Heinz Nixdorf Symposium "Advanced Manufacturing and Sustainable
Logistics". Current research and innovative approaches from industry

The Heinz Nixdorf Symposium is an established biannual event of the
Heinz Nixdorf Institute during which researchers and practitioners come
together to present challenges from industry, discuss contributions from
research institutions and develop novel solution approaches.
The 8th International Heinz Nixdorf Symposium will take place on April
21–22 in Paderborn, Germany. On April 21, distinguished professors and
senior executives from large manufacturing and logistics companies will

Special Issue of International Journal of Human-Computer Studies
Title: Locative Media and Communities

TOPIC
The development of locative media applications is not simply about the
physical location or social setting in which the interaction occurs, but
rather about situating the media within the social setting of a
community. This Special Issue will explore the potential for locative
media applications to support community cohesion and the integration of
such media within existing community structures and practices. The
workshop will address the dual challenge of capturing the temporary and
spatially changeful nature of behaviours with locative media, as well as
responding to the intricate web of strong and weak social ties that make
up local social networks, in order to find ways to support community
practices. In terms of methodology it will focus on the potential of
ethnographic approaches for investigating and evaluating the integration
of media in these social settings.
This special issue aims to present a set of high-quality and original
research outcomes. We hope to receive submissions that offer insights
into appropriate methodologies for identifying requirements, evaluating
behaviour and integrating locative media in real-world communities. We
invite contributions that respond to some of the following questions:
• How can mobile media be located within existing communities and social
settings?
• How can we find better ways of enabling and supporting locative media in
community practices?
• How can mobile media foster communities and facilitate daily living,
such as for
communities in rural areas or the elderly?
• How can ethnographic methods inform and evaluate the place and
integration of
media in community settings?
SUBMISSIONS
This special issue follows from a workshop held a MobileHCI09: Community
Practices and Locative
Media (http://www.uni-siegen.de/locatingmedia/workshop.html?lang=de).
We now invite members of the research community to submit original
articles relevant to the topic.
Although articles must be based on original research, extended versions
of conference papers may be
acceptable if they contain at least 50% new material. Papers will be
subject to the full IJHCS review
process.

Introduction
It is known that the successful delivery of public policy is increasingly
dependent upon the effective use and application of information technology
(IT) and systems. However, various issues are raised when policy
conceptualizations travel through the many and often labyrinthine levels
of public administration; the result of complex interplays between IT,
policy directives, and various organisational networks that are entailed
in the consequent implementation. These issues turn quickly into
insurmountable obstacles that stop any reform process in its tracks,
often, with both political and financial repercussions for all involved.
In situations like this governments are faced with hard choices of the
sort of either authoritatively enforcing the implementation of the policy
or abandoning any grandiose plans, returning back to a pen-and-paper mode
and the old ways of operations. Although those may satisfy hard-line
bureaucratic stakeholders, they do nothing to increase the level of
service offered to millions of citizens. Public sector reform using IT
creates unique opportunities, challenges and implications which are
imperative to be understood if they are to be successfully managed. This
calls for an analytical, interdisciplinary examination from both a
theoretical and practical perspective regarding policy execution and
materialization towards the electronic government and public sector of the
future.
Objective of the Book
This edited volume aims to provide the interested reader the prism needed
to approach the complexity of the issues involved from all the right
angles so as to formulate the necessary background of what is involved and
what is required when governments decide to transform public policy into
practice using IT and systems. It will investigate the underlying
theories and mechanisms, as well as the challenges, opportunities and
impact of reforms in any relevant application area, exploiting any
technological, social, cultural, organisational and human parameters.
Thus, collecting and presenting scholarly work, this single volume will
offer an essential and integrated body of knowledge, which will be
valuable for understanding IT-driven public sector reform.
Target Audience
The prospective audience for this book includes graduate students,
professors, and researchers, in several disciplines and fields, such as
computer science, information systems, and sociology, as well as
practitioners in policy formulation, implementation, and IT and systems
deployment. In this vein, the book intends to serve as a valuable asset
for academics in their research and teaching, as well as for
professionals, politicians and civil servants engaged in any form with
governments and the public sector, who strive to transform and enhance the
effectiveness and value of the services they provide so as to meet the
increasing expectations of citizens in modern democracies.
Recommended topics include, but are not limited to, the following:
-Case studies of IT-driven public sector reform
-Policies related to public sector reform through the utilisation of IT
-Public-private partnerships in the delivery of policies through the use
of IT
-Policy delivery evaluation frameworks and applications

Organisational networks and knowledge management in the implementation of

Submission Procedure
Researchers and practitioners are invited to submit on or before November
7, 2009, a 2‐3 page chapter proposal clearly explaining the mission
and concerns of his or her proposed chapter. Authors of accepted
proposals will be notified by November 23, 2009 about the status of their
proposals and sent chapter guidelines. Full chapters are expected to be
submitted by March 7, 2010. All submitted chapters will be reviewed on a
double‐blind review basis.

