Special Issue on Digital Cities
Aims and Scope
During the last years, extensive broadband network infrastructures are
being constructed in more and more cities worldwide, offering high-speed
connectivity to public organizations, businesses and citizens, that allow
the deployment of highly useful applications and electronic services.
These e-services aim at both economic objectives (such as enhanced
competitiveness and growth) and social objectives (such as higher quality
of life, better services to various groups, social networking and
inclusion, environmental protection). It is important to analyze
systematically these �digital cities� projects (usually including both
network infrastructures and applications/e-services). Gaining knowledge
from them is going to be useful for improving both design and
implementation of future attempts, and also public policy making in this
area. In particular, it is important to gain a deeper understanding of the
main motivation and objectives of these projects, the main difficulties
and challenges they faced, the business models they adopted and the role
of both public organizations and private companies, and assess their
social, economic and other city/municipality-related impact and value.
This Special Issue of the �Telematics and Informatics� solicits original
high-quality papers investigating the above issues of digital cities, with
main emphasis on the following topics:
- Motivation and objectives for developing broadband infrastructures and
applications/e-services on them
- Detailed analysis of such broadband infrastructures or electronic
service development projects in municipal contexts
- Adoption of applications / e-services by the public and factors
affecting it
- Main challenges and difficulties faced during digital cities projects
- Reports on achievements, current situation analysis of digital cities
projects
- Mobile applications and field force automation in government based on
broadband infrastructures
- Assessment of social, economic and other city-related impacts of such
projects
- Decision-making tools and models for assisting elected representatives
and city officials in �digital planning and management�
- Approaches for managing digital transformation and policy support for
municipalities
- Business models, role of public companies and private organizations
(such as municipalities and government)
- Projects and initiatives specifically targeting e-Inclusion or
minimization of Digital Divides, at municipal level
- Specific applications and lessons learnt in developing countries or
regions
- Future, forward looking approaches and initiatives for digital cities
Submissions
Authors are invited to prepare original manuscripts of 5000 to 6000 words
(excluding references), adopting the guidelines defined in the website of
�Telematics and Informatics� (www.elsevier.com/wps/product/cws_home/703).
Submitted papers should not have been previously published nor be
currently under consideration for publication elsewhere. All submitted
papers will be refereed through a peer review process.
All papers should be submitted via the Journal's online submission and

Motivation
==========
The recently created Spanish Chapter of ACM SIGCSE
(http://www.sigcse.org) spSIGCSE (http://www.sigcse.es) is
organizing a series of events on education, learning and
curricular design in computing. The event has an international
scope, even though eventually there will be sessions especially
devoted to issues that are local to Spain.
Computing here is considered in a broad sense, including
Computer Science, Information Systems, Software Engineering,
Computer Engineering and Information Technology, including
studies of IT in the context of degrees other than computing
such as Health Sciences, Information Science, Telematics and
Bioinformatics among others. The event especially welcomes
submitters of studies that are accompanied by empirical data,
or educational materials that are shared with open access
licenses, so contributing to the development of computing
education as a discipline. Studies addressing the issues
related to the new European Higher Education Area (EHEA) will
deserve special attention.
Call for papers
===============
We invite you to participate in the Second Workshop on Methods
and Cases in Computing Education. Participation in the Workshop
is allowed by presenting a paper or registering without paper
presentation. Papers must be submitted to Dr. Julià Minguillón
(jminguillona at uoc.edu) before Monday, 2 March 2009. Papers
must be relevant to computing education practice or
instructional design, and papers presenting cases and data are
especially welcomed. Extended abstracts (2-4 pages) or full
papers (8-10 pages) will be peer reviewed, and authors will be
notified on acceptance or rejection by
Monday, 16 March 2009
Accepted papers will be required to follow a common format and
they will be published on-line (publication in CEUR
<http://ftp.informatik.rwth-aachen.de/Publications/CEUR-WS/> is
expected).
The International Journal of Teaching and Case Studies (IJTCS)
will publish selected papers related to relevant case studies.
Authors might consider sending an extended version to the The
International Journal of Engineering Education (IJEE): special

1. INTRODUCTION
The aim of the workshop is to bring together, for the second time at KES
AMSTA, researchers working on self-organization and adaptive multi-agent

The proceedings are planned to be published by Springer in LNAI series.

Whether it's a social networking site like Facebook, a video stream
delivered via YouTube, or collaborative discussion and document
sharing via Google Apps, more people are using Web 2.0 technologies to
communicate, express ideas, and form relationships centered around
topical interests.
Virtual Worlds immerse participants even deeper in technological
realms rife with interaction. Instead of simply building information,
people create entire communities comprised of self-built worlds and
avatars centered around common interests, learning, or socialization
in order to promote information exchange.
Holding business meetings in Second Life is becoming commonplace,
MMORPGs are becoming the entertainment venue of choice, and upcoming
generations of students may find the traditional academic means of
information exchange--lectures and discussions--less appealing than
most, instead opting for a rich multimedia experience infused with
information.
With classrooms quickly filling with the Google generation accustomed
to being connected to information and social networks all the time in
many forms, how can we best use these technologies to transform,
supplement, or even supplant current pedagogical practices? Will
holding office hours in chat rooms make a difference? What about
streaming classroom discussions via iTunes? How about demonstrations
of complex concepts in a Virtual World so students can experiment
endlessly?
In this JISE special issue, we will explore these questions and more.
We are looking for research studies, instructional cases, teaching
tips, and other discussions that examine the role Web 2.0 and Virtual
Worlds should--or perhaps should not--play within our physical,
virtual, or mixed classroom environment. How can these technological
tools be best used in our pedagogical toolbox? Are there instances
where they are a good fit or perhaps merely an instructional band-aid?
Please consider sharing your insights, research, or teaching tips as
we examine the promises presented, and the perils posed, by these ever-
growing innovative, immersive (perhaps invasive), and pervasive
technologies.

