The International Association of Science and Technology for Development
(IASTED) Technical Committee on Software Engineering
PURPOSE
This conference is an international forum for researchers and practitioners
interested in the advances in, and applications of, software engineering. It
is an opportunity to present and observe the latest research, results, and
ideas in these areas. All papers submitted to this conference will be peer
reviewed by at least two members of the International Program Committee.
Acceptance will be based primarily on originality and contribution.
SEA 2003 will be held in conjunction with the IASTED International Conference
on Parallel and Distributed Computing and Systems (PDCS 2003).
LOCATION
SEA 2003 will be held at the Marina Beach Marriott hotel. Marina del Rey, the
largest man-made marina in the world, is located on the Southern California
coastline near the city of Los Angeles. Formally dedicated in 1965, Marina
del Rey took over 75 years to be transformed from the Playa del Rey estuary
to the thriving and exciting community it is today.
This warm and sun-filled setting offers hotels, more restaurants per square
mile than anywhere outside New York City, a small beach, shops, boat launch
ramps, sailing, fishing, and whale watching. Explore the quaint Fisherman's
Village, stroll in three beautiful public parks, or just relax and enjoy the
breathtaking sunsets over the Pacific Ocean. The lure of nearby Venice
Beach, the Santa Monica pier, Hollywood, the Getty Museum, UCLA, Rodeo
Drive, and many other famous California attractions ensure that visitors are
never without something to see and do. Marina del Rey is also the
"Headquarters" of the Internet, being the base of operations for Internet
governing organizations such as ICANN, IANA, and ISA.

SUBMISSION OF PAPERS
Submit your paper via our website at:

All submissions should be in Adobe Acrobat (.pdf), Postscript (.ps), or MS
Word (.doc) format. The IASTED Secretariat must receive your paper by June
1, 2003. Do not send hard copies of your paper. Receipt of paper submission
will be confirmed by e-mail.
Please provide four key words to indicate the subject area of your paper.
One of the key words must be taken from the list of topics provided under
Scope. Please designate a principal author and provide the full names,
affiliations, addresses, telephone and fax numbers, and e-mail addresses of
all authors.
Notification of acceptance will be sent via e-mail on July 1, 2003. Final
manuscripts are due by August 1, 2003. Registration and final payment is
due by August 15, 2003. Late registration fees or paper submissions will
result in the papers being excluded from the conference proceedings.
Please send final manuscripts via e-mail to: calgary(a)iasted.com . The
subject line for the final manuscript submission must include the six-digit
paper number. The formatting instructions for final manuscripts can be
found on the web and must be strictly followed. Formatting instructions are
available at: http://www.iasted.org/formatting.htm. The page limit for
final papers is six pages (single-spaced, double-column, 10 point Times New
Roman font). Only one paper of up to six pages is included in the regular
registration fee. The additional page and paper charge is USD $75.00 per
page.
TUTORIALS
Proposals for half-day tutorials (three hours) should be submitted online by
June 1, 2003. Tutorials are to be submitted via the following website
address:

A tutorial proposal should clearly indicate the topic, background knowledge
expected of the participants, objectives, time allocations for the major
course topics, and the qualifications of the instructor(s).
SPECIAL SESSIONS
Persons wishing to organize a special session should submit a proposal via
e-mail to calgary(a)iasted.com by June 1, 2003. Proposals should include a
minimum of five papers, a session title, a list of the topics covered, and
the qualifications and brief biography of the session organizer(s). The name
of the session organizer will appear in the program and proceedings provided
five papers are presented. More information on special sessions is

E-Government Cluster
Government at all levels (federal, state, and local) and across all branches
(legislative, executive, and judicial) is the biggest single investor in and
user of Information Technology (IT). Given its enormously varied missions,
government employs a vast range of information technology applications which
have dramatically changed the way government is conducted and will continue
to affect the way citizens and businesses expect government to function in
the 21st century. Government is also a powerful incubator, creator,
influencer, precursor, and director of information technology programs,
initiatives, and trends. The creation of the Internet and the National
Science Foundation's current multiyear Information Technology Research (ITR)
and Digital Government programs are examples of this kind of government
involvement in IT development. The close and complex relationship between
information technology and the public sector has become a major focus of
academic research in fields such as public administration, organizational
behavior, information science, and technology innovation.
The study field of E-Government is covered by four minitracks, which are
intended to contribute to the increased understanding of this complex and
important topic and to promote improved research in these fields of study.
To promote these goals, the four minitracks complement each other by
establishing distinct focal points.

