Special Issue Call for Papers
Electronic Commerce Research and Applications (ECRA)
Mobile Commerce and Nomadic Computing
OVERVIEW
Motivation. With the recent advances in mobile technology, people can be
connected 24/7 with easier access for mobile commerce the world over.
Even if not everyone will be using mobile devices in the future, nomadic
computing nevertheless will allow a whole new level of connectivity for
desktops, laptops, mobile devices, and buyers and sellers in digital
commerce. People will be able to choose one, a couple or all of these
devices to be connected. The technology is there today already, and the
time is right for further technological innovation. With easier
connections and more availability, m-commerce and nomadic computing are
likely to grow dramatically. Nevertheless, there are going to be
important technical, managerial and economic issues that will arise
around mobile commerce, which will be worthwhile to understand and
resolve. These issues are likely to be interdisciplinary in terms of
the span of related fields of inquiry, including Computer Science,
Telecommunications, Marketing, Operations, Information Systems,
Strategy, Economics, Public Policy and Risk Management.
PURPOSE. This special issue is devoted to mobility, the related
technologies, and how mobile infrastructure has been making e-commerce
ubiquitous. It will examine how recent technological and marketplace
developments seem to be leading to nomadic computing. Humans are mobile
creatures and technology is enabling their increased mobility, and
changing their patterns of interaction, search and information
gathering, and buying and selling habits. 3G and 4G cell phones have
improved tremendously of late too. There also is a convergence of
telecommunications, computers, telephones and Internet technologies.
Bringing these industries together has given gives rise to the
infotainment industry, which blends information and entertainment.
Meanwhile, voice over Internet protocol (VoIP) is revolutionizing
old-fashioned circuit-switching telephone conversations with a much
lower-cost, packet-switched Internet. A new generation of mobile devices
also has opened the door for m-commerce. Hence, this new kind of
commerce is becoming ever more ubiquitous. Mobile humans, from here on,
will always be connected through nomadic computing capabilities.
Research contributions involving emerging technologies, current issues
and future perspectives that will shape the mobile commerce and nomadic
computing are welcome. This special issue is intended to promote
groundbreaking research that is rigorous and relevant. Academic and
industry research contributions are welcome. Further development of
research in this area also will help us to better understand and analyze
issues that will affect the technical and managerial futures of mobile
commerce and nomadic computing.
Topics. We welcome design science, theoretical, analytical, case study,
and empirical works, as well as inter-disciplinary research devoted to
mobile commerce and nomadic computing.
Relevant topics include, but are not restricted to:
* Infortainment, m-commerce, ubiquitous and pervasive systems,
nomadic computing
* Technological developments and platforms for m-commerce, such as
Gphone and Google's Mobile Android Platform
* Triple play and fiber optic service (FiOS) broadband
infrastructure, and ubiquitous computing in the home
* Mobile payments and banking, smart cards and mobile ticketing
and transportation applications,
* Product design, pricing strategy, and service differentiation in
m-commerce
* Hand-held search, online recommendation tools, and mobile
ordering
* SMS and text messaging applications, device-level RFID and
near-field communication applications
* Location-based services, and mobile geographical information
systems
* Applications in industry, including financial services,
telecommunications, airlines, public transport, digital music and
videos, book-selling, etc.
* Consumer behavior, purchasing and use patterns in m-commerce
* Industry analysis, changes in infrastructure, digital
convergence in mobile systems
* Mobile business strategy, adoption and diffusion issues, growth
and barriers to success
* Managerial, technology and public policy issues
* Prospective and retrospective assessment of the business value
of mobile systems
* Entrepreneurial and venture capital perspectives

opposed to using numbered citations. References at the end of the
paper also should be alphabetized. In addition, all figures and tables
should be embedded in the paper near to the location where the
associated text occurs, to improve the paper's readability for review.
Review Process. The special issue editors will return first reviews and
AE reports no later than 90 days from the date of submission, which is
approximately April 15, 2009. Two or three reviewers will be engaged,
depending on the contents and expertise required. A developmental
reviewing approach will be used for this special issue, with the aim of
helping special issue authors to achieve very high quality final
publications, if their research is deemed to be topically,
theoretically, technologically or managerially interesting. Second and
third round reviews, as needed, will be completed on an expedited basis,
if authors are able to turn their revisions around quickly. We also
will provide special issue authors with an indication as early as
possible of rejection for the special issue, including on the basis of a
first reading by the special issue editor. Inappropriately targeted or
under-developed papers will be returned immediately to the authors also.