BACKGROUND AND AIMS:
New business processes are created and existing ones evolve following
different kinds of drivers or motivations. BPMDS�08 was dedicated to
business process life-cycle, discussing issues such as how to streamline
transitions among phases in the life-cycle of a business process (design,
deployment, operation-evaluation). The next BPMDS will be devoted to the
drivers related to these phases and to their transitions, and how they can
be accommodated into a broader and dynamic view of the business process
life-cycle. The research question will be what "drives" the wheel (the
business process life cycle) when it turns to reach a moving business
target with regard to market changes and continuous improvement
requirements.
We distinguish three groups of these drivers, which can exist separately
or in any combination in real life situations.
First, business objectives and goals drive the creation and evolution of
business processes. Evolution of business processes can be driven by
attempts to improve the achievement of business objectives (based on their
measurement), or by the need to adapt to changes in these objectives.
Research issues related to business drivers include their systematic
identification, integration into process design and evolution, performance
measurement, and others.
Second, the availability of new IT systems (any kind of
components-on-the-shelf) can drive both the creation and evolution of
business processes. The introduction of new information systems can
enforce or enable or require the design of new business process; new
possibilities of business process management or assessment can drive the
evolution of the processes. Research issues related to IT drivers include
business process-IT alignment, process mining and others.
Third, the need to comply with external standards and regulations may
drive the creation of new business processes and the evolution of existing
ones. Research issues related to compliance drivers include constrained
process design, compliance assurance and verification, and others.
There may be other drivers that do not fall in any of these categories,
and they are of interest to the workshop as well.
ABOUT THE WORKSHOP :
The BPMDS series has produced 9 workshops from 1998 to 2008. Seven of
these workshops, including the last six (BPMDS�03 BPMDS�08) were held in
conjunction with CAiSE conferences.
The topics addressed by the BPMDS workshops are focused on IT support for
business processes. This is one of the keystones of Information Systems
theory. We strongly believe that any major conference in the area of
Information Systems needs to address such topics independently of the
current fashion. The continued interest in these topics on behalf of the
IS community is reflected by the success of the last BPMDS workshops and
the recent emergence of new conferences devoted to the theme.

TOPICS FOR DISCUSSION :
The discussion will address the following main questions:
What are the drivers or factors that initiate/demand change in business
processes
How to cope with/introduce changes required by different drivers
How to discover that it is time for a change
How to discover that change has already happened (uncontrollable changes),
and there is a need to explicitly change process definitions/operational
instructions.
Specific issues related to these main questions include but are not
limited to:
Specific drivers and how they affect the business processes
Assessing the extent to which business process initiatives achieve their
goals
Methodologies for business process design to follow specific drivers
Methodologies for goal-oriented process design and evolution
Compliance-oriented business process design and evolution
Business-IT alignment through business processes
Shareholder, stakeholder, customer and market requirements on business
processes
Assessing the impacts of IT market power, IT market evolution, IT
standards on
- business processes
- business strategy
- IT strategy
Assessing the impacts of IT Governance on business processes and IT
processes
The role of process mining in business process evolution
SUBMISSIONS:
Papers submission deadline: February 18th, 2009
Prospective workshop participants are invited to submit a paper related to
one or more of the main topics. The paper selection will be based upon the
relevance of a paper to the main topics, as well as upon its quality and
potential to generate relevant discussion.
Three kinds of submissions are possible.
(1) Full papers of up to 13 pages in LNCS format (please follow the
instructions at http://www.springer.de/comp/lncs/authors.html).
(2) Short position papers of up to 6 pages, devoted to research in
progress or to visionary ideas.
(3) Industrial experience papers of up to 6 pages (see guidelines in
http://www.ibissoft.se/users/ilia/exp_guidelines.htm).
The papers should be emailed to Selmin.Nurcan(a)univ-paris1.fr, indicating
the kind of paper submitted.
All accepted papers will be published on our website before the workshop,
so that everybody can learn about the problems that are important for
other participants.
PUBLICATIONS:
Accepted papers will be published in the workshop proceedings (joint with
EMMSAD), to be published by Springer LNBIP.
After the workshop, the workshop material together with a selection of the
best papers will be considered for publishing in a special issue of an
international journal (previous special issues were for instance, BPMDS'07
in IJBPIM (under edition), BPMDS'06 in IJBPIM, vol. 3, issue 1, 2008,
BPMDS'05 in SPIP, vol. 12, issue 1, 2007).

The IADIS e-Commerce 2009 conference is a major international event for