This book is scheduled to be published by IGI Global (formerly Idea Group
Inc.), publisher of the �Information Science Reference� (formerly Idea
Group Reference), �Medical Information Science Reference,� �Business

The Europe-based Annual International EGOV conference has developed into one of three core conferences, which present the state of the art in the study domains of eGovernment and eGovernance. Over the years, the International EGOV conferences have provided important guidance for research and development in this fast-moving domain of study. This time for the first time, the EGOV conference will be a full IFIP working conference, organised by the officers of the IFIP working group 8.5.
The International EGOV conference brings together leading researchers and professionals from across the globe and from a number of disciplines. Over the years, the interest in this domain of study has steadily increased. The 2009 conference attracted more than 130 participants from 32 countries including developing countries, with 35 contributions in completed research, 25 contributions in ongoing research, 7 projects contributions and 3 workshops.
eGovernment research has demonstrated its relevance to practice and consequently has influenced and even shaped government strategies and implementations. Conversely, eGovernment practice has inspired eGovernment research. A wide range of topics has received scholarly attention. In recent years, the assessment and evaluation of eGovernment projects, the foundations of eGovernment as a research discipline, integration and interoperation in government, and the role of information and communication technology for development rank among leading topics on the research agenda.
Topics at the ninth International EGOV conference include but are not limited to:

The Ninth International EGOV Conference 2010 hosts four distinct formats of contributions: Scientific papers (distinguished between completed research and ongoing research), project presentations, and workshops.
These formats encourage scientific rigor and discussions of state of the art in the study domain, but also welcome innovative research approaches, work in progress, and studies of practical eGovernment or eGovernance projects, as well as reports on systems implementation.
We seek innovative and scholarly sound contributions. Accepted papers of completed research will be published in Springer. Ongoing research and project papers will be published in Trauner proceedings. Read more in the submission guidelines and review criteria Prior to the conference (August 29 and 30) a PhD student colloquium will be held providing doctoral students with an international forum for presenting their work, networking opportunities and cross-disciplinary inspiration.
For 2010, EGOV will be second time co-located with ePart, the new International Conference on eParticipation, which will be dedicated to topics on eParticipation and eDemocracy. ePart will be parallel to EGOV at the conference venue.

Special Issue of The Business and Information Systems Engineering
Journal special issue on the Science of Business and Information
Systems Engineering.
Reminder: The deadline for this special issue is approaching.
Business and information systems engineering is the dominating IS
research paradigm in the German-speaking countries, and is strongly
present in the Nordic countries, the Netherlands, Italy, France,
etc. Closely related to the science of design and IS design science
research, this paradigm aims at prescriptive learning, i.e. design
and evaluation of generic problem solutions. It can be contrasted
with behavioral research that seeks exploration and validation of
generic cause-effect relations.
The special issue seeks contributions that help define the meaning of
research rigor in business and information systems
engineering. Welcome is work that defines this paradigm's scope,
process, stakeholders, creativity, innovation, goals, methods,
evaluation, construction principles, etc.
Papers must be submitted by 1 December 2009 to Prof. Dr. Robert
Winter (robert.winter(a)unisg.ch). We welcome advance submission of
abstracts by 1 September, 2009.

