Dear Colleagues:
On behalf of Guest Editor, Luca Iandoli of the University of Naples Federico II, I am pleased to announce the Call for Papers for a special issue of the Journal of Information Technology Case and Application Research on the subject of IT Collaboration in Organizations.
Within the last decade, mass-collaboration, enabled by Internet-based collaborative platforms (e.g. open standards development, forums, wiki, and social networks), has been acknowledged by many experts as one of the most relevant emerging novelties in the IT world, especially in terms of social impact. Thousands of anonymous users create and update daily the largest encyclopedia of the world (Wikipedia); distributed teams formed by thousands of open-source programmers collaborate to develop software products able to compete with large multinationals; millions of users exchange massive amounts of digital content through social networking platforms like Flickr and YouTube; hundreds of thousands of activists contributed to Barack Obama's electoral campaign playing a significant role in influencing the electoral outcome and now pursuing open-lobbying on the Presidential agenda through the Internet.
Such successful stories have motivated many companies and organization to explore the potential of collaborative platforms to enable easier, cheaper and more pervasive knowledge sharing and magnification than those supported by traditional IT tools. This exploration of collaborative platforms is motivated as well by increasing dissatisfaction with and consequent failure of centralized and highly structured KM platforms, such as corporate portals and traditional intranets as well as communication technologies, such as email and Instant Messaging.
There is anecdotal evidence arising from a number of noticeable case studies that collaborative platforms are more effective than traditional IT tools for knowledge sharing and creation. By empowering knowledge workers and exploiting patterns of knowledge socialization, they can create a uniquely accessible body of grass-root knowledge and effectively frame it, thanks to contributors' ability to index and tag contents and localize expertise on the basis of their collective salience and reputation. While considerable research has addressed on-line communities and, in particular, the open source movement and Wikipedia, to date we lack adequate theoretical explanations of mass-collaboration and enough empirical evidence to support the above claims in an organizational context. There are also some concerns that organizations and companies may lack some of the critical factors necessary for the successful emergence of collaborative on-line communities, such as scale, independence, voluntariness, self-motivation, and absence of centralized control and hierarchy.
In this JITCAR special issue, we are looking to explore the following research questions: can collaborative platforms increase organizations' performance and effectiveness? When do they constitute a viable alternative technology to traditional KM and communication tools in organizations and when may they fail? Which are the organizational and cultural requirements needed to successfully introduce mass-collaboration in organizations? We are interested in case and application research articles that focus on (but are not limited to):
* Organizational and contextual antecedents of e-collaboration: under which conditions, in which kind of organizations and for which tasks e-collaboration may thrive/fail;
* Expected and actual Benefits deriving from e-collaboration in terms of knowledge sharing, creation and magnification;
* E-collaboration and organizational design: incentives to attract and retain members, community governance, social networks, conflict and coordination management, new organizational models;
* Collaborative platform start-up: variables influencing the choice, implementation and successful adoption of collaborative platforms;
* Content management strategies: contents & members quality assessment (trust & reputation systems), information aggregation (belief aggregation, market-based aggregation), social tagging and collective information retrieval
* Variables influencing design choice in collaborative platforms.
* Collective knowledge exploitation (e.g. distributed decision making, collective prediction, group deliberation)
This special issue on IT collaboration in organizations is expected to be published in the fourth quarter 2009 edition of JITCAR. The timetable for submitting manuscripts for this special issue is as follows:

GridNets provides a focused and highly interactive forum where
researchers and technologists have the opportunity to present and
discuss leading research, developments, and future directions in the
Grid networking area. The goal of this event is to serve as both the
premier conference presenting best Grid Networking research and a forum
where new concepts can be introduced and explored.
Grid developers and practitioners are increasingly realizing the
importance of efficient network support. Entire classes of applications
would greatly benefit by a network-aware grid middleware, able to
effectively manage the network resource in terms of scheduling, access
and use. Conversely, the peculiar requirements of grid applications
provide stimulating drivers for new challenging research towards the
development of grid-aware networks.
Cooperation between grid middleware and network infrastructure driven by
a common control plane is a key factor to effectively empower the global
grid platform for the execution of network-intensive applications,
requiring massive data transfers, very fast and low-latency connections,
and stable and guaranteed transmission rates. Large e-science projects,
as well as industrial and engineering applications for data analysis,
image processing, multimedia, or visualisation just to name a few are
awaiting an efficient grid network support. They would be boosted by a
global grid platform enabling end-to-end dynamic bandwidth allocation,
broadband and low-latency access, interdomain access control, and other
network performance monitoring capabilities.

Involvement, Elaboration and the Sources of Online Trust

Establishing trust in online encounters has attracted significant recent
research interest. A large part of this work focuses on those factors that
can be manipulated on a Web site to influence consumers trusting beliefs. A
notable part of this research concerns the influence of Web site
infrastructure attributes] on consumers assessment of vendor
trustworthiness in the absence of knowledge-based transactional experience.
Developing this work further, the authors introduce the established
marketing concepts of involvement and elaboration. Consumer involvement
describes the relevance of a situation or decision for an individual. In the
marketing literature, the importance of this concept lies in the fact that
it influences an individuals information search and processing strategies.
Noting this, propositions are advanced suggesting that the infrastructure
attributes that individuals use as informational cues may in fact influence
assessments of trusting beliefs differently according to whether individuals
face high or low involvement situations.