Web Intelligence and Agent Systems: An International Journal (WIAS)
is an official journal of Web Intelligence Consortium (WIC, homepage:
http://wi-consortium.org/), an international organization dedicated to
promoting collaborative scientific research and industrial development
in the era of Web and agent intelligence. WIAS seeks to collaborate
with major societies and international conferences in the fields.
Presently, it has established a tie with the IEEE/WIC International
Conference on Web Intelligence and the IEEE/WIC International Conference
on Intelligent Agent Technology.
WIAS is a peer-reviewed journal, which publishes 4 issues a year, in
both electronic and hard copies.
WIAS aims to achieve a disciplinary balance between Web technology and
intelligent agent technology. It is committed to deepening the
understanding of computational, logical, cognitive, physical, and
social foundations as well as the enabling technologies for developing
and applying Web-based intelligence and autonomous agents systems.
The journal features high-quality, original research papers (including
state-of-the-art reviews), brief papers, and letters in all
theoretical and technology areas that make up the field of WIAS. The

WIAS Paper Submission Guidelines
================================
Authors are invited to submit complete and original papers, which have
not been published elsewhere and are not currently under consideration
for another journal or conference.
Each manuscript prepared for WIAS must fall into one of the following
categories:
(1) Original research papers
Articles will be full-length papers (approximately 20 journal pages)
reporting well-defined theoretical results and empirical studies that
have potential impact on understanding of computational, logical,
cognitive, physical, and social foundations, as well as the enabling
technologies for developing and applying Web-based intelligence and
autonomous agents systems. It is assumed that the ideas presented are
important, have been well analyzed or empirically validated, and are
of value to Web and agent intelligence research community.
(2) State-of-the-art reviews
Articles can also be state-of-the-art reviews, which will be either
perspective tutorial articles in rapidly evolving fields or
comprehensive scholarly reviews of significant topics.
(3) Brief papers
A brief paper presents results that are important and original and are
presented in concise form.
(4) Letters
A letter is used to convey only a few principal ideas or to comment on
work previously published in the WIAS.
The manuscripts submitted to WIAS are subjected to a rigorous review
process handled by the Editors-in-Chief and designated Editorial Board
Member(s).
All manuscripts for consideration must be submitted electronically
through an Electronic Submission Form, available from the Web
Intelligence Consortium (WIC) homepage at http://www.wi-consortium.org
(under "WIAS journal").
In order to facilitate the review process, authors are required to
mark the topics (within the Electronic Submission Form) to which their
submissions are most relevant.

CONFERENCE CHAIR

PURPOSE
This conference is an international forum for researchers and practitioners
interested in the advances in, and applications of, networks and
communication systems. It is an opportunity to present and observe the
latest research, results, and ideas in these areas. All papers submitted to
this conference will be peer reviewed by at least two members of the
International Program Committee. Acceptance will be based primarily on
originality and contribution.
CSN 2003 will be held in conjunction with the IASTED International
Conferences on Artificial Intelligence and Applications (AIA 2003) and
Visualization, Imaging, and Image Processing (VIIP 2003).
LOCATION
CSN 2003 will take place in Benalmãdena, in the heart of Spain's
Mediterranean coast. The Costa del Sol is a 150-kilometer stretch of
beaches and coves warmed by the Andalusian sun and tempered by the warm
Mediterranean breeze. The weather on the coast, with an average of 325
sun-filled days per year, is the best in Europe and makes the enjoyment of
sports and outdoor activities a way of life. The conference venue is the
Torrequebrada Hotel, situated on the beach just 12 km from the Malaga
International Airport.
The history of the region dates back at least 20,000 years, and each
civilization - Phoenician, Iberian, Roman, Muslim, and Christian - has left
visible traces that continue to enrich contemporary culture. The
white-washed mountain village of Mijas and the superb historical city of
Granada are nearby. This area of Spain is also famous for its charming
streets, wine, tapas, cathedrals, colour, music, monuments, and gardens.

All submissions should be in Adobe Acrobat (.pdf), Postscript (.ps), or MS
Word (.doc) format. The IASTED Secretariat must receive your paper by May 1,
2003. Do not send hard copies of your paper. Receipt of paper submission
will be confirmed by e-mail.
Please provide four key words to indicate the subject area of your paper.
One of the key words must be taken from the list of topics provided under
Scope. Please designate a principal author and provide the full names,
affiliations, addresses, telephone and fax numbers, and e-mail addresses of
all authors.
Notification of acceptance will be sent via e-mail on June 1, 2003. Final
manuscripts are due by July 1, 2003. Registration and final payment is due
by July 15, 2003. Late registration fees or paper submissions will result
in the papers being excluded from the conference proceedings.
Please send final manuscripts via e-mail to: calgary(a)iasted.com . The
subject line for the final manuscript submission must include the six-digit
paper number. The formatting instructions for final manuscripts can be
found on the web and must be strictly followed. Formatting instructions are
available at: http://www.iasted.org/formatting.htm . The page limit for
final papers is six pages (single-spaced, double-column, 10 point Times New
Roman font). Only one paper of up to six pages is included in the regular
registration fee. The additional page and paper charge is USD $75.00 per
page.
TUTORIALS
Proposals for half-day tutorials (three hours) should be submitted online by
May 1, 2003. Tutorials are to be submitted via the following website

A tutorial proposal should clearly indicate the topic, background knowledge
expected of the participants, objectives, time allocations for the major
course topics, and the qualifications of the instructor(s).
SPECIAL SESSIONS
Persons wishing to organize a special session should submit a proposal via
e-mail to calgary(a)iasted.com by May 1, 2003. Proposals should include a
minimum of five papers, a session title, a list of the topics covered, and
the qualifications and brief biography of the session organizer(s). The name
of the session organizer will appear in the program and proceedings provided
