed heterogeneous sources
? Methods and tools for combining linked open data with in-house or open structured information
systems in the ‘deep web’
? Information systems and services for open data gathering and provision
? New approaches for public sector information visualization
? Collaborative governance approaches involving the use of open data
? Open data and citizen participation in information gathering / crowdsourcing
? New governance and business models for open data “ecosystems”
? Legal provisions and open issues at national and European level, regarding re-use of governmental

? International cooperation in the field of open and linked data
Excellent contributors should provide multi-disciplinary approaches, possibly combining information
science with social sciences, management, finance, engineering or law, to allow uptake of open data by
diverse scientific domains, for modeling or solving complex societal problems.

"Information, Services and Processes for the Interoperable Economy and Society"
The ability to collaborate becomes increasingly a critical success factor for a sustainable economy and society. Therefore, information, services and processes of enterprises should be designed and implemented accordingly, to enable easy and flexible interoperability. This poses important challenges, including achieving societal acceptance, embedding in real-world practices, overcoming differences between collaboration partners, exploiting opportunities, adapting to change, and providing open solutions on top of various technologies.
The IFIP International Working Conference on Enterprise Interoperability (IWEI) is part of a series of conferences, which are organized by the IFIP TC5 Working Group 5.8 on Enterprise Interoperability. The IWEI series of conferences aim at identifying and discussing challenges and solutions with respect to enterprise interoperability, both at the business and the technical level. Since 2007, three IWEI conferences have been held in Munich (2007), Valencia (2009) and Stockholm (2011), and a next one is planned to take place in September 2012, in Harbin, China. IWEI 2013 is the 5th IWEI conference, this time organized in Enschede, The Netherlands.
This conference focuses on information, services and processes for the interoperable economy and society, and the corresponding enterprise interoperability challenges in the light of technology developments including the Future Internet. The conference seeks to promote the development of a scientific foundation for enterprise collaboration and interoperability; an architectural and methodological framework for addressing interoper-ability challenges from different viewpoints and at different levels of abstraction; new business and IT approaches for enterprise interoperability; methods and models to evaluate interoperability solutions; and practical solutions of enterprise interoperability.

SUBMISSION GUIDELINES
The conference welcomes submissions of full papers (8 to 14 pages long) and position papers (around 4 pages). Submitted papers should describe original results or ideas, or new insights gained from cases studies or applications, and should not be submitted or accepted for publication elsewhere.
Submitted papers must be in English and should comply with the Springer LNCS format guidelines (see author instructions on www.springer.com/computer/lncs). Submissions should be made electronically in PDF format via the IWEI 2013 conference system hosted by EasyChair (www.easychair.org/conferences). All submitted papers will be formally peer reviewed by at least three reviewers.