PAPER TWO:
Defining Trust and E-Trust: From Old Theories to New Problems

This paper provides a selective analysis of the main theories of trust and
e-trust (that is, trust in digital environments) provided in the last twenty
years, with the goal of preparing the ground for a new philosophical
approach to solve the problems facing them. It is divided into two parts.
The first part is functional toward the analysis of e-trust. It focuses on
trust and its definition and foundation and describes the general background
on which the analysis of e-trust rests. The second part focuses on e-trust,
its foundation and ethical implications. The paper ends by synthesizing the
analysis of the two parts.

A Framework for Integrating the Social Web Environment in Pattern
Engineering

In the last decade, patterns have emerged as a notable problem-solving
approach in various disciplines. This paper aims to address the
communication requirements of the elements of pattern engineering (namely,
actors, activities, and artifacts) in general and the pattern realization
process in particular. To that regard, a theoretical framework using the
social Web as the medium is proposed and its implications are explored. The
prospects of using the social Web are analyzed by means of practical
scenarios and concrete examples. The concerns of using the social Web
related to cost to actors, decentralization and distribution of control, and
semiotic quality of representations of patterns are highlighted. This
article explores the directions for future research including the use of
patterns for Social Web applications, and the potential of the confluence of
the social Web and the Semantic Web for communicating the elements of
pattern engineering.

Organizational Communication: Assessment of Videoconferencing as a Medium
for Meetings in the Workplace

Significant research has focused on e-mail, face-to-face (FTF), and other
asynchronous mediated communication as the communication media of choice
within organizations. Modern organizations, however, have other
unconventional tools at their disposal. While the economy of scale has made
videoconferencing an affordable medium of choice because it precludes travel
and is accessible on demand, the suitability of the videoconferencing for
organizational meetings is scarce in the literature. As such, this paper
explores and presents an account of videoconferencing use in a governmental
organization and address implications for meetings and general communication
process.

Humans and Emerging RFID Systems: Evaluating Data Protection Law on the User
Scenario Basis

Radio frequency identification (RFID) technology offers a lot of promises.
To redeem them, RFID applications have to respect privacy and be supported
by the legal system. This article evaluates how the current EU directives on
data protection support emerging applications that are based on RFID tags.
The evaluation is based on user scenarios that illustrate human needs in
relation to technologies and applications. The article continues earlier
analyses and uses more realistic and state-of-the-art applications and
scenarios. The authors conclude by pointing out further research needs in
the field of RFID and data protection.

Mission of IJTHI:
The International Journal of Technology and Human Interaction (IJTHI)
provides a platform for leading research that addresses issues of human and
technology interaction. The research that the journal intends to publish
should therefore be interdisciplinary and include aspects from a wide
variety of disciplines. These disciplines range from more technical ones
such as computer science, engineering, or information systems to
non-technical descriptions of technology and human interaction from the
point of view of sociology or philosophy. Apart from aiming to be
interdisciplinary the journal will also aspire to provide a publication
outlet for research questions and approaches that are novel and may find it
difficult to be published in established journals following a rigid and
exclusive structure. It is open to all research paradigms, be they empirical
or conceptual, but requires that they be accessible and reflected. We also
encourage the submission of high quality syntheses across research in
different specialties that are interesting and comprehensible to all members
of the IS community and related disciplines.

In personalized web applications, different strategies for implementing
the desired adaptive behavior are possible. Personalization can either be
achieved by self-adaptation and learning based strategies, or through the
interpretation of explicit knowledge models (for instance personalization
rules or constraints).
Learning-based and collaborative approaches are most widely used,
especially in the Web context. However, in some domains the second
option is more appropriate, for instance when initially not enough
interaction data is available for learning, when the desired personalized
behavior is too complex to be learned or when the personalization
behaviour needs to be exhaustively validated.
In the past, several forms of describing (or modeling) knowledge required
for personalizing applications along the dimensions content, presentation,
and structure have been proposed. Common techniques include rule-based
systems, knowledge-based selection of predefined personalization
strategies, finite-state automata and dialogue grammars for modeling
interactive preference elicitation processes in recommender systems,
grammars for authoring adaptive Web applications or hybrids that aim to
extract rules from interaction logs, see for an example in the domain of
recommender systems. Up to now, however, no general-purpose mechanism or
agreement of how to acquire and represent such explicit personalization
knowledge has been found.
The proposed workshop should therefore bring together researchers working
on explicit knowledge models for personalized and adaptive Web
applications.