Introduction
For more than a decade now, firms in countries with appropriate
infrastructures in place have generally been able to exploit emerging
Internet technologies for business purposes. The diffusion process has
been very rapid. However, with regard to e-business adoption, several
studies have shown that firm size is an important factor in driving a
development in which small and medium-sized enterprises lag behind large
firms in their intent and decision to adopt.
Small and medium-sized enterprises are an important growth engine in the
global economy. Small and medium-sized enterprises account for a major
proportion of employment in the economy. For example, according to OECD,
90% of the firms in Europe are categorized as small. An increasingly
improved infrastructure of ICT enables and facilitates for the small and
medium-sized enterprise manager to turn to e-business. Given the promise
that e-business development holds for the small and medium-sized
enterprise manager, and although much has been written on e-commerce and
e-business in recent years, there is yet much work left to be done.
This special issue of the International Journal of Electronic Business
aims to stimulate the creation of academic papers focused on the study
of development of e-business in small and medium-sized enterprises,
ultimately advancing the understanding of how the process of adoption of
e-business evolves in the small business context. The special issue of
the International Journal of Electronic Business will provide an insight
on where we are now within the field including research overviews and
current state-of-the-art research and also at where we are heading by
proposing a future research agenda. Potential contributions may include:
* Papers investigating the process of adoption of e-business among
small and medium-sized enterprises
* Theoretical and conceptual papers that focus on the development of
e-business in small and medium-sized enterprises
* Case studies of both successful and unsuccessful e-business
development in small and medium-sized enterprises
* Methodologies for the study of e-business development in small and
medium-sized enterprises
* Papers that investigate the diffusion of e-business among small
and medium-sized enterprises
Some of the topics of interest include, but are not limited to:
* E-business adoption and non-adoption among small and medium-sized
enterprises
* Drivers and barriers of e-business development in small and
medium-sized enterprises
* The role of external parties in e-business development in small
and medium-sized enterprises
* Post-adoption challenges for small and medium-sized enterprises
* E-business diffusion in small and medium-sized enterprises
* Region, sector or industry specific studies on e-business among
small and medium-sized enterprises
* Extent of e-business use among small and medium-sized enterprises
* The benefits of e-business among small and medium-sized enterprises

APWeb-WAIM’09 Call for Workshop Proposals
The Joint International Conferences on Asia-Pacific Web Conference
(APWeb) and
Web-Age Information Management (WAIM)
5-7 April, 2009, Suzhou, China
http://www.suda.edu.cn/apweb-waim09
Important dates for workshop proposals
Submission deadline: 1 September, 2008
Notification: 1 October, 2008
APWeb and WAIM are leading international conferences on research,
development and applications of Web technologies, database systems,
information management and software engineering, with a focus on the
Asia-Pacific region. For the second time, APWeb and WAIM will be
combined to foster closer collaboration and research ideas sharing, and
will be held immediately after IEEE ICDE’09 to be held in Shanghai.
We invite proposals for APWeb-WAIM’09 workshops. Workshops are intended
to provide a forum for the discussion and exchange of research results
related to the conference topics among an international group of
researchers.
Workshop duration is either a whole day or a half day. Proposals to
organise workshops should include the following information:
* workshop title, brief description about the workshop, including a list
of topics
* why the proposed workshop is of interest to the APWeb-WAIM’09 attendees?
* name and contact information of the proposers
* names of a list of intended PC members for the workshop
* the length (a half day or a whole day) and the format of the workshop
* important dates
* the expected number of attendees
* a brief introduction of the proposers, explaining their qualifications
The workshop proposers will be responsible for advertising the workshop,
reviewing and selecting the papers.
APWeb-WAIM’09 has a single registration for conferences, workshops and
tutorials, and provides administrative support for workshop room
booking, registration, and publication. All papers accepted by
APWeb-WAIM’09 workshops will be published in a combined volume of
Lecturer Notes in Computer Science series published by Springer (pending
for approval). Since the final workshop proceedings may take 9 to 10
weeks for the publisher to print and deliver, the workshop proposers
should take this into consideration when defining the important dates.
Proposals should be sent as e-mail attachments to both of the workshops
chairs by September 1, 2008. Enquiries can also be sent to the workshops
chairs.

Call for Papers for a Special Issue of Mathematics in Computer Science
on
Algorithms and Complexity at the Interface of Mathematics and Computer Science
Guest Editors: Gert Vegter and Chee Yap
Theoretical algorithms and their complexity are central in
foundational research at the interface between mathematics and
computer science. This will be the focus of this special issue
of Mathematics in Computer Science (MCS).
There are many current challenges at the interface of
continuous and discrete computation. For instance, how can we
faithfully and efficiently discretize a continuous geometric
object, or a continuous problem? Efficient new algorithmic
techniques must be developed and analyzed. The inherent
complexity of such problems needs to be characterized. Such
considerations are central to current research areas such as:
* robust geometric algorithms
* the surface-surface intersection (SSI) challenge in geometric modeling
* mesh generation with topological guarantees
* the development of a theory of real computation
* the emerging field of numeric-algebraic computation
The deadline for submission is September 30, 2008
See http://www.cs.rug.nl/~gert/content/mcs-cfp.html for further details.