SUBMISSIONS
Submitted papers must be in English and formatted to print on US Letter (8.5 x
11 inches) paper. Submissions must contain an abstract and postal and electronic
mailing addresses for at least one contact author. All papers must be submitted
on-line, preferably in Portable Document Format (PDF), although the submission
system will also accept PostScript. Submissions should be no more than 10 pages
(including bibliography, excluding well marked appendices) in standard ACM
SIGPLAN conference format: two columns, nine-point font (or larger) on a
ten-point baseline (or larger), with columns 20pc (3.33in) wide and 54pc (9in)
tall, and a column gutter of 2pc (0.33in). Detailed formatting guidelines along
with formatting templates or style files for LaTeX are available at
http://www.acm.org/sigs/sigplan/authorInformation.htm. Papers that violate these
guidelines will be rejected by the program chair. Program committee members are
not required to read appendices, and so a paper should be intelligible without
them. All accepted papers will appear in the published proceedings.
Double-blind reviewing
Authors are anonymous to the reviewers, just as reviewers are anonymous to the
authors. Authors must take reasonable efforts not to disclose their identities
to reviewers: Do not give your names nor mention your institution, research
group or project name. Where necessary for flow, a stand-in name such as "XYZ",
may be used, with a footnote explaining that the actual name is withheld.
Discuss your own prior work in the third person, as you would other related
work. You may also provide reviewers with anonymous auxiliary material such as
proofs and source code via the PC Chair (see below). Reviewers, for their part,
will be honor-bound not to try to discover authors' identities until their
initial reviews are complete. Authors' identities will be revealed at a later
point in the program committee's deliberations, but will be known only to the
program chair until that point.
Review committee
ISMM uses a separate Review Committee (RC) as part of the reviewing process. The
RC complements the Program Committee (PC) by providing expert reviews. The same
reviewing standards apply to the RC as for the PC. However, RC members review
only a few papers each, and do not participate in the PC meeting. The use of the
RC increases the breadth and depth of the reviewer pool.
Rebuttal
The rebuttal process will occur in early March 2010, and will give the authors
opportunity to respond succinctly to factual errors in reviews, before the
program committee meets to make its decisions. The committee may, but need not,
respond to rebuttals or revise reviews at or after the committee meeting.
Auxiliary Material
Authors may provide the PC Chair with a URL for upload of auxiliary material.
The URL itself will not be seen by reviewers. The authors may reference such
material in their paper, noting that the material has been made available to the
PC Chair. This facility may be used by authors to provide reviewers with useful
information beyond the scope of the submitted paper, such as technical reports,
proofs, and source code, without disclosing the authors' identity. Authors are
obliged to make reasonable efforts to make all auxiliary material suitably
anonymous. Authors are reminded that reviewers are under no obligation to read
any auxiliary material.
Papers accompanied by or based on open-source implementations are especially
welcome. However, if the authors are primary contributors to such a project,
they should provide source URLs separately to the Program Chair for validation,
and not list them in the submission proper.
Proceedings
The proceedings will be published by the ACM. Authors should read the ACM Author
Guidelines and related information. Authors of accepted papers must guarantee
that their paper will be presented at the conference. For additional information

ORGANIZATIONAL COMMUNICATION AND INFORMATION SYSTEMS (OCIS) DIVISION
OCIS invites the submission of innovative empirical or conceptual papers
and symposia on all themes of interest to the Academy that touch on
organizational communications and/or information systems. Topics that are
specifically oriented to the 2010 all-Academy theme of �Dare to Care:
Passion and Compassion in Management Practice and Research� are especially
encouraged. This year�s theme encourages reflection on the contributions
communication and information technology can make toward well being of

The entire paper (title page, abstract, main text, figures, tables,

format for tables and figures, references, and appendices should follow
the Academy of Management Journal's Style Guide.

Der Workshop hat die Berücksichtigung logischer und inhaltlicher Gesichtspunkte bei der Modellierung von Anwendungssystemen (Mensch, Organisation & Technik) zum Ziel. Auf der Basis der konstruktiven Wissenschaftstheorie wurde vor ca. 30 Jahren eine Methodologie für die
Entwicklung von Anwendungssystemen vorgeschlagen sowie erste Lösungen publiziert. Heute existieren zahlreiche Methodologien – auch anderer wissenschaftstheorietischer Fundierung ‐, mittels derer positive Resultate bei der ganzheitlichen Entwicklung von Anwendungssystemen erzielt werden können. „Aus der Praxis für die Praxis“ bildet die Orientierung für die
Einreichung von Beiträgen zu diesem Workshop. Es werden Arbeiten zum Generalthema „Modellierung“ erbeten, in denen in besonderer Weise die Logik‐Basierung, die Berücksichtigung von ökonomischen Werten und/oder ethischen Normen sowie eine spezielle methodologische Ausrichtung bei der Lösung komplexer Aufgabenstellungen zu erkennen sind.
Ein Ziel des Workshops ist es, aus den eingereichten Beiträgen ein Handbuch „Enterprise Engineering & Management“ aus der Taufe zu heben, an dem in den darauf folgenden Monaten von den beteiligten Autoren und den Workshop‐Organisatoren koordiniert weiter gearbeitet werden soll. Die Grobgliederung (siehe Themenübersicht), die den Einreichern als Orientierung für den eigenen Beitrag dienen kann, liegt auch einem
Tutorial („Enterprise Modeling meets Application Development“) zugrunde, das auf der Konferenz angeboten wird.