All submitted papers will be reviewed on the basis of technical quality,
relevance, significance, and clarity by at least two reviewers.
The length of accepted papers should not exceed 4 pages in IEEE-CS format;
extra payment is only possible for one more extra page.
The workshop will be open to everyone interested in attending. There will
not be a separate workshop registration fee this year (i.e., WI/IAT
registration covers everything).
Accepted workshop papers will be published in the Proceedings of WI-IAT'09

After the initial enthusiastic initiatives and investments and the
eventual bubble, Electronic Commerce has changed and evolved in a
well established and founded reality both from a technological point
of view and from a scientific one. Nevertheless, together with its
evolution, new challenges and topics have emerged as well as new
questions have raised related to many aspects of Electronic Commerce.
After the lesson learned during last years, for its 10th edition
EC-Web completely renews its structure trying to provide a clearer
description of the Electronic Commerce universe focusing on some
relevant topics. The main focus is not only on Internet related
techniques and approaches. The aim of EC-Web 2009 is to cover also
aspects related to theoretical foundation of E-Commerce, Business
Processes as well as new approaches exploiting recently emerged
technologies and scenarios such as Semantic Web, Web services,
SOA architectures, mobile and ubiquitous computing, just to cite a
few. Due to their central role in any realistic e-commerce
infrastructure security and privacy issues are widely considered,
without excluding legal and regulatory aspects.
We encourage papers that present innovative solutions for classical
E-Commerce issues, such as e-negotiation, recommender systems,
secure payments, as well as for new emerging areas, such as the
Semantic Web, applied Web services, applied soft computing and
information retrieval techniques in web and/or e-commerce
environments.
Although the conference seems naturally focused on computer science
issues, we welcome and encourage research contributions from
economics, business administration, law, sociology and other
disciplines. In particular, papers about web marketing and its
non-technical aspects, as well as about social aspects of
e-commerce are encouraged. We also welcome papers reporting
about innovative applications and case studies in the field of
E-Commerce and/or Web Applications, like, e.g., Electronic Voting
and Sponsored web search.
In order to provide a better categorization and classification
of its main goals, Ec-Web 2009 will be organized as a multi-track
conference. Each track will be organized as a mini-conference with

Ten Years of Electronic Government
A Special Issue of ISJ Reflecting on the Theories and Practices that have
shaped E-Government Research
Electronic government can be broadly viewed as the adoption of information
and communication technology (ICT) in government organisations to improve
public services. For many countries, e-government implementation efforts
began in the late 1990s. The e-government led implementation of ICT in
public administration during the last ten years has offered better, faster
and more transparent means for citizens and businesses to interact with
government. Equally, it has also created a platform for better collaboration
and information sharing between various government agencies. Implementation
efforts in most countries have now evolved from basic information
provisioning to more integrated service offerings that involve cross agency
process and information systems transformation to enable more joined-up and
citizen-centric e-government services. However, public sector process
transformation is a complex undertaking involving distributed
decision-making that requires a good understanding of the political context,
business processes and technology as well as design and engineering methods
capable of breaking through the traditional boundaries that exist between
public organisation units. Conversely, from a demand perspective extensive
efforts are required to increase citizens' awareness about the
transformation of the delivery of government services and their online
availability. In order to prevent digital divide in terms of using
e-government services, it is also necessary that citizens from all facets of
society are equipped with basic ICT skills as well as private and or public
access to high-speed internet connections. Yet, despite the availability of
innovative technologies, government agencies are faced with many technical,
organizational, and socio-economic challenges and barriers that need to be
addressed when developing, adopting and diffusing e-government systems and
services. Furthermore, from an organisational perspective e-government has
introduced an environment where most public institutions such as healthcare,
social services, education and employment have struggled with the need to
balance issues such as transparency and opaqueness, or social inclusion and
professionalism. Consequently, there has been increasing pressure on the
academic and practitioner communities for research that focuses on bridging
the gap between e-government theory and practice.
This special issue of the Information Systems Journal aims to reflect and
analyse the past ten years of global e-government adoption and diffusion
efforts by combining theory and e-government practice. The guest editors
seek for papers from around the world that combine technical, managerial,
organizational and/or socio-economic aspects of e-government. Contributed

Manuscripts should not normally exceed 7000 words and should be submitted

The explosion in the use of broadband over the last 5 years has connected people, organizations, commercial firms, and government agencies throughout the world. The large number of devices connected to the networks has changed the Internet to a "network of things and computers". These trends, plus the rise of collaborative technologies, virtual worlds and tele-presence raise issues of privacy, management, compliance, governance, and risk.
The Internet of the Future is the theme of ISGIG 2009. Specifically, its goal is to improve communication among academics, regulators, compliance officers, business managers and IT managers by exposing problems, and uncovering potential problems, in the areas of privacy, compliance, governance, and risk. Each of these issues creates situations for both conflict and cooperation between different constituencies. This conference is an opportunity to advance models of effective management and collaboration.

How to Submit

Papers should be submitted to www.assyst-online.org by April 17. Papers of any length are encouraged, but a preferred length is 10 pages (not including citations) on letter or A4 with one inch margins and 11 point font.
All submissions will be peer reviewed, and acceptances will be provided by May 22.
Publication

The Proceedings from ISGIG 2009 will be published in LNICST and appear in SpringerLink and ICST's digital library, the EU-DL.
